The Effects Of Structured One-On-One Tutoring In Sight Word Recognition Of First-Grade Students At-Risk For Reading Failure, Laureen Goers Mayfield Apr 2000

The Effects Of Structured One-On-One Tutoring In Sight Word Recognition Of First-Grade Students At-Risk For Reading Failure, Laureen Goers Mayfield

Doctoral Dissertations

The purpose of this study was to determine the effects of an alternative reading program on the performance of at-risk first graders. Sixty first graders from three north Louisiana public elementary schools with high poverty rates, who were determined by their teachers and principals to be functioning in the bottom 20 to 30% of first grade reading students, were purposefully selected. Students were pretested on three subtests of the Woodcock Reading Mastery Test-Revised (WRMT-R), Form G: Letter Identification, Word Identification, and Word Attack. Participants were randomly assigned to either a control or an experimental group. Experimental group students received 15 …

Applying Science To Public Policy: The Context Of The Surgeon General's Report On Mental Health, Richard Hegner

National Health Policy Forum

Intended to provide public policy context for the December 1999 Surgeon General's Report on Mental Health, this background paper discusses the historic skepticism about the efficacy of treatment of mental illness in this country, insurance practices that have discriminated against mental illness and the reasons for them, the disproportionate share of mental health funding provided by government sources such as Medicaid and state general revenues, the role of state and local public government as providers of catastrophic coverage for mental illness, the cascading cost-shifting game in mental health finance, obstacles to needed treatment (including popular attitudes toward mental illness), the …

Enjoy The Donut: A Regulatory Response To The White Paper On Preventing Invasion Of The Great Lakes By Exotic Species, Sandi Zellmer Apr 2000

Enjoy The Donut: A Regulatory Response To The White Paper On Preventing Invasion Of The Great Lakes By Exotic Species, Sandi Zellmer

Nebraska College of Law: Faculty Publications

The adverse economic and environmental consequences associated with the invasion and establishment of exotic species have raised significant concerns among the Great Lakes community. In September 1999, the International Joint Commission (IJC) hosted a workshop on exotic policy, drawing upon the expertise of biologists, lawyers and public officials, to consider means of preventing exotic species invasions. The White Paper on Policies for the Prevention of the Invasion of the Great Lakes by Exotic Organisms served as the centerpiece for discussion at the workshop.

The White Paper concludes that economic initiatives, such as subsidies or taxation, would be the most viable …

Perceptions Of Administrators, Counselors, Teachers, And Students Concerning School Safety And Violence In Selected Secondary Schools In North Louisiana, Sharilynn Duckworth-Loche

Doctoral Dissertations

The primary purposes of this study were to determine the perceptions of administrators, counselors, teachers, and students, regarding levels of school safety and violence in selected secondary schools in north Louisiana; the types of violence that had the greatest impact on safety; and strategies that were currently being used to address violence in the schools. The secondary purpose was to determine the differences in perceptions of school safety and violence of administrators, counselors, and teachers by ethnic background, gender and years of experience. A tertiary purpose was to determine the perceptions of students by ethnic background, gender, age, and grade …

Wake-Up Call: Using The Washington Shoreline Management Act To Protect The Shorelines Of Puget Sound From High-Speed Vessel Wake Wash, Cory J. Albright Apr 2000

Wake-Up Call: Using The Washington Shoreline Management Act To Protect The Shorelines Of Puget Sound From High-Speed Vessel Wake Wash, Cory J. Albright

Washington Law Review

Wake wash from high-speed vessels such as the Chinook passenger ferry accelerates erosion, destroys kelp and shellfish beds, and endangers recreational boaters in Puget Sound. The Washington Shoreline Management Act (SMA) grants the Washington State Department of Ecology (DOE) and local governments authority to regulate water uses in order to protect the shoreline environment. The federal Coastal Zone Management Act echoes this policy and mandates federal-state cooperation in the development and protection of the coastal zone. Although the U.S. Coast Guard traditionally regulates vessel traffic in Puget Sound pursuant to Title I of the Ports and Waterways Safety Act, the …

Drugs In The Heartland: Methamphetamine Use In Rural Nebraska, Denise C. Herz Apr 2000

Drugs In The Heartland: Methamphetamine Use In Rural Nebraska, Denise C. Herz

United States Public Health Resources

A decade ago, methamphetamine was commonly believed to be limited to the West Coast and a few other, isolated areas. Recent evidence shows that substantial proportions of arrestees in several large urban areas of the West and Midwest are using the drug. Increasingly, the problem is coming to the attention of policymakers and law enforcement nationwide. (See “The Federal Government Responds.”)
Methamphetamine has generated concern because of its ready availability and the severity of its effects on the user. It is cheaper than cocaine, it is easy to manufacture, it produces a longer lasting “high,” and its short- and long-term …

Coverage Decisions Versus The Quality Of Care: An Analysis Of Recent Erisa Judicial Decisions And Their Implications For Employer-Insured Individuals, Sara J. Rosenbaum, Joel B. Teitelbaum

Health Policy and Management Issue Briefs

This Issue Brief, prepared for the Substance Abuse and Mental Health Services Administration, examines the evolution of this framework for analyzing health claims emanating from the conduct of ERISA-covered managed care arrangements and considers its implications for the provision of treatment for mental illness and addiction disorders. Both studies and anecdotal evidence suggest that managed care companies impose particularly rigorous controls over treatment for mental illness and addiction disorders. It is therefore perhaps not surprising that legal challenges to treatment decisions frequently involve individuals with these conditions. Consequently, to the extent that courts are in fact on the verge of …

Molecular And Biological Characterization Of A Tanapox Virus Tnf-Binding Protein And The Complete Nucleotide Sequence Of The Psti-J Genomic Fragment, Mini Paulose-Murphy Apr 2000

Molecular And Biological Characterization Of A Tanapox Virus Tnf-Binding Protein And The Complete Nucleotide Sequence Of The Psti-J Genomic Fragment, Mini Paulose-Murphy

Dissertations

Most of the poxvirus encoded virulence factors have been identified as proteins that are secreted from infected host cells. Some of these secretory proteins impede host immune defenses. We have previously demonstrated that tanapox virus (TPV) infected cells secrete a 38 kDa glycopeptide that binds to human (h) interferon-γ, h-interleukin (IL)-2, and hIL-5. We now show an additional activity in the supernatant from TPV infected cells that down-regulates the expression of tumor necrosis factor-a (TNF-α) induced cell adhesion molecule gene expression. This activity was not detected in mock infected cells. Enzyme linked immunosorbent assays (ELISA) on primary human endothelial cells, …

Sheriff Or Prisoner? The United States And The World Trade Organization, Paul B. Stephan Apr 2000

Sheriff Or Prisoner? The United States And The World Trade Organization, Paul B. Stephan

Chicago Journal of International Law

To understand these claims about U.S. hegemony, we need some perspective. I would like to compare two competing accounts of the U.S. role in the global economy. In one version, the United States has built an international system that replicates its ideology, culture and values. This is a unipolar world where a broad range of fundamental choices about political and economic structure reflect Washington's preferences. The United States may not make every meaningful decision in administering the world economy, any more than the headquarters of a multinational corporation dictates precisely what its local managers must do. But in this scenario, …
