Foster care placement is considered to be the primary placement option for children who are removed from their families for reasons of physical, sexual, and emotional abuse and neglect. Child care workers question the level of future success these children will acquire if they are not removed from their abusive environments as soon as possible. The purpose of this study was to investigate the relationship between the age at time of removal and success levels in the areas of education, substance abuse, and probation involvement during the adolescent years, ages 16- 18.

The subject of international environmental law is relatively new. The subject was certainly not taught when the University of Richmond School of Law was established in 1870, even if early international law texts before that period did indicate a nascent concern for the issues of fisheries conservation and the use of international rivers. The late part of the last century and the early part of this one recognized a world in which international law could be divided, rather simply, between the law of peace and the law of war. In its 1999 Session, the General Assembly enacted legislation dealing with wills, trusts, and estates that added, amended, or repealed a number of sections of the Code of Virginia in its 1999 Session. In addition, there were eleven Supreme Court of Virginia opinions and one Bankruptcy Court opinion in the period covered by this review that involved issues of interest to the general practitioner as well as the specialist in wills, trusts, and estates. This article reports on all of these legislative and judicial developments.

The Virginia General Assembly once again acted in a very restrained fashion in addressing juvenile justice issues in the lengthening wake after the extensive statutory changes in 1994 and 1996. The newly enacted juvenile competency statute is an important innovation contained in the new article 18 oftitle 16.1 of the Virginia Code, and a study by the Virginia Bar Association on the applicability of the insanity defense in juvenile delinquency proceedings will further address the implications of mental health problems for children in trouble. We are--almost all--born into families, born into relationship. Like Mary Ann Evans, I was born a little sister--but had I encountered her "Brother and Sister" sonnets at twelve, I might have thrown the book across the room. George Eliot's fantasy of a perfected brother-sister relationship in these sonnets rings hollow and yet resonates profoundly with me. As a little sister myself, I wonder what could make the relationship--so often fraught with competition, envy, and neglect, yet potentially so richly rewarding--seem so powerfully right, so important to and adult woman's self-identification? Studies by various authors suggest that higher-order networks can be more powerful and are biologically more plausible with respect to the more traditional multilayer networks. These architectures make explicit use of nonlinear interactions between input variables in the form of higher-order units or product units. If it is known a priori that the problem to be implemented possesses a given set of invariances like in the translation, rotation, and scale invariant pattern recognition problems, those invariances can be encoded, thus eliminating all higher-order terms which are incompatible with the invariances. This paper presents an overview of observational and fish sampling tech­niques for investigating fish lesions, morbidity and mortality. These sam­pling techniques and investigations are much like detective work and require attention to detail, common sense, technical proficiency and experience. To solve the mystery of a fish kill, the investigator must use available evidence and clues to piece together a series of events that often have long since passed. PCR and fluorescent in situ hybridization probes were used to assay for the presence of the dinoflagellate Pfiesteria piscicida in 170 estuarine water samples collected from New York to northern Florida. 20% of samples tested positive for the presence of P. piscicida, including sites where fish kills due to Pfiesteria have occurred and sites where there was no historical evidence of such events. The results extend the known range of P. piscicida northward to Long Island, New York. The results also suggest that P. piscicida is common, and normally benign, inhabitatant of estuarine waters of the eastern US.

During the summer and early fall of 1998, 34 estuarine stations in Virginia were sampled for Pfiesteria like organisms (PLOs) and associated water quality conditions. Stations were sampled either bimonthly (20 stations) or monthly (14 stations) from June to October 1998. At each station, a set of live and Lugol' s preserved samples were collected for presumptive counts of PLOs and water quality conditions were determined. Water quality parame­ters measured included standard field parameters, nutrients (total, dissolved, and particulate), chlorophyll a, and conventional water quality indicators. Estuary-Associated Syndrome (EAS) is the name given to a potential illness characterized primarily by changes in an individual's cognitive abilities, including acute onset of memory loss or the sudden inability to solve simple problems. Other possible signs of illness include respiratory symptoms, skin rash, or gastrointestinal distress. This illness appears to arise following exposure to toxin produced by Pfiesteria piscicida, or other toxic dinoflagellates, that resides in estuary waters.

Results of an extensive 1998 monitoring program for the presence of Pfiesteria-like organisms (PLO) in Virginia estuaries indicate these dinoflagellates are widely distributed in both the water column, and as cysts in the sediment, however Pfiesteria piscicida was not detected at this time. The highest concentrations of PLO were in estuaries along the Virginia shore line of the Potomac River, and in western Chesapeake Bay estuaries from the Little Wicomico River to the Rappahannock River. The most common PLO included Cryptoperidiniopsis sp. and Gymnodinium galatheanum. The lowest PLO concentrations were at ocean side locations. PLO were also …
