Europe's Evolving Regulatory Strategy For Gmos—The Issue Of Consistency With Wto Law: Of Kine And Brine, Robert L. Howse, Petros C. Mavroidis

This Essay deals with one question: If challenged, how would regulatory restrictions on genetically modified organisms (”GMOs”) be judged by a World Trade Organization (”WTO”) adjudicating body. Many of the controversies about the effect of WTO law on domestic regulation have been influenced by the view that the law as it stands may well impede the ability of governments to regulate new and uncertain risks to health and the environment. The result in the Beef Hormones case is often cited for this proposition. In this Essay we aim to show that, contrary to an increasingly widespread popular perception, if WTO …

Expressive Theories Of Law: A General Restatement, Elizabeth S. Anderson, Richard H. Pildes Jan 2000

Expressive Theories Of Law: A General Restatement, Elizabeth S. Anderson, Richard H. Pildes

Faculty Articles

Expressive conceptions of practical reason, morality, and law are gaining increasing currency. This article provides the first general statement of the aims and features of expressivism in law and morality. Two central themes structure the analysis. First, what precisely does it mean for action, either of individuals or collectives, such as democratic bodies, to express values? On this point, we distinguish the concept of expression from the narrower concept of communication; actions can express values, attitudes, and purposes whether or not the actor intends to communicate any specific proposition. Second, even if it is appropriate to consider the expressive dimensions …

The Thirty-Ninth Annual Edward G. Donley Memorial Lectures: The Art Of Censorship, Amy M. Adler Jan 2000

The Thirty-Ninth Annual Edward G. Donley Memorial Lectures: The Art Of Censorship, Amy M. Adler

Faculty Articles

Why has "art" been the subject of so many recent censorship attacks? The attacks on art point to an unsolved problem in First Amendment theory: how do we justify protection for art under a vision of the First Amendment that values only rational ideas and straightforward political argument? How does art - nondiscursive, non-verbal, often irrational, expression-fit into this picture? In this piece, I argue that contemporary First Amendment battles over art must be understood in light of the history of iconoclasm and the anxiety that surrounds visual, as opposed to verbal, representation. By refraining the debate in this way, …

Solvent-Extracted Germ Meal As A Component Of Wet Corn Gluten Feed: Effect On Ruminal Acidosis, Daniel Herold, Rob Cooper, Ryan Mass, Terry J. Klopfenstein, Todd Milton, Rick Stock Jan 2000

Solvent-Extracted Germ Meal As A Component Of Wet Corn Gluten Feed: Effect On Ruminal Acidosis, Daniel Herold, Rob Cooper, Ryan Mass, Terry J. Klopfenstein, Todd Milton, Rick Stock

Nebraska Beef Cattle Reports

Dry matter intake and ruminal acid concentration were used to evaluate the influence of a dry-rolled corn (Control) and wet corn gluten feed diets (corn bran and steep liquor with distillers solubles, with or without solvent-extracted germ meal) on acidosis. Wet corn gluten feed without solvent-extracted germ meal promoted highest dry matter intake and daily minimum ruminal pH during grain adaptation. Control reduced intake and ruminal pH more than wet corn gluten feed diets, but increased propionate production. When solvent-extracted germ meal was included in wet corn gluten feed, intake was slightly reduced and ruminal pH was more variable.

Information Encoding By Individual Neurons And Groups Of Neurons In The Primary Visual Cortex, Daniel Salo Reich Jan 2000

Information Encoding By Individual Neurons And Groups Of Neurons In The Primary Visual Cortex, Daniel Salo Reich

Student Theses and Dissertations

How is information about visual stimuli encoded into the responses of neurons in the cerebral cortex? In this thesis, I describe the analysis of data recorded simultaneously from groups of up to eight nearby neurons in the primary visual cortices of anesthetized macaque monkeys. The goal is to examine the degree to which visual information is encoded into the times of action potentials in those responses (as opposed to the overall rate), and also into the identity of the neuron that fires each action potential (as opposed to the average activity across a group of nearby neurons). The data are …

The Brain Invaders: Widespread Neuronal Dispersion In Developing And Adult Mammalian Brain, Hynek Wichterle Jan 2000

The Brain Invaders: Widespread Neuronal Dispersion In Developing And Adult Mammalian Brain, Hynek Wichterle

Student Theses and Dissertations

Cell migration is the principal determinant of the final brain cytoarchitecture. However, we have only limited knowledge about the migratory pathways and mechanisms utilized during brain development. In my thesis I present new and unexpected findings about neuronal migration in the developing forebrain. I analyzed and characterized a novel type of neuronal migration, so called tangential chain migration that was first identified in the subventricular zone (SVZ) in the adult mouse brain. I developed an in vitro migration assay using Matrigel as a substrate, which allowed me to analyze dynamics and mechanism of SVZ cell translocation. I demonstrated that neurons …

A Niche For Adult Neurogenesis: Analysis Of Bmp Signaling And Transcriptional Profiles Of Adult Subventricular Zone Cells, Daniel A. Lim Jan 2000

A Niche For Adult Neurogenesis: Analysis Of Bmp Signaling And Transcriptional Profiles Of Adult Subventricular Zone Cells, Daniel A. Lim

Student Theses and Dissertations

Neurogenesis persists in restricted regions of the adult vertebrate brain. The largest region of adult neurogenesis is the subventricular zone (SVZ) of the lateral ventricle wall. Neural stem cells reside in the SVZ. The SVZ cell types and molecular signals necessary for this neurogenic niche were poorly understood. Here, I first demonstrate that astrocyte-like cells in the SVZ (type B cells) can self-renew and differentiate into mature brain cells. This data contributed to the identification of type B cells as the SVZ stem cell. In vivo, all SVZ cell types are in direct contact with type B cells. By reconstituting …

An Alternative View Of The Templates And Functions Of Rna Polymerase Ii, Julija Filipovska Jan 2000

An Alternative View Of The Templates And Functions Of Rna Polymerase Ii, Julija Filipovska

Student Theses and Dissertations

RNA polymerase II (pol II) has been implicated in the RNA-templated RNA synthesis during replication of some Viroids and Hepatitis Delta Virus (HDV). In this study HDV RNA-templated pol II transcription was examined in vitro, using HeLa cell nuclear extracts (NE). Under standard conditions for the DNA-templated pol II transcription, a segment of the antigenomic (AG) HDV RNA encompassing the left-hand tip region of the HDV rod-like structure, serves as a template for efficient transcription. The transcription reaction is highly sensitive to α-amanitin in HeLa cell NE, but it is partially resistant to this toxin in NE from PMG cells …

Why A Fundamental Right To A Quality Education Is Not Enough, James G. Wilson Jan 2000

Why A Fundamental Right To A Quality Education Is Not Enough, James G. Wilson

Law Faculty Articles and Essays

This article relies upon the political and economic analysis of such great thinkers as Aristotle and Rousseau to understand and normatively evaluate constitutional caselaw in general and education cases in particular. The article's title contains its conclusion: a judicially created right to a quality education is a laudable, but possibly counterproductive and definitely insufficient condition, for creating a humane constitutional system. The rest of society needs to do far more to protect the average citizen and worker from the ever-ravenous ruling class. All the edification in the world will not mean much if there are only a few decent jobs …

Optimal Assay Conditions For Odc-Antizyme Interaction, Jennifer Cain Jan 2000

Optimal Assay Conditions For Odc-Antizyme Interaction, Jennifer Cain

Honors Capstones

Polyamines are essential for life and are associated with cell cycle and development. Excess polyamine production occurs during tumor formation and is one possible target for chemopreventative and chemotherapeutic treatment. One enzyme, ornithine decarboxylase (ODC), plays a key role in polyamine biosynthesis. Among other regulators, the protein antizyme (Az) limits polyamine levels in the cell. It binds ODC and renders it unable to produce polyamines. The mechanism by which ODC and Az interact is unknown and is explored in this study. It is known that ODC and Az have high affinity for one another, but the reason for the basal …

Re-Orienting Law And Sexuality , Ratna Kapur, Tayyab Mahmud

Cleveland State Law Review

This symposium issue of the Cleveland State Law Review emerges from the Reorienting Law and Sexuality Conference hosted by Cleveland-Marshall College of Law in October 1999. The symposium locates itself as a continuation of the discourse that surfaced in the American legal academy in 1979 with a symposium issue of the Hastings Law Review. It is a discourse that brings into sharp relief technologies of power and strategies of resistance that contend at all sites where law aims to regulate human sexuality. While the initiative of 1979 was further cultivated by other forums of knowledge production within the American legal …

Legislating Special Rights , Karen Engle Jan 2000

Legislating Special Rights , Karen Engle

Cleveland State Law Review

Is it possible to pursue a queer agenda in promoting and defending gay rights ordinances? My answer is yes, or at least that we need to try to do it. I propose that we pursue a queer agenda by arguing for special rights, not equal rights. Not only does the special rights argument fit with the queer agenda; it also provides our best hope for confronting gay rights opponents. I'll put forth my argument in the following way. First, I'll talk about what a queer sensibility is, and discuss how a call for special rights fits within that sensibility. Second, …
