The (Limited) Role Of Regulatory Harmonization In International Goods And Services Markets, Alan O. Sykes

With the conclusion of the Uruguay Round and its agreements relating to technical barriers, much attention has been devoted to the possibility of harmonizing international regulatory policies to reduce the impediments to commerce that result from regulatory heterogeneity. This paper argues that, as a normative matter, harmonization is inferior to a legal system that tolerates regulatory differences subject to legal constraints, and that relies on mutual recognition where appropriate (the exception to this claim being matters of technical compatibility between products). Related, as a positive matter, harmonization will often lack any political constituency and thus instances of true harmonization will …

Theodore Dru Alison Cockerell, entomologist and systematic biologist, published nearly 4,000 papers, some of them only a few lines long. Cockerell’s special interest in bees led him to describe and name specimens from the United States, the West Indies, Honduras, the Philippines, Africa, and Asia. He published at least 5,500 names for species and varieties of bees and almost 150 names for genera and subgenera. It has been estimated that this represented over a quarter of all known species of bees during his lifetime. Above all, however, Cockerell was a general systematist. Soon after a patient from Tennessee died of Rocky Mountain spotted fever (RMSF), several family members developed symptoms suggestive of the disease and were treated presumptively for RMSF. Fifty-four persons visiting the index patient's home were interviewed; serum samples were collected from 35. Three additional cases of RMSF were confirmed, all of which occurred in firstdegree relatives. Time spent at the family home and going into the surrounding woods were significantly associated with developing antibodies to Rickettsia rickettsii. Ticks were collected and examined for rickettsiae by polymerase chain reaction analysis. Because hyperendemic foci and family clusters of RMSF can …

A clone expressing an immunoreactive protein with an apparent molecular mass of 44 kDa was selected from an Ehrlichia chaffeensis Arkansas genomic library by probing with anti-E. chaffeensis hyperimmune mouse ascitic fluid. Nucleotide sequencing revealed an open reading frame (ORF) capable of encoding a 198-aminoacid polypeptide. The ORF contained four imperfect, direct, tandem 90-bp repeats. The nucleotide and deduced amino acid sequences did not show close homologies to entries in the molecular databases. PCR with primers whose sequences matched the sequences flanking the ORF was performed with DNA samples extracted from cell cultures infected with nine different isolates of E. …

An indirect immunofluorescence assay (IFA) was used to identify patients with antibodies reactive to the human granulocytic ehrlichiosis (HGE) agent. Serum samples collected from clinically ill individuals were submitted to the Centers for Disease Control and Prevention by physicians via state health departments from throughout the United States and tested against a panel of ehrlichial and rickettsial pathogens. Antibodies reactive to the HGE agent were detected in 142 (8.9%) of 1,602 individuals tested. There were 19 confirmed and 59 probable (n = 78) cases of HGE as defined by seroconversion or a fourfold or higher titer to the HGE agent …

The research described in this paper represents a part of a much broader research project with the general objective of describing the effects of elevated [CO2] and temperature on tree growth, physiological processes, and ecosystem-level processes. The specific objective of this research was to examine the below-ground respiratory responses of sugar maple (Acer saccharum Marsh.) and red maple (Acer rubrum L.) seedlings to elevated atmospheric [CO2] and temperature. Bacterial Toxins: Friends Or Foes?, Clare K. Schmitt, Karen C. Meysick, Alison D. O'Brien

Many emerging and reemerging bacterial pathogens synthesize toxins that serve as primary virulence factors. We highlight seven bacterial toxins produced by well-established or newly emergent pathogenic microbes. These toxins, which affect eukaryotic cells by a variety of means, include Staphylococcus aureus α-toxin, Shiga toxin, cytotoxic necrotizing factor type 1, Escherichia coli heat-stable toxin, botulinum and tetanus neurotoxins, and S. aureus toxic-shock syndrome toxin. For each, we discuss the information available on its synthesis and structure, mode of action, and contribution to virulence. We also review the role certain toxins have played in unraveling signal pathways in eukaryotic cells and summarize …

Mercury contamination at historic gold mining sites represents a potential risk to human health and the environment. Elemental mercury (quicksilver) was used extensively for the recovery of gold at both placer and hardrock mines throughout the western United States. In placer mine operations, loss of mercury during gold recovery was reported to be as high as 30 percent. In the Dutch Flat mining district located in the Sierra Nevada region of California, placer mines processed more than 100,000,000 cubic yards of gold-bearing gravel. The U.S. Department of the Interior (DOI) studied contamination induced by irrigation drainage in 26 areas of the Western United States during 1986–95. Comprehensive compilation, synthesis, and evaluation of the data resulting from these studies were initiated by DOI in 1992. Soils and ground water in irrigated areas of the West can contain high concentrations of selenium because of (1) residual selenium from the soil’s parent rock beneath irrigated land; (2) selenium derived from rocks in mountains upland from irrigated land by erosion and transport along local drainages, and (3) selenium brought into the area in surface water imported for …
