Three Dimensional biomedical ultrasonic imaging is relatively in its infancy and many areas for application like tumor detection and identification, virtual surgery planning, among others are being explored. These techniques are expected to provide the medical community with improved diagnostic and analysis capabilities. In order to better understand the image capture and processing issues in these environments, it is necessary to design and implement a reference three dimensional image capture and processing system. Health Care Cost Containment And Medical Technology: A Critique Of Waste Theory, Maxwell J. Mehlman

The high cost of health care has led to proposals to reduce wasteful medical technology under Medicare and other payment systems. Professor Mehlman warns that achieving this objective, while laudable in theory, is problematic because of the difficulties of defining, detecting and eliminating technology waste. A particular danger is that, in an effort to reduce waste, patients will be denied not only technologies that are wasteful from the patient's own perspective but technologies that yield net patient benefit. This risk is exacerbated by the Medicare prospective payment system, which rewards hospitals financially in inverse proportion to the amount of care …

Rethinking Citizen Suits For Past Violations Of Federal Environmental Laws: Recommendations For The Next Decade Of Applying The Gwaltney Standard, Randall S. Abate

Citizen suits under the Clean Water Act are more prevalent than those filed under any other federal environmental law that authorizes citizen suits. Not surprisingly, one of the most important cases in environmental citizen suit jurisprudence, Gwaltney of Smithfield, Ltd. v. Chesapeake Bay Found., Inc.,arose in a Clean Water Act citizen suit. The Supreme Court's decision in Gwaltney is perhaps the most extensively analyzed yet most frequently misunderstood standard in citizen suit jurisprudence under federal environmental laws.

Morphological And Compositional Evidence For Biotic Precipitation Of Marine Barite, Miriam A. Bertram, James P. Cowen

Barite formation in the surface oceans is generally assumed to be dominated by abiotic precipitation. Acceptance of this pathway is largely the result of the absence of a pelagic marine organism known to precipitate the ovoid to rounded-rectangular barite crystals typically observed in marine waters and sediments. Barite crystals observed in net-tow particles and on substrates retrieved from the seafloor (both in the central North Pacific) were examined by scanning electron microscopy and energy dispersive X-ray spectrometry. Three distinct crystalline forms of barite were observed: ovoid and hexagonal crystals several microns in diameter, and aggregates of submicron-sized crystals. Ovoid and …

Sediment Resuspension Rates, Organic Matter Quality And Food Utilization By Sea Scallops (Placopecten Magellanicus) On Georges Bank, Jonathan Grant, Peter Cranford, Craig Emerson

Benthic detritus, bacteria, and settled phytoplankton are transported into the water column by resuspension, potentially providing a high quality food source to suspension feeders. Two aspects of resuspension must be considered in relation to food supplies for suspension feeders: the flux of particles from the sediments to the water column and its food value. Sediment resuspension rates on Georges Bank and the role of resuspended sediment in the diet of sea scallops (Placopecten magellanicus) were determined in laboratory flume experiments and shipboard feeding experiments, respectively. Dry/and salinity is a major threat to the resource base of many rural industries around Australia. More than 1.8 million hectares of once productive land are affected by salinity, with a further 1.6 million hectares at risk in the next 15 to 25 years in Western Australia alone. Much of the past Commonwealth and State expenditure on salinity programs and activities has been poorly targeted and coordinated. In view of this, a national dry/and salinity program that supports specific State salinity management programs has been established jointly between the Commonwealth and State government agencies.

Assume two employers, A and B. Each gives a separate objective test to select employees for a particular position. Employer A utilizes a pen-and-paper, multiple choice examination that has questions in three major categories: 1) biology and genetics which includes DNA theory, cloning, etc.; 2) astrophysics, with questions about time, space, light relationships, "black holes," novas, etc. and 3) microprocessor engineering, the internet, silicon chips, and the like.

The General Assembly enacted legislation dealing with wills, trusts, and estates that added, amended, or repealed a number of sections of the Code of Virginia in the 1996 and 1997 sessions. In addition, there were eleven Supreme Court of Virginia opinions in the two-year period ending April 18, 1997, that involved issues of interest to the general practitioner as well as the specialist in wills, trusts, and estates. This article reports on all of these legislative and judicial developments.

Method To Correct The Voxel Size In Press Localized Nmr Stereoscopy, Diana M. Lindquist, Roger M. Hawk, Richard A. Komoroski

Journal of the Arkansas Academy of Science

Two techniques commonly used on human magnetic resonance spectroscopy systems to obtain spectra from localized volumes in the brain are point resolved spectroscopy (PRESS) and stimulated echo acquisition mode (STEAM) spectroscopy. PRESS gives a signal twice as large as that obtained with STEAM, but suffers from longer minimum echo times. While STEAM must be used to detect species with short spin-spin relaxation times, PRESS can be used for species with longer relaxation times to give a spectrum with a better signal to noise ratio. Only STEAM was provided for the GE Omega 4.7 T small animal imager used in this …

The presence of the blackmask racer (Coluber constrictor latrunculus) in eastern Arkansas was first demonstrated by examination of a series of color slides of live specimens now preserved and deposited in the Arkansas State University Museum of herpetology. Adult color pattern is of paramount importance in the definition of subspecies of C. constrictor, and this is especially true for C. c. latrunculus. This subspecies is characterized by a conspicuous black stripe that extends from the postnasal, through the eye and onto the temporals or anterior dorsal scales. The dorsum is slate gray, and the venter is a pale grayish blue. …
