Seasonal And Spatial Variation Of Subgrade Response, Mustaque Hossain, Stefan Romanoschi, Andrew J. Gisi Jan 2000

Seasonal And Spatial Variation Of Subgrade Response, Mustaque Hossain, Stefan Romanoschi, Andrew J. Gisi

Civil Engineering Faculty Publications - Archive

Temperature, subgrade moisture content, and Falling Weight Defleetometer (FWD)-deflection data were collected monthly on four asphalt pavement test sections in Kansas for a year. The subgrade moduli were baekealeulated using the elastic layer theory. It was found that for almost all sites, the monthly variation in subgrade moisture content was not very significant over the seasons. The patterns of subgrade response, in terms of subgrade moduli versus time, simulated sine-shaped forms signifying a possible temperature effect. Higher variabilities across the site were associated with the extreme temperature conditions, usually very low or high average pavement temperatures. In all cases, the …

An Insider's Perspective: The Dropout Challenge For Canada's First Nations, Patricia Ann Makokis Edd Jan 2000

An Insider's Perspective: The Dropout Challenge For Canada's First Nations, Patricia Ann Makokis Edd

Dissertations

This modified case study honors the voices of 21 Cree participants, including nine students, six parents, four community leaders and two Elders. This study, written from an insider's perspective, identified more than 50 reasons why First Nations students dropped out of three provincial high schools located in northern Alberta, Canada. The results were collapsed into several categories that can best be generalized as resulting from the effects of colonization. Canada's First Nations have a long history of oppression, colonization, and the resultant soul wounds. The four participant groups collectively identified five common themes why students dropped out of provincial high …

Postcolonial Theory And The United States: Race, Ethnicity, And Literature, A. Singh, Peter Schmidt

English Literature Faculty Works

At the beginning of the twenty-first century, we may be in a "transnational" moment, increasingly aware of the ways in which local and national narratives, in literature and elsewhere, cannot be conceived apart from a radically new sense of shared human histories and global interdependence. To think transnationally about literature, history, and culture requires a study of the evolution of hybrid identities within nation-states and diasporic identities across national boundaries. Studies addressing issues of race, ethnicity, and empire in U.S. culture have provided some of the most innova-tive and controversial contributions to recent scholarship. "Postcolonial Theory and the United States: …

"Working" With The Ada's "Regarded As" Definition Of A Disability, Thomas Simmons Jan 2000

"Working" With The Ada's "Regarded As" Definition Of A Disability, Thomas Simmons

Faculty Publications

The Americans with Disabilities Act of 1990 prohibits discrimination against and mandates accommodations for individuals with disabilities. As a threshold matter, the Act requires the plaintiff to demonstrate that she is an individual with a disability; that is, that she has an actual disability or is "regarded as" having a disability as the statute defines it. This article discusses the threshold "regarded as" showing as refined by three Supreme Court cases decided in the summer of 1999. Although in the past the "regarded as" definition has often played "second fiddle" to the "actual disability" definition, the author suggests that there …

Managing Population-Environment Systems: Problems Of Institutional Design, Geoffrey Mcnicoll Jan 2000

Managing Population-Environment Systems: Problems Of Institutional Design, Geoffrey Mcnicoll

Poverty, Gender, and Youth

In population–environment systems human activity is inherently part of the system rather than something to be minimized in order to maintain or restore “natural” environmental conditions. Issues arising in managing such systems are discussed in this paper. The system’s boundaries must be identified, defining its human participants and its ecological content. Procedures for monitoring demographic and environmental change in the system must be set up and consensus must be reached on how to evaluate that change.

Greater Investments In Children Through Women's Empowerment: A Key To Demographic Change In Pakistan?, Valerie L. Durrant, Zeba Sathar Jan 2000

Greater Investments In Children Through Women's Empowerment: A Key To Demographic Change In Pakistan?, Valerie L. Durrant, Zeba Sathar

Poverty, Gender, and Youth

Women’s status has received considerable attention as a significant factor in demographic behavior and outcomes in South Asia however, little research has addressed the links between women’s status and their investments in children. In this paper, we empirically investigate how women’s status on multiple levels is associated with demographic outcomes. Using data from the Pakistan Status of Women and Fertility Survey in rural Punjab, we confirm that empowered women, or those with higher status, are better able to make positive investments in their children, thus increasing their children’s chances of survival during infancy and increasing their likelihood of ever attending …

Schooling Opportunities For Girls As A Stimulus For Fertility Change In Rural Pakistan, Zeba Sathar, Cynthia B. Lloyd, Cem Mete, Minhaj Ul Haque

Poverty, Gender, and Youth

This paper tests Caldwell’s mass schooling hypothesis in the context of rural Pakistan. His hypothesis was that the onset of the fertility transition is closely linked to the achievement of “mass formal schooling” of boys and girls. Punjab and Northwest Frontier Province (NWFP) were selected for this study because they appear to be on the leading edge of the demographic transition-a transition that has only recently begun-as suggested by rapid recent increases in contraceptive practice. The study covered a range of rural villages or communities with very different socioeconomic and schooling conditions in order to examine the effects of both …

Advertising And The Charter: Just Do It? An Analysis Of The Constitutional Recognition Of Commercial Expression, Andrew Wilson Jan 2000

Advertising And The Charter: Just Do It? An Analysis Of The Constitutional Recognition Of Commercial Expression, Andrew Wilson

Dalhousie Journal of Legal Studies

One area of Charter jurisprudence which has developed a particularly high level of controversy is the recognition of "commercial expression" as falling under the purview of "freedom of expression" and thereby deserving of s. 2(b) Charter protection. The source of this controversy relates to the nature of both the Charter's guarantees and of commercial expression. The Charter is the supreme law of Canada and the main source of our constitutionally guaranteed rights and freedoms. Commercial expression is that expression having the sale of a good or service as its purpose. Commercial expression is, simply put, advertising. Many people no doubt …

A Study In Double Standards, Discipline, And The Disabled Student, Anne Proffitt Dupre Jan 2000

A Study In Double Standards, Discipline, And The Disabled Student, Anne Proffitt Dupre

Washington Law Review

School violence and other school discipline issues erode trust and confidence in our public schools and inhibit students from obtaining the education necessary to participate meaningfully in our nation's democratic and political institutions. This Article examines an issue of school law that appears almost insoluble-what one judge has called the "exquisitely difficult" issue of school discipline and the disabled student. The issue is governed by the Individuals with Disabilities Education Act (IDEA, enacted in 1975), which imposes significant constraints on school authorities who wish to discipline disruptive or violent disabled students. School officials have stated that IDEA left them powerless …

Peru: Managers Must Monitor Quality Of Care Regularly, Frontiers In Reproductive Health

Reproductive Health

In the late 1980s, Peru’s National Family Planning Program within the Ministry of Health (MOH) assigned method-specific targets to clusters of health facilities. In 1998, the MOH changed its policies to ensure that services responded to individual reproductive health needs and wishes. It eliminated method quotas, ended voluntary surgical contraception campaigns, and issued norms to ensure quality of care and informed choice. In 1999, the Population Council collaborated with the MOH to determine whether providers were complying with the new guidelines and, secondarily, to develop a monitoring system to assess compliance over time. As concluded in this brief, family planning …
