In this half of the twentieth century, the academic equivalent of the indentured servant is the adjunct faculty member in higher education. Adjuncts cannot say or do much about their plight. The dilemma of adjunct faculty leads to what should be considered a violation of due process rights. This Article first examines who are the adjunct faculty, what are their dilemmas, and how are they viewed in the academic world. The heart of the paper then explores the limited legal remedies available. Ideally, public participation in rule-making leads to better rules. Failure to involve the public obviously dilutes or vitiates democracy in crucial ways. This Article will discuss the hearing process of administrative rule-making, and ways that agencies can accommodate multi-cultural differences so as to improve both access to participation and the efficacy of that participation. Specifically, this paper will discuss the environmental justice movement. Part II of this Article places participation problems in context by looking at specific issues of environmental equity in the rule-making process. A Multi-Dimensional Approach To Evaluating Family Preservation Programs, Cynthia A. Ford, Felix A. Okojie

Journal of Family Strengths

The current study evaluates the effectiveness of family preservation programs funded by the Mississippi Department of Human Services. This venture encompassed scrutiny and assessment of improvements in child functioning, positive changes in parental functioning and family functioning and the decrease in foster care placement. Further, this evaluation assessed client and staff satisfaction. It also included an assessment of the perceived impact this program had on the community. Results indicate that the family preservation programs were effective in improving the self-esteem of participants, family cohesion, and adaptability. There were no significant changes in child placement, teen births, or abuse rates. Client …

Children with severe emotional problems often have multiple needs that require disparate services including child welfare, juvenile justice, health, mental health, substance abuse, and mental retardation (Stroul, 1996). However, the primary care giving responsibilities for these youngsters still remain with their families. It is the family who shelters and clothes them; provides guidance, affection, recreation, nurturing; gets them to appointments with doctors and therapists and to school dayin- and-day-out, year after year (Lourie, 1995). Despite the invaluable and irreplaceable care provided by families, they are often maligned by a system which characterizes them as having their own problems and inadequacies. …

Testing The Servqual Scale In The Business-To-Business Sector: The Case Of Ocean Freight Shipping Service, Srinivas Durvasula, Steven Lysonski, Subhash Mehta

A key question is whether the instruments developed for consumer services can accurately gauge the service quality perceptions of organisational customers. Reports psychometric testing of the SERVQUAL as a measure of service quality in ocean freight services. Based on a survey of a cross-sectional sample of 114 business organisations in Singapore, which regularly utilise ocean freight services for their export needs, this study found that the psychometric properties of the SERVQUAL scale are at variance with those found in consumer services settings. Further, the SERVQUAL perceptions scores were found to be a better predictor than the SERVQUAL gap scores. In …

Apartheid As A Crime Against Humanity: A Submission To The South African Truth And Reconciliation Commission, Ronald C. Slye

The question of whether apartheid is a crime against humanity might seem an odd one for many people living outside South Africa-and indeed for the vast majority of people living inside South Africa. With the recent demise of legalized apartheid in South Africa, one might ask if apartheid's status under international law has any contemporary relevance beyond a small group of legal academics. The status of apartheid under international law-in particular whether apartheid constitutes a crime against humanity-is a question that the South African Truth and Reconciliation Commission ("TRC") was obligated to address in its final report.

Predicting Smoking Cessation In Pregnant Latina And White Women, Ivory Roberts Clarke

This study examined cigarette smoking patterns in a low-income sample of pregnant women. The total sample included 142 white women and 56 Latinas. The participants were recruited as current smokers and recent quitters who received prenatal care at six urban health clinics in a northeastern locale. Recent quitters were women who had quit smoking less than one year prior to contact. Predictor variables were examined for both Latinas and white women in order to identify possible differences between the two groups. These variables focused on measures of addiction, social and familial predictors, and demographic information.

The increasing number of incarcerated women in the United States has created the necessity to better understand the needs of this population, so that successful correctional programs can be implemented. Programs that address these needs and are aimed at increasing relevant skills have been linked with program effectiveness. However, increasing skills alone is not enough. If these women leave prison without the necessary self-efficacy, it is likely that they will not attempt to perform these skills after release. Cell oxidative damage caused by free radical production during respiration plays a major role in tissue dysfunction. Mitochondria are subcellular sites for oxidative phosphorylation and are the major source of free radicals. Their high oxidative activity makes them susceptible to oxidative damage. Antioxidants protect the cell against oxidative damage, but when defenses are not adequate cells are subjected to oxidative stress. A lack of vitamin E, and selenium results in enlargement ofliver mitochondria, suggesting mitochondrial fusion, and an inability to divide. Recent studies suggest that aging is associated with mitochondrial enlargement and elongation, and that these mitochondria are less oxidatively …

This research project describes and explains the 1996 and 1997 Maine forestry practices referenda, which came about amid heightened concern about threats to Maine's large tracts of privately owned forestlands, part of a larger area known as the Northern Forest. It explores the factors influencing how people cast their votes in the two referenda and the ties between these factors and the spatial patterns of the votes.

This paper addresses the issue of how to establish a transfer of development rights system in the Town of Bristol, Rhode Island. Identified are changes necessary to implement the program. These changes include the adoption and amendment of several pieces of legislation by the Rhode Island General Assembly. Additionally given are amendments and additions to the Bristol Comprehensive Plan, Zoning Code and Subdivision Regulations. These changes establish the parameters of the transfer of development rights program, including: sending district requirements, receiving district requirements and the development rights bank.

The impact of land use in sand and gravel aquifers has been studied extensively, but the impact on fractured-bedrock aquifers has not. Many water-supply aquifers are in fractured bedrock and their susceptibility to contamination needs to be better understood. This study was done on Northern Conanicut Island, a small fractured bedrock island in Rhode Island. Ground-water samples were collected from 174 domestic wells in areas with housing lot sizes ranging from 1/8 to >2 acres.

Land-use impacts are common from sources such as septic systems, agricultural fertilizers, road salt, and saltwater intrusion. The most common constituents attributable to these sources …
