The Endangered Species Act: Does "Endangered" Refer To Species, Private Property Rights, The Act Itself, Or All Of The Above?, Diana Kirchheim

This Comment will focus on the current problems of the ESA and suggest how the ESA can be rewritten to accommodate both environmental and private property interests. Section I will discuss procedure under the ESA. In Section II, the Comment examines the controversial "harm" definition frequently arising in ESA litigation. In Section III, the Comment will dispel the myth that the ESA is currently operating as originally intended and will discuss the reasons why private property owners criticize the current ESA. The Reproductive Biology And Effective Pollinators Of The Endangered Beardtongue Penstemon Penlandii (Scrophulariaceae), Vincent J. Tepedino, Sedonia D. Sipes, Terry L. Griswold

Penland's beardtongue, a rare endemic plant of the Colorado Plateau, displays a mixed breeding system. Plants are partially self-compatible but set more fruits when cross-pollinated than when self-pollinated. Fruit production is significantly increased by pollinators. However, in two years of study there was no indication that fruit set was being limited by inadequate pollinator visitation. Pollinator effectiveness was judged by correlating bee behavior at the flowers with analysis of the pollen carried on bee bodies. The most important pollinators were native megachilid bees, particularly in the genus Osmia. The bees that pollinate Penland's beardtongue are essential to its reproduction …

The Brassicaceae family comprises about 3000 species, the majority of which are found in the Northern Hemisphere. Many common agricultural weeds, such as Brassica nigra (L.) Koch, Brassica rapa L., Cardaria draba (L.) Desv., Raphanus raphanistrum L., and Sinapis arvensis L., belong to this family. The most important crop species from this family are the oilseed Brassicas; Brassica napus L., B rapa L., and B juncea Coss., which are generally referred to as rapeseed, oilseed rape, or canola. Other widely cultivated species in this family are: B. oleracea L. (cabbage, kale, kohlrabi, Brussels sprouts, cauliflower, and broccoli), B. chinensis L. …

Hans Christian Andersen's "The Ugly Duckling" is best remembered for its moral, "To be born in a duck's nest, in a farmyard, is of no consequence to a bird, if it is hatched from a swan's egg." Having read and thought about this story many times, we should like to suggest another, less heart-warming, interpretation. The story of the Ugly Duckling, that most resilient of cygnets, masks the tragedy of children who suffer abuse. The Airline Maintenance Mechanic Educational Infrastructure: Supply, Demand, And Evolving Industry Structure, Robert N. Mcgrath, Blaise P. Waguespack

Journal of Aviation/Aerospace Education & Research

There is an encroaching crisis in the supply and demand of aviation maintenance labor. This paper reports results of a survey of FAA-licensed A&P schools and a survey of airlines and major maintenance outsourcing firms. Results largely confirm general expectations. Further analysis found indications of an impending shakeout in the extant training infrastructure. Strategies centered on tapered vertical integration are offered as an admittedly imperfect industry-wide solution.

The President, trying to escape responsibility for a tawdry affair, blatantly lies to the country on national television (Chen, 1998). As for aviation, imagine the following not-so-unrealistic scenarios involving airmen. The pilot of a Boeing 747 over the mid-Atlantic, with 400+ passengers on board, descends through an assigned altitude and narrowly misses another airliner flying below. This document represents a chapter of the West of the Sandy River Rural Plan. The focus of this chapter addresses a smaller section within the study area which is zoned Rural Center (RC). In October, 1998 Community-Wide Solutions (CWS), a consulting team working with County staff, contracted to research, study, and draft a plan for the Orient Rural Center. The Orient Rural Center is an "unicorporated community" for which state law requires the County to plan (OAR 660-22).

When Bad Things Happen To Good Intentions: The Development And Demise Of A Task Force Examining The Drugs-Violence Interrelationship Symposium On Drug Crimes, Deborah W. Denno

Between 1994-1996, I was one of twenty-eight members of a Drugs-Violence Task Force, created to report to the United States Sentencing Commission specific findings, conclusions, and recommendations concerning the interrelationship (if any) between drugs and violence. Much of the controversy concerning how to approach the drugs-violence problem reflects two conflicting and long-held views of drugs and crime: the criminal justice view, which emphasizes detecting and punishing drug offenders, and the public health view, which advocates treating the drug addiction that leads some individuals to commit crime. Traditionally, the criminal justice view is associated with a “tough on crime” attitude that …
