Palaeoecological Implications Of Archaeological Seal Bone Assemblages: Case Studies From Labrador And Baffin Island, James M. Woollett, Anne S. Henshaw, Cameron P. Wake

. In recent years, increasing scientific attention has been paid to sea mammals as biological indicators of Arctic environmental change. The usefulness of animals such as ringed seal (Phoca hispida), harp seal (Phoca groenlandica), bearded seal (Erignathus barbatus), and harbour seal (Phoca vitulina) as indicator species is due to the close relationship of their range, reproductive cycles, and life histories to sea ice. The behaviour and distribution of these species correlate with ice conditions in the areas where the animals are encountered. The proportions of seal species represented in archaeological deposits may therefore reflect, at least in part, environmental conditions …

The traditional employment system with secure, lifetime jobs offering predictable advancement and stable pay has given way to a new, more open-ended arrangement that is continually being negotiated between employer and employee. Evidence is presented both about the factors driving this new relationship and the subsequent changes in labor market outcomes. Tighter labor markets have, perhaps temporarily, shifted power from employers to employees, leading to new problems for employers and fundamental challenges to traditional models for management. A Communitarian Critique Of The Child Protective System, Toni Terling-Watt

The Journal of Sociology & Social Welfare

Child Protective Services (CPS) has been defined as an ineffective system. Common criticisms are that the system is overburdened and that family preservation policy pressures CPS to reunite families that can't be repaired. However, empirical analyses that identify the deficiencies of this organization are limited. This study utilizes case files and in-depth interviews with interventionists within and outside of CPS to explore the issue. Results reveal that the most common criticisms of the system do have merit. However, it reveals additional system limitations. Results suggest that the child protective system is characterized by an individualistic approach and that this focus …

Estimating Poverty Rates In A Metropolis: The Example Of Los Angeles/Long Beach, Robert G. Mogull

The Journal of Sociology & Social Welfare

This study develops a technique to estimate and project annual rates of poverty for a large metropolitan area for various segments of its population. The annual estimates and projections are based upon the official rates compiled by the Bureau of the Census.

Using Los Angeles/Long Beach as the site of the experimental example, the evidence reveals a substantially increasing trend in the incidence of poverty for the overall metropolitan population. This increase is caused by the dramatic rise in poverty within the Hispanic and Children population groups. Trends in poverty are negative, however, for the Elderly, Blacks, Female Family Heads …

Job Stability And Wage Progression Patterns Among Early Tanf Leavers, Steven G. Anderson, Anthony P. Halter, George Julnes, Richard Schuldt

The Journal of Sociology & Social Welfare

This article reports on first-year employment experiences of a randomly selected sample of 213 Illinois TANF leavers. Aggregate employment levels were 70 percent at exit, and leavers typically generated earnings from a single full-time job. However, employment often was unstable, so that only about one-fourth of leavers had the same job both at exit and when interviewed 10-11 months later. Employment instability resulted from the marginal or temporary nature of many jobs, as well as employment barriers such as health problems and lack of day care. Average wage levels easily exceeded the minimum wage and grew during the first year …

Is Welfare Reform Working? A Study Of The Effects Of Sanctions On Families Receiving Temporary Assistance To Needy Families, Taryn Lindhorst, Ronald J. Mancoske, Alice Abel Kemp

The Journal of Sociology & Social Welfare

This research provides a preliminary descriptive analysis of the impact of new welfare sanctions on recipients living in a southern metropolitan region. The data from this phone survey indicate that many families report considerable hardship no matter why they exited from welfare. Compared to those who left voluntarily, those who were sanctioned off welfare were significantly different in terms of having unmet medical needs, going without food, and having their utilities turned off. Given the high number of problems reported and the low income reported by these respondents, it is not surprising to find that only 10 percent of former …

Using four surveys, two created by this researcher, another created by Walizcek, Mattson, and Zajicek, and a fourth created by Herbach, the researcher compared the characteristics of community gardeners, their motivations for gardening, and the management practices of the inner-city Limerick Community Garden and the suburban Blackacre Community Garden in Jefferson County, Kentucky. 33 Blackacre gardeners, 16 Limerick gardeners, two garden managers, and two garden administrators participated in the study. The researcher hypothesized that the location of the garden could be influential in determining who the gardeners are and what their motivations for gardening are. Abortion, Capital Punishment, And The Politics Of "God's" Will, Kimberly J. Cook

William & Mary Bill of Rights Journal

In her paper, Professor Kimberly J. Cook uses statistics to illustrate the role the Christian Right plays in the public discourse over two issues permeated with religious overtones: abortion and the death penalty. She shows how the Christian Right's approach to these issues is based on an ideological notion of 'Justice " that is primarily focused on vengeance and punishment, to the exclusion of forgiveness. Professor Cook's exploration of the modern roots of this ideology leads to a movement dating from the 1960s known as Christian Reconstructionism, which advocates using state action to enforce its unique interpretation of "God's Will." …

The Founders Go On-Line: An Original Intent Solution To A Jurisdictional Dilemma, Christine G. Heslinga

The Internet has created a blossoming cyber-economy and a new way of conducting business. Unfortunately for those looking for jurisdictional certainty, however, cyberspace also effectively eliminates geographic boundaries. The unprecedented circumstances set by this new frontier have put federal courts in the unenviable position of deciding whether Internet-based cases meet diversity jurisdiction requirements. Examining the constitutional history and recent use of diversity, this Note argues that the Founders did not foresee an era where every contract or sales case would end up in federal court; rather, they intended diversity jurisdiction to be a rare and perhaps temporary proposition.
