Notes On Constitutionalism For A 21st-Century Russian President, Dana Dallas Atchison

Cardozo Journal of International and Comparative Law

Are short-term political interests compromising prospects for a constitutional society in Russia? In Part I, this paper first considers the elements that contribute to constitutionalism. These include a constitution, democracy, public participation, the rule of law, an open society, a history of constitutionalism, public support for a constitutional order, importance of the individual, and an independent judiciary. Part II analyzes these themes against provisions in Russia's new Constitution and concludes that many articles have been compromised by Boris Yeltsin's personal political interests.

Part III appraises practical considerations that impact constitutional elements such as the public's expectations and concerns. Part III …

The foster care system in the United States is universally regarded as a disaster: too many children languishing for too many years, bouncing from foster home to foster home, or worse yet, returning to the abusive or neglectful home only to face more danger. The failures of the federal foster care system have spurred members of Congress to advocate reform.

Answering the call for reform, Congress overwhelmingly passed and, on November 19, 1997, President Clinton signed into law the Adoption and Safe Families Act of 1997 ("ASFA"). One of the primary purposes of the ASFA is to correct many of …

Vertical Profiles Of Virus-Like Particles And Bacteria In The Water Column And Sediments Of Chesapeake Bay, Usa, Lisa A. Drake, Keun-Hyung Choi, A. G. Edward Haskell, Fred C. Dobbs

Vertical profiles of virus-like particles (VLPs) and bacteria were determined by near-synoptic sampling through the water column and 15 to 25 cm into the sediment at 5 stations across the mouth of Chesapeake Bay, USA. VLPs were about 10 times more abundant in the pore water (grand mean = 3.6 x 10(8) VLPs ml(-1)) than in the water column (grand mean = 3.8 x 10(7) VLPs ml(-1)). Similarly, bacteria counts were about 3 times higher in the pore water (grand mean = 6.5 x 10(6) bacteria ml(-1)) than in the water column (grand mean = 2.4 x 10(6) bacteria ml(-1)). …

A Black Party? Timmons, Black Backlash And The Endangered Two-Party Paradigm, Terry Smith

Duke Law Journal

In a pair of 1997 electoral decisions, the Supreme Court decided that Minnesota could prohibit fusion candidacies in the interest of maintaining a strong two-party system, but that Georgia could not create two new majority-minority congressional districts because the redistricting process had been impermissibly infected by race. In this Article, Professor Smith argues that these two decisions unavoidably conflict. While the fusion case reaffirmed the states' interest in maintaining a strong two-party system, the racial gerrymandering case severely undercut the states' ability to achieve this interest in jurisdictions where the major parties are racially stratified. The Russian government entered the First World War unprepared for the strains that modern warfare would impose on its industrial resources. As a result, Russia turned to foreign suppliers, most significantly the United States, and made extensive purchases largely financed by British loans. These foreign supply efforts involved both the Tsarist government and representatives of the newly emerging civil elements in Russian society.

Central to the experience of Russian purchasing in the United States was the Russian Supply Commission in America. Established in October 1915 as a coordinating body, the Supply Commission was noteworthy in that it included representatives of …

Youth Entrepreneurship, James R. Lindner, Kathryn J. Cox

Journal of Extension

The study examined the differences between youth entrepreneurs and non-entrepreneurs. The hand-delivered descriptive survey addressed differences by type of work structure, income derived from employment, age, gender, grade level, grade point average, health and fitness habits, and social skills. Findings suggest younger adolescents were more likely to be youth entrepreneurs, youth entrepreneurs tended to rate their organization and time-management skills lower than non entrepreneurs, youth entrepreneurs tended to rate their leadership skills lower than non-entrepreneurs, and youth entrepreneurs are more likely to assist with community service projects.

Protecting The Confidentiality Of Communications In Mediation, Owen V. Gray

This article explores the justifications for protecting mediation communications from disclosure. It reviews the existing legal protections for mediated dispute settlement discussions. The major issues that seem to arise when statutory reform is considered are identified, and a recent study of the issue by the Manitoba Law Reform Commission is described and critiqued. The author argues that a distinction should be made between circumstances in which a party is required or permitted to testify about what took place in mediation, and circumstances in which the mediator may be required to do so. Although Extension professionals have been conducting parenting education programs for decades, there are new concerns among parents, greater diversity among families, and a need to learn how to plan for specific parent needs and evaluate the success of the parenting initiative. The National Network for Family Resiliency (NNFR) has provided some direction in program evaluation by providing an evaluative decision framework. This article describes two Extension agents' efforts to apply the concepts of the NNFR framework to parenting education programs. A needs assessment of beginning farmer education in Iowa with implications to Extension is described in this article. Beginning farmers viewed Extension as a major educational provider. These farmers rated experiential learning, problem solving, and critical thinking as important skills in the future. Using a variety of instructional techniques, including cutting-edge technologies, for program delivery were preferred. Programs related to the "business management of farming rated very high as current and future topics. these results support current and future program efforts by extension in beginning farmer education, particularly for programs delivered at the local.

An Evaluation Of Discussion Forums For Generating Program Support, Michael L. Westendorf, Charles Miller

Farmers talked freely at these forums and brought forward many issues. Many felt that more leadership should be given to farmers in their development and administration. The use of speakers and facilitators was viewed as helpful provided it didn't take time away from producer participation. Forums such as these can be effective means to develop support. The results of these forums, as judged by the pursuit of several ongoing measures, has been positive, and may be employed again.
