Public Service Law: Privatization’S Unexpected Offspring, Tony Prosser
Law and Contemporary Problems
What has occurred in the United Kingdom is a move toward the development of a body of legal doctrine closer to the concept of public service enshrined in other European legal systems. Prosser asserts that it has been largely due to the creation of regulators independent of government and enterprise, thus making some legal framework to structure relations inevitable.

Schneiderman discusses whether constitutional rules in the state capitalist mode that redistribute property ownership more widely can survive the pressures generated by the neo-liberal model of constitutionalism. Schneiderman considers privatization programs that concern the divestiture of state assets, or denationalization through the sale of shares or assets to employees and employee associations.

Focusing on Canada, Philipps argues that recent efforts to revise important facets of the income tax system are best understood through the lens of privatization. By promoting personal responsibility, the tax code is contributing to the erosion of the ideal of social citizenship and replacing it with a new model of market citizenship.

Rather than the desire for economic liberalization bringing about political democratization, the struggles against autocracy have created an opening for economic liberalization. While undermining partriarchy and hierarchy, anti-authoritarian movements have also paved the way for post-industrial capitalism, with its emphasis on information management, flexible working conditions, and a global outlook.

All published data on benign prostatic hyperplasia in Saudi Arabia was reviewed. The age of presentation of the benign prostatic hyperplasia Saudi patient is between 60 and 70 years. Until the introduction of medical therapy for benign prostatic hyperplasia, presentation by complication was common, mainly by retention of urine in 40-50% of the cases. Diagnostic modalities are improving and both biochemical and imaging techniques are now available. Medical therapy for benign prostatic hyperplasia is widely used but studies on only 2 alpha adrenergic blocking agents out the 5 pharmacological preparations currently in the field were reported. It is uncertain when female circumcision was first practiced, but it certainly preceded the founding of both Christianity and Islam. A review of past and current historical, popular and professional literature was undertaken, and 4 types of female circumcision were identified. Typically female circumcision is performed by a local village practitioner, lay person or by untrained midwives. Female genital mutilation is not accepted by any religious or medical opinion, and is a violation of human rights against helpless individuals who are unable to provide informed consent and who must therefore be protected through education and legislation. OBJECTIVE: The aim of this study is to determine the morbidity pattern among Saudi adolescents in Riyadh City. METHODS: A cross sectional survey comprising 1473 (852 males (58%) and 621 females (42%)) Saudi adolescents aged 11 to 21 years old, visiting 10 primary health care centers, selected randomly in Riyadh city, who were invited to complete a 23 item questionnaire. Part of the questionnaire was designed to be completed by the doctor, and includes the diagnosis of the current problem or chief complaint and any chronic illness. OBJECTIVE: Screening for hepatitis B and C is routinely carried out in the blood banks. The purpose of this study is to compare the prevalence of hepatitis B surface antigen and anti hepatitis C among Saudi and non-Saudi blood donors. METHODS: All the blood donors visiting King Fahad Specialist Hospital were screened by Enzyme Linked Immunosorbent Assay technique for hepatitis B surface antigen and anti hepatitis C. Donors with any history of jaundice in the past were eliminated from the study. RESULTS: Egyptians showed a very high prevalence of Hepatitis C. OBJECTIVE: To record and update the sero-epidemiological status of Hepatitis A virus in Eastern Saudi Arabia. To investigate the main viral etiology of clinical hepatitis in children and discuss the possibility of introducing a Hepatitis A virus vaccine in this Province. OBJECTIVE: This study describes the profile of ankylosing spondylitis as seen in the Rheumatology Practice at Prince Rashid Ben Al-Hassan Hospital, lrbid, Jordan over a period of 14 months. METHODS: Fifty-two cases that met the modified New York clinical criteria for ankylosing spondylitis were accumulated. A standardized method that included patients9 interview, physical examination including measurements of spinal mobility, medical record review, radiographic and laboratory examination was applied. RESULTS: Forty-two cases (85%) of the 52 accumulated cases were males and 10 cases (15%) were females (male:female ratio of 4.2:1). Their mean age of onset was 26 years (range 16-40 years) …

OBJECTIVE: To determine the blood lead level in the non-occupationally exposed Jordanian population as a baseline for comparative studies. METHODS: Seven hundred and forty six blood samples were collected and analyzed using Graphic Furnace Atomic Absorption Spectrophotometry. A representative sample for the Jordanian community was selected. RESULTS: The arithmetic mean for blood lead level in the whole sample was 1.96 µg/d1 which was lower than the other means determined by international studies. CONCLUSION: The blood lead level among the Jordanian population was found to be less than the levels in other countries, this may be partly explained by the low …

On Equality, Bias Crimes, And Just Deserts, Kenneth Simons

In a recent article, Professors Alon Harel and Gideon Parchomovsky propose to widen the focus of criminal law beyond the culpability of the offender and the wrongdoing he commits. Criminal law, they believe, should also encompass the state's special egalitarian duty to protect the interests of the most vulnerable victims of crime. They offer this suggestion for two reasons - to give a convincing justification of bias crime legislation, which they claim a retributivist approach cannot do; and, more broadly, to remedy retributivism's supposedly inadequate attention to the interests of crime victims.

While previous research has demonstrated the importance of studying adolescence, few studies have explored the determinants of Mexican-American adolescent stress. Studies have shown that individual differences exist among adolescents that help determine adolescent stress. Individual differences such as family structure and socioeconomic status among Mexican-American adolescents may help to better understand adolescent stress. This study investigated incidence of Mexican-American adolescent stress in a public high school and middle school composed of 2,686 students from the Edinburg Consolidated Independent School District.
