External Sector Performance And The External Sector Policy Measures In The Year 2000 Federal Budget., Mike I. Obadan

Bullion

The paper briefly reviews the performance of the external sector in the first half of year 2000 and then goes on to appraise the external sector policy measures in the federal budget for the year under review. The study reveals that the The Presidential directive on government ministries, departments and agencies to-Patronise home-made goods as first choice is commendable. The paper suggests that if monitoring mechanisms are put in place, it will ensure full compliance. Private sector operators, individuals, should be encouraged to take a cue from government departments. The Year 2000 customs tariff measures largely address the concerns of …

Reconciling Trade And Environment: A Legal Analysis Of European And North American Approaches, Bradly J. Condon Apr 2000

Reconciling Trade And Environment: A Legal Analysis Of European And North American Approaches, Bradly J. Condon

Cardozo Journal of International and Comparative Law

The article examines the differing approaches of the European Union (EU) and the North American Free Trade Agreement (NAFTA) in reconciling trade liberalization with environmental protection. While the EU employs a proportionality principle that prioritizes environmental protection over trade in cases of conflict, NAFTA uses a least-trade-restrictive principle to balance these interests. The analysis highlights that both systems reflect distinct political, economic, and legal frameworks but could benefit from learning each other's strengths and addressing their respective weaknesses.

Decriminalization Of Sodomy Under South Africa's 1996 Constitution: Implications For South African And U.S. Law, Heidi Joy Schmid

Cardozo Journal of International and Comparative Law

The note examines the landmark decision of the South African Constitutional Court in National Coalition for Gay and Lesbian Equality and Another v. Minister of Justice and Another, which invalidated sodomy laws as unconstitutional. The court held that these laws violated rights to dignity, privacy, and equality under the South African Constitution of 1996. Judge Sachs emphasized the interconnectedness of privacy and equality rights, advocating for a broad interpretation of privacy and the importance of dignity in challenging discriminatory laws. The decision not only advanced sexual minority rights in South Africa but also highlighted broader implications for global jurisprudence, …

"To Say The Greatest Matters In The Simplest Way": A "First Economic Injury" Rule As A Restatement Of Directness Standing Requirements In Federal Antitrust Law, Christopher B. Durbin Apr 2000

"To Say The Greatest Matters In The Simplest Way": A "First Economic Injury" Rule As A Restatement Of Directness Standing Requirements In Federal Antitrust Law, Christopher B. Durbin

Washington Law Review

In addition to traditional constitutional standing analysis, federal antitrust law examines a potential plaintiff's claims under a series of specialized standing requirements. One of these requirements is that the plaintiff's injury be a "direct" result of the antitrust violator's misconduct. This requirement has been prominent in recent tobacco litigation where union health care trust funds sued the major tobacco companies in antitrust to recover the costs of treating nicotine-addicted beneficiaries. Federal courts generally denied standing to the trust funds for several reasons, one of which was the trust funds' failure to satisfy the directness requirements. This Comment analyzes the tests …

Practitioners’ Perspectives On Alternatives To The Paper-Based System For Preventing Welfare Fraud, Timothy Jerome Cole Apr 2000

Practitioners’ Perspectives On Alternatives To The Paper-Based System For Preventing Welfare Fraud, Timothy Jerome Cole

Dissertations

Federal agencies have begun to devote greater attention to detecting welfare fraud. This dissertation reviews three proposed alternatives to the current Paper- Based system for preventing welfare fraud, namely, the Paper-Based system with Fingerprint Imaging, Electronic Benefits Transfer (EBT), and EBT with Fingerprint Imaging. It also examines the policy implications likely to result from implementation of these various systems.

Practitioners were randomly selected from agency directories and mailed a survey. Information was sought on their socioeconomic background, professional affiliations, and opinions on several welfare fraud detection systems.

Statistically significant differences in their responses resulted from differences in their socioeconomic backgrounds, …

Identification And Classification Of Coryneform Bacteria Isolated From Bovine Mammary Glands, Jeffrey L. Watts Apr 2000

Identification And Classification Of Coryneform Bacteria Isolated From Bovine Mammary Glands, Jeffrey L. Watts

Dissertations

Coryneform bacteria are frequently isolated from bovine mastitis and these infections are associated with economic losses. Corynehacterium bovis, a lipid requiring species, has been the most frequently isolated coryneform from the milk of infected bovine mammary glands. However, the taxonomic status of this organism is uncertain. In the current study, a polyphasic approach was used to identify coryneform bacteria isolated from bovine mastitis and determ ine the phylogenetic relationships among the identified species. A total of 212 coryneform bacteria isolated from bovine mastitis was obtained from mastitis reference laboratories in the United States and Canada. Presumptive identification based upon …

Effects Of Peeling Methods On The Quality Of Ready-To-Use Carrot Slices, Catherine Barry-Ryan, David O'Beirne Apr 2000

Effects Of Peeling Methods On The Quality Of Ready-To-Use Carrot Slices, Catherine Barry-Ryan, David O'Beirne

Articles

The effects of methods used for peeling and physiological age (over-wintering) on the quality and storage life of carrot disks packaged in modified atmosphere were examined. Commercial mechanical abrasion peeling using fine or coarse carborundum plates, was compared with carrots peeled by hand, before slicing into disks. Slices which had been peeled by abrasion had higher respiration rates, greater microbial contamination and growth rates, higher pH values, higher rates of weight loss and shorter microbiological shelf-lives than those which had been hand peeled. These results reflected the higher quality of the manually peeled carrots. Micrographs of the peeled surfaces confirmed …

Florida Homeowner's Manual For Energy Efficiency, Florida Solar Energy Center, Danny Parker Apr 2000

Florida Homeowner's Manual For Energy Efficiency, Florida Solar Energy Center, Danny Parker

FSEC Energy Research Center®

Most homeowners would like to save on their monthly expenses. One of these expenses - the utility bill - costs the average Florida homeowner five percent of his/her total annual after-tax income. Currently, Floridians are paying about eight cents per kilowatt hour (kWh) for electricity. Without close monitoring, electrical uses such as air conditioning can easily push utility costs over $150 per month. Effective conservation measures involve using household appliances less frequently and servicing them properly. These measures will improve their performance as well as their useful life - a real savings over the long run. Also, when you use …

Psychology Theses & Dissertations

Thirty-seven female and 30 male heterosexual undergraduates responded first to vignettes of sexual behavior in which they were asked to describe the partners' behaviors using their own personal constructs and using the researcher-provided constructs safe sex, unsafe sex, intimate, and impersonal; participants then responded to questions about condom use. Sixty-one percent of participants reported using condoms at least 75% of the time, and 64% reported use on last intercourse. Women reported a higher percentage of intercourse without condoms than did men. Within-subject principal components analysis was used to identify the extent to which an individual's personal constructs loaded …

Department of Obstetrics & Gynaecology

Objectives: To identify risk factors for uterine atony following assisted or unassisted vaginal delivery.
Design: This hospital based case control study was done at The Aga Khan University Karachi, Pakistan. Cases were defined as all women with uterine atony within 24 hours of an assisted or unassisted vaginal delivery. Controls were based on women with normal assisted or unassisted vaginal delivery without uterine atony. Data abstracted form the medical records; adjusted odds ratios were estimated by multiple logistic regression.
Results: Factors having a significant association with uterine atony were gestational diabetes mellitus (odds ratio 7.6, 95% CI 6.9-9.0, p = …
