Enterface: A Novella, Hubert Calip Mcleod Jan 1999

Enterface: A Novella, Hubert Calip Mcleod

Retrospective Theses and Dissertations

A computer screen places each of us in an interface and virtual reality provides a totally simulated environment, a virtual world that we can enter. Enterface is a novella that examines the question first posed by Michael Heim: How far can we enter cyberspace and still remain human? It also explores the power and the limitation of language and the role of stories to shape reality in human life. Its themes are death, technology, ethics, and love. It is informed by Wittgensteinian philosophy, Norse mythology, and the "metaphysics of virtual reality."

The plot involves Moses Mackinow, a former Air Force …

China's Bid To The Wto— Hidtory Task Needs Joint Efforts, Lei Du Jan 1999

China's Bid To The Wto— Hidtory Task Needs Joint Efforts, Lei Du

LLM Theses and Essays

As one of the three international institutions formed in the aftermath of the Second World War constituted the postwar world economic order, the GATT was an international treaty with its central mission promoting free trade among the contracting parties. During the forty-seven years of its existence (1947-1994), the GATT provided a legal framework within which most international trades were conducted. On January 1, 1995, the WTO was established in accordance with the results of the Uruguay Round of Multilateral Negotiations under the auspices of the GATT. The replacement of the GATT by an institutional body, the WTO, ushered in a …

Trade Liberalization: A Study Of The Agricultural Trade Policies Of The United States And European Community And Its Effect On Developing Countries (Africa), Andrea Osei-Nsafoah

LLM Theses and Essays

The purpose of this thesis is to study the various protectionist policies of the European Union and the United States and to ascertain its effect on developing countries. The focus of the thesis will be from the perspective of the Agreement of the World Trade Organization. In the course of this thesis, I will deduce that protectionism has limited the advancement of trade in agriculture and the fundamental principles of the General Agreement on Tariffs and Trade have often been disregarded. While the thesis proposes free trade it does not propose the abolition of all barriers to trade since this …

An Anthropological Approach To Modern Forfeiture Law: The Symbolic Function Of Legal Actions Against Objects, Paul Schiff Berman Jan 1999

An Anthropological Approach To Modern Forfeiture Law: The Symbolic Function Of Legal Actions Against Objects, Paul Schiff Berman

GW Law Faculty Publications & Other Works

In 1996, the Supreme Court issued two opinions, Bennis v. Michigan and United States v. Ursery, emphasizing the constitutionality of civil forfeiture schemes under both the Due Process and Double Jeopardy Clauses of the Fifth Amendment. These decisions, and civil forfeiture schemes generally, have faced strong criticism from scholars and civil libertarians. Among the arguments advanced against civil forfeiture has been one based on its origins. The so-called "legal fiction" underlying forfeiture is that the government is acting against the property itself, rather than against the owner. Commentators have traced this fiction to the Middle Ages. Under the law of …

School-Based Juvenile Boot Camps: Evaluating Specialized Treatment And Rehabilitation (Star), Chad R. Trulson, Ruth Triplett Jan 1999

School-Based Juvenile Boot Camps: Evaluating Specialized Treatment And Rehabilitation (Star), Chad R. Trulson, Ruth Triplett

Sociology & Criminal Justice Faculty Publications

Implemented in Montgomery County, Texas, STAR deviates from traditional boot camps in a variety of ways. The program is closely coupled with school jurisdictions, the juvenile court, and correctional authorities. In addition, the program is non-residential and serves status, misdemeanor, and felony juvenile offenders and mandates parental participation. STAR was initiated to address several goals: enable individuals to remain in school while reducing their disruptive behavior, use school expulsion as a last resort, improve the academic performance of participants, coordinate a joint effort between juvenile authorities and school jurisdictions, instill a sense of pride and discipline in participants, and reduce …

Chemical Analysis Of Veterinary Drug Residues In Salmon Tissue, Patrice Behan Jan 1999

Chemical Analysis Of Veterinary Drug Residues In Salmon Tissue, Patrice Behan

Doctoral

The Irish finfish-farming section has increased from 20 tonnes in 1980 to 15,440 in 1997. The sales value of the 15,440 tonnes was £37.5 M where exports were worth approximately £30 M of this. This increasing intensity of fish farming has inevitably been paralleled by increases in disease, which has force the mariculturist to increase the use of chemicals. A major concern with the use of chemicals in mariculture is residues, which may remain in the fish tissue after harvesting and resulting in exposure to the consumer. Under Council Directive 96/23/EC Member States are required to monitor on a routine …

Computer Science Faculty Publications

This report documents findings and recommendations by the Ultrafast Computing Team (UCT). In the period 10-12/98, UCT reviewed design case scenarios for a supersonic transport and a reusable launch vehicle to derive computing requirements necessary for support of a design process with efficiency so radically improved that human thought rather than the computer paces the process. Assessment of the present computing capability against the above requirements indicated a need for further improvement in computing speed by several orders of magnitude to reduce time to solution from tens of hours to seconds in major applications. Evaluation of the trends in computer …

Constructive Induction Machines For Data Mining, Marek Perkowski, Stanislaw Grygiel, Qihong Chen, Dave Mattson Jan 1999

Constructive Induction Machines For Data Mining, Marek Perkowski, Stanislaw Grygiel, Qihong Chen, Dave Mattson

Electrical and Computer Engineering Faculty Publications and Presentations

"Learning Hardware" approach involves creating a computational network based on feedback from the environment (for instance, positive and negative examples from the trainer), and realizing this network in an array of Field Programmable Gate Arrays (FPGAs). Computational networks can be built based on incremental supervised learning (Neural Net training) or global construction (Decision Tree design). Here we advocate the approach to Learning Hardware based on Constructive Induction methods of Machine Learning (ML) using multivalued functions. This is contrasted with the Evolvable Hardware (EHW) approach in which learning/evolution is based on the genetic algorithm only. Various approaches to supervised inductive learning …

Spoiling The Surprise: Constraints Facing Random Regulatory Inspections In Japan And The United States, Andrew Chin

Faculty Publications

This Article is organized as follows. Part I presents a rational actor model of legal compliance under an enforcement regime based on random inspections and identifies two classes of reforms that can be applied in combination to improve aggregate compliance. Part II introduces the problem of corrupt tip-offs into the model and argues that exogenous reforms are necessary to combat corruption. Part III surveys the use of random administrative inspections in the United States, reviews the approaches taken by four such programs to improve compliance and fight corruption, and describes the various constraints under which they must operate. Part IV …

Including Best Available Science In The Designation And Protection Of Critical Areas Under The Growth Management Act, Alan D. Copsey Jan 1999

Including Best Available Science In The Designation And Protection Of Critical Areas Under The Growth Management Act, Alan D. Copsey

Seattle University Law Review

This Article discusses the meaning of these latter two requirements: the requirements to include best available science and to give special consideration to the conservation of anadromous fisheries. Section II defines "best available science" by examining the fundamental characteristics of scientific information applied in the context of the GMA. Expanding on the work of a technical team convened by DCTED, this Article suggests an approach useful for identifying scientific information and assessing which of that information should be considered the "best available science." Section III concludes that the requirement of RCW 36.70A. 172(1) to include best available science is a …

Family Law And Gay And Lesbian Family Issues In The Twentieth Century, David L. Chambers, Nancy D. Polikoff Jan 1999

Family Law And Gay And Lesbian Family Issues In The Twentieth Century, David L. Chambers, Nancy D. Polikoff

Articles

Over these thirty years, lesbians and gay men have increasingly challenged conventional definitions of marriage and the family. In this brief article, we tell the story of gay people and family law in the United States across this period. We divide our discussion into two sections: issues regarding the recognition of the same-sex couple relationship and issues regarding gay men and lesbians as parents. These issues overlap, of course, but since family law discussions commonly treat adult-adult issues of all sorts separately from parent-child issues, we believe it convenient and helpful to do so as well.

Deterrence And Distribution In The Law Of Takings, Michael A. Heller, James E. Krier Jan 1999

Deterrence And Distribution In The Law Of Takings, Michael A. Heller, James E. Krier

Articles

Supreme Court decisions over the last three-quarters of a century have turned the words of the Takings Clause into a secret code that only a momentary majority of the Court is able to understand. The Justices faithfully moor their opinions to the particular terms of the Fifth Amendment, but only by stretching the text beyond recognition. A better approach is to consider the purposes of the Takings Clause, efficiency and justice, and go anew from there. Such a method reveals that in some cases there are good reasons to require payment by the government when it regulates property, but not …

The Cutting Edge Of Poster Law, Michael A. Heller Jan 1999

The Cutting Edge Of Poster Law, Michael A. Heller

Articles

Students place tens of thousands of posters around law schools each year in staircases, on walls, and on bulletin boards. Rarely, however, do formal disputes about postering arise. Students know how far to go-and go no farther despite numerous avenues for postering deviance: blizzarding, megasigns, commercial or scurrilous signs. What is the history of poster law? What are its norms and rules, privileges and procedures? Is poster law effident? Is it just?

Need Help Asap!! A Call For The Development Of Online Research Guidelines And Protocols, G. Jon Hall, Douglas J. Frederick Jan 1999

Need Help Asap!! A Call For The Development Of Online Research Guidelines And Protocols, G. Jon Hall, Douglas J. Frederick

Iowa Journal of Communication

The use of electronic forums for research has recently been recognized and encouraged. Research via Usenet saves time, is convenient, and is accessible 24 hours per day. Moreover, electronic forums may serve as a potential research site for virtually any topic in any discipline. However, research methodology has failed to keep pace with technological advancement. Application of traditional research methods to electronic forums often are inappropriate and injurious to member-participants. The development of research methodology by trial and error is irresponsible. This study, an outgrowth of an actual case study, seeks to call attention to the need for protocols and …

The Virtual Pet Ate My Homework, Mark D. Jones Jan 1999

The Virtual Pet Ate My Homework, Mark D. Jones

Iowa Journal of Communication

The Virtual Pet Are My Homework contains an examination of the social and psychological relationships developed by early-adolescent and pre-adolescent children around the miniature electronic devices known as tomagotchis, or virtual pets. Two sets of children, one older and one younger, were interviewed in focus group settings. The interview protocol made use of prior research on social-psychological relationships with television and computers, and employed the results of these studies as sensitizing concepts. Though the number of subjects interviewed was small, it was observed that the children cognitively differentiated between the devices and the pets represented on the device screen. …

Yusef Komunyakaa: Questioning Traditional Metaphors Of Light And Darkness, Katarzyna Jakubiak Jan 1999

Yusef Komunyakaa: Questioning Traditional Metaphors Of Light And Darkness, Katarzyna Jakubiak

Dissertations and Theses @ UNI

The theory of language promoted by cognitive linguistics points to metaphor as the crucial element of language and thought: a mode of thinking which determines our perception of reality. Stressing the importance of metaphor in our everyday life, George Lakoff, Mark Johnson, and Mark Turner state that the nature of poetic metaphors is the same as the nature of conventional metaphors which appear in "standard" language. Creating poetic metaphors, poets simply explore "conventional" metaphors, using four major strategies: expanding, elaborating, composing, and questioning. Focusing on questioning as the main strategy through which American "multicultural" literatures can undermine basic Western concepts …
