Supervisory Control And Data Acquisition Experiment Using The Advanced Communications Technology Satellite, Florida Solar Energy Center, Carol Emrich

FSEC Energy Research Center®

Satellite Supervisory Control and Data Acquisition (SCADA) was tested using the Advanced Communication Technology Satellite (ACTS) Ka-band signal and Ultra Small Aperture Terminal (USAT) ground stations. The SCADA system included a photovoltaic (PV)/diesel hybrid power generator designed to provide electricity to a rural community in a developing country. End-to-end baseline hardware checkout experiments have been completed. Results show that continuous two-second data transfers for real time monitoring can be completed with an error rate of less than 1%. The system recovers from simulated perturbations quickly and gracefully. Specifically, normal operation is resumed within 36 seconds following loss of power to …

Managers Of Medicine: The Interplay Between Mcos, Quality Of Care, And Tort Reform, Carl Giesler

Texas Wesleyan Law Review

This paper examines Corporate Health and argues the policy wisdom of imposing malpractice liability on MCOs. Part II chronicles the effective control MCOs exercise over medical care decisions. Part III discusses states' non-tort regulations of MCOs and their ineffectiveness in making MCOs accountable for that control. Part IV then argues that the policy behind MCO tort liability makes sense and that Congress should clearly authorize states to impose malpractice liability on MCOs whose decisions negatively impact patients' medical treatment. The Theory Of "Involuntary" Contracts: The Judicial Rewriting Of Unreasonable Covenants Not To Compete, Samuel C. Damren

Texas Wesleyan Law Review

The decisions that are the focus of this article, however, involve situations in which the courts do not simply refuse to enforce portions, or the entirety of the parties' covenant not to compete, but instead "rewrite" the "unreasonable" terms of the parties' restrictive covenant to bring them within the scope of "reasonableness," and hence, form enforceable contracts. From the perspective of the will theory of contracts, the substantial and growing minority of jurisdictions that permit courts to "rewrite" restrictive covenants in this fashion have seemingly created a new theory of contractual obligation, which I will refer to as "the theory …

Regulation And Management Of New Hampshire Estuaries: A Base Programs Analysis, Nh Department Of Fish And Game, Great Bay National Estuarine Research Reserve

PREP Reports & Publications

This report is designed to provide a snapshot of the local, state and federal management framework for the estuaries of the state. Natural resource management, land use regulation, research, education and funding are all important pieces of this framework, and each is reviewed in relation to specific problems of the estuaries. The report first summarizes the issues and potential issues confronting the estuaries and then reviews the existing policies and programs aimed at dealing with these issues.

In 1989, Sen. Patrick Leahy started a fund to get medical aid to victims of landmines. There are an estimated 100 million unexploded land mines in over 60 countries, where they kill or maim an estimated 26,000 people each year. Vast areas of countries like Cambodia, Bosnia and Angola have become death traps.

The Journal of Conventional Weapons Destruction

This paper examines the overall incidence of disability, and specifically of motor-disability, in low-income countries of the world. It observes the attitude of society roward those suffering from disabilities, and argues that there is a need for long term support for services to the motor-disabled by the international community. In order ro generate this support, low-income countries must develop highly efficient services that minimize the call on international resources. Such services are likely to be outside government. They will be within private nonprofit organizations: ring fenced, transparent, and capable of regular audit.

Landmine Survivors Network (LSN) works to help mine victims and their families recover through an integrated program of peer counseling, sports, and social and economic re-integration into their communities. In countries in the developing world where landmines are prevalent, survivors lose more than a leg or arm; they often lose their place as a valued and respected member of their society. From September 15- 17, 1999, victim assistance experts met in Geneva to provide input to the Standing Committee of Experts on Victim Assistance (VA), Socioeconomic Reintegration and Mine Awareness; one of several committees called into being as a result of meetings in Maputo dealing with mine action aspects of the Ottawa Treaty. T he foll owing observations are made in the context of that meeting, which was hosted by the Geneva International Center for Humanitarian Demining.
