Primus Inter Pares: Is The Singapore Judiciary First Among Equals?, Karen Blőchlinger

Washington International Law Journal

Chief Justice Yong Pung How has implemented many changes in the Singapore judicial system since his appointment to the post in 1990. The reforms have concentrated on active case management, providing mediation as an alternative mechanism to resolve disputes, and implementing information technology in the courtroom. One of the results of these reforms is that the backlog of cases has been eliminated and the judicial system has become dramatically more efficient. However, an increased efficiency in judicial administration cannot be justified if it is attained at the expense of restricting access to justice. This Comment reviews the judicial reforms in …

Defending A Person Charged With Genocide, Anthony D'Amato

Chicago Journal of International Law

In August 1997, I was asked to represent Dr. Milan Kovacevic, a Bosnian Serb anesthesiologist who had been indicted by the International Criminal Tribunal for Yugoslavia ("ICTY") for complicity in genocide. Had he lived through it, his trial would have been the first by the ICTY for the crime of genocide. I would like to describe some of the tribulations of defending clients accused of grave humanitarian offenses in the ICTY. Perhaps by relating stories of my experiences there, some insights for reform can be drawn. First, I will begin with the background of the case itself.

Caroline (Duby) Glassman was born on September 13, 1922 in Baker, Oregon, and grew up on a cattle ranch outside of Baker. Her father, Charles, was a Democrat, and her mother, Caroline, was a Republican. After graduating from a one room school house, she went to Eastern Oregon University in La Grande. At the age of 18 she began law school at a university in Salem, Oregon. After graduating, she worked as a title insurance attorney for about a year and then traveled around the country taking positions such as legal secretary, medical secretary, and magistrate for the court. Cross Disciplinary Continuing Professional Development, Sai Hong Ko

International Vocational Education and Training Association (IVETA) Conference

The author examined the continuing professional development programmes of the banking and legal professions. He found that, in the years under study, each profession offered a substantial number of training courses that fell within the discipline of the other. There was significant mutuality of training need in the two professions. He concluded that trainers as well as educationalists should, in future, pay more attention to cross disciplinary training and education, especially where Hong Kong harbors the ambition of evolving into a knowledge based society.
