Ay 97 Compendium Army After Next Project, Douglas V. Johnson Dr.

Books, Monographs & Collaborative Studies

These student papers are largely focused on present problems which must be solved before movement toward the future can make much progress. If they are not dramatically futuristic in approach, they are nevertheless set against a future backdrop which is still in the process of being defined. The broader Army After Next program, led by the U.S. Army Training and Doctrine Command, is an experiment, an examination of what could be. The Army War College seeks to play its part through this contribution and by educating those officers who will field, staff, and command our future Army.

Articles

Professor Zelinsky examines three books on local government. Two of these, Cities Without Suburbs, by David Rusk, and Citistates, by Neal Peirce, call for metropolitanizing the governance of urban areas. Our Town, by David L. Kirp, John P. Dwyer, and Larry A. Rosenthal, explores the Mt. Laurel litigation and its aftermath and suggests that the land use authority of local governments be diminished through court-ordered zoning for low-income housing.

Professor Zelinsky is skeptical of these well-intentioned proposals. The metropolitan governments advocated by Rusk and Peirce would be less responsive than the smaller localities they would replace and less likely to …

The dinucleating ligand N,N‘-(2-hydroxy-5-methyl-1,3-xylylene)bis(N-(carboxymethyl)glycine) (CH₃HXTA) has been used to synthesize the dinuclear Cu(II) bis(pyridine) complex Na[Cu₂(CH₃HXTA)(Py)₂]·1.5(1,4-dioxane) (Na(1)):  triclinic space group P1̄ (a = 12.550(3) Å, b = 13.413(3) Å, c = 13.540(4) Å, α = 117.12(2)°, β = 104.70 (2)°, and γ = 92.13(2)°). The structure shows two distinct distorted square pyramidal Cu(II) centers with each Cu(II) ion bound by two carboxylate oxygen atoms, one amine nitrogen atom, a phenolate oxygen atom, and one pyridine nitrogen atom. A panoply of over fifty dance, music, and theatre events from twenty African countries was performed at seven different venues, including indoor and outdoor theatres, clubs, concert halls, courtyards, gardens, and a sports stadium. The Moroccan company Ballet-Théâtre Zinoun presented Psyché Ou La Légende D'Adonis, a revisiting of the Adonis legend in which the balletic movement vocabulary and neoclassical choreographic techniques were interspersed with scenes in which a narrator alternated the words of Arab poets with riffs on his soprano saxophone.

In times of ever-tightening military budgets, methodologies are required that can compare the contributions of various systems involved in the warfighting process. While many tools are in use that directly measure the effects of greater numbers of enhanced hardware, and even improved processes, no validated methodology exists to measure elements that contribute to Command, Control, Communications, and Computers (C4); Intelligence, Surveillance, and Reconnaissance (ISR); or to analytically compare these elements with more traditional hardware. This thesis develops a methodology for mathematically quantifying awareness in a military command and control (C2) environment. BRAWLER is a high resolution air to air combat simulation model used for engagement level analyses of few on few air combat. It uses a value driven decision logic to help simulate pilot behavior. In order to account for varied pilot skill levels, BRAWLER has defined three skill levels; Rookie, Pilot, and Ace. A Rookie can track up to three aircraft in its mental model, the Pilot, up to five aircraft, while an Ace has no limit. Further, each skill level varies the amount of time before a known aircraft, which has not been recently observed, is purged from the …
