Why Physicians And Lay People Smoke And How Can It Be Reduced?, S B. Memon, A M. Memon

Objective: The objective of this study was to find out the level of knowledge the physicians and lay people have pertaining to the effect of cigarettes, why certain physicians smoke and what measures could be applied to reduce the rate of smoking.

Methods: A questionnaire was administered to the one hundred physicians who smoke, one hundred non-smoking physicians and one hundred lay people who smoke to determine their attitude towards this addition. Subjects were chosen using convenience sampling. The physicians were picked from six hospitals of Karachi.

Models Of Securities Regulation In The United States, Arthur B. Laby

Parts I and II discuss the regulation of advisers and brokers in the United States through first a historical and then a functional prism. Part III illustrates these two approaches by looking at one particular rule regulating investment advisers — the performance fee rule — which challenges the assumptions I am making about the regulation of advisers and brokers. Part IV discusses recent regulatory initiatives at the SEC in light of these two approaches.

Selected Estate Planning Strategies For Persons With Less Than $3 Million, Bridget J. Crawford

Individuals in the “modest” wealth category face special hurdles in estate planning. This article assumes that the “modest” wealth category includes individuals whose net worth exceeds the amount that may be protected by the unified credit (for 1999, the equivalent of $650,000 and herein referred to as the “estate tax exemption,” the “gift tax exemption” or the “applicable exemption amount”), but does not exceed approximately $3 million. In general, people of modest wealth cannot easily afford to give up significant amounts of wealth during lifetime to achieve estate planning goals, although the lifetime transfer of wealth is one of the …

Health Care Access For Children With Disabilities, Linda C. Fentiman

In the last twenty-five years, we have seen a remarkable evolution in attitudes and practice toward the treatment of children with disabilities. Children born with severe physical and mental anomalies are no longer routinely allowed to die. Many such children, along with those who become disabled later in childhood through illness or injury, receive aggressive life-saving medical treatment as well as continuing medical and habilitative care. Some children, particularly those whose families are affluent, receive substantial therapeutic and other supportive services that permit them to overcome their disabilities and function effectively in school and, later, at work.

Nastygram Federalism: A Look At Federal Self-Audit Policy, David N. Cassuto

This Article examines the evolution of EPA's audit policy, explores the reasons for states' dissatisfaction with it, and then discusses whether the federal policy should have been issued as a rule under the Administrative Procedure Act (APA). Part I examines the evolution of the federal audit policy and then analyzes the strengths and weaknesses of the policy in its current form. Part II explores various types of evidentiary privilege and looks at the arguments for and against extending the privilege to audit reports. Grassroots Regionalism Through Intermunicipal Land Use Compacts, John R. Nolon

The question raised by this article is whether these statutes and this experience provide an opportunity to develop an effective regional approach fitted to the great diversity of New York's regions. It examines first the role local governments play in determining land use and then the statutes that authorize municipalities to cooperate with respect to land use planning and control. The article traces the use of this authority through two phases of evolution revealing ever more complex and potentially effective intermunicipal strategies. It ends with some thoughts as to how the state government could facilitate effective regional processes by providing …

Eradicating Virulent Footrot From Western Australia, R K. Mitchell

Journal of the Department of Agriculture, Western Australia, Series 4

Western Australia has a unique opportunity to eradicate virulent footrot from the State's sheep flock, with only 62 properties or 0.6 per cent of sheep properties currently in quarantine. The majority of Western Australian flocks are now free of virulent footrot, with targeted on-farm and abattoir surveillance used to detect the remaining properties affected by the disease. Bob Mitchell reports on how farmers, industry, and government are working together, with research playing an important part in the eradication campaign.
