A Study On Employees Retraining Programmes In Hong Kong, Mei Ling, May Wong Nov 1997

A Study On Employees Retraining Programmes In Hong Kong, Mei Ling, May Wong

Hong Kong Institute of Business Studies Working Paper Series

Hong Kong has experienced an economic transformation from a manufacturing-based to a service-based economy which has impacted on the demand for manual labour. In 1992, Employee Retraining Board was set up to provide employees retraining programmes to the unemployed manual workers. This study focuses on evaluating the effectiveness of the programmes in helping the unemployed manual workers to acquire and develop knowledge, skills and abilities so that they can re-enter the labour market. The evaluation is based on assessment of training needs, course design in terms of programme structure and content, course evaluation, and follow-up services conducted by the selected …

Salinity And Hydrology Of The Mills Lake Catchment, R Ferdowsian, A T. Ryder

Resource management technical reports

The Mills Lake Catchment is located north of the Ongerup-Jerramungup Road, 35 km west of Jerramungup and 10 km north-east of Ongerup. It covers about 23,800 ha of agricultural land that is more than 90% cleared and predominantly cropped. The average annual rainfall of the catchment is about 370 mm. Many low-lying parts of the study area have become salt-affected during recent years. The extent of soil salinity is growing rapidly and it is feared that, without any treatment, more land will become salt-affected.

Startegy And Force In The Liquidation Of Secured Debt, Ronald J. Mann Nov 1997

Startegy And Force In The Liquidation Of Secured Debt, Ronald J. Mann

Michigan Law Review

The question of why parties use secured debt is one of the most fundamental questions in commercial finance. The commonplace answer focuses on force: A grant of collateral to a lender enhances the lender's ability to collect its debt by enhancing the lender's ability to take possession of the collateral by force and sell it to satisfy the debt. That perspective draws considerable support from the design of the major legal institutions that support secured debt: Article 9 of the Uniform Commercial Code and the less uniform state laws regarding real estate mortgages. Both of those institutions are designed solely …

The Origin, Development, And Regulation Of Norms, Richard H. Mcadams Nov 1997

The Origin, Development, And Regulation Of Norms, Richard H. Mcadams

Michigan Law Review

For decades, sociologists have employed the concept of social norms to explain how society shapes individual behavior. In recent years, economists and rational choice theorists in philosophy and political science have started to use individual behavior to explain the origin and function of norms. For many in this group, the focus of study is the interaction of law and norms, of formal and informal rules. Exemplified by Robert Ellickson's Order Without Law, this literature uses norms to develop more robust explanations of behavior and to predict more accurately the effect of legal rules. Norms turn out to matter in legal …

Equal Protection, Class Legislation, And Colorblindness, Melissa L. Saunders Nov 1997

Equal Protection, Class Legislation, And Colorblindness, Melissa L. Saunders

Michigan Law Review

Scholars and judges have long assumed that the Equal Protection Clause is concerned only with state action that has the effect of singling out certain persons or groups of persons for special benefits or burdens. Under the traditional doctrinal framework, state action that has this purpose and effect bears a certain burden of justification under the clause, a burden whose stringency varies, depending on the criteria used to define the class being singled out for special treatment and the importance of the interest affected. But state action that lacks such a "discriminatory effect" is not, on the traditional understanding, subject …

The Progression Of Β-Amyloid Deposition In The Frontal Cortex Of The Aged Canine, Takao Satou, Brian J. Cummings, Elizabeth Head, Kristy A. Nielson, Fletcher F. Hahn, Norton W. Milgram, Peter Velazquez, David H. Cribbs, Andrea J. Tenner, Carl W. Cotman Nov 1997

Psychology Faculty Research and Publications

Brains from 41 aged canines (≥10 years of age) were examined immunohistochemically to characterize the laminar distribution and age-related progression of β-amyloid (Aβ) in frontal cortex. We classified the Aβ patterns into four distinct types. Type I was characterized by small, faint deposits of Aβ in deep cortical layers. Type II consisted of diffuse deposits of Aβ mainly in layers V and VI. Type III had both dense plaques in superficial layers, and diffuse deposits in deep layers. Finally, Type IV had solely dense plaques throughout all layers of cortex. We compared the A …

"Enhancing" The Australian-U.S. Defense Relationship: A Guide To U.S. Policy, Thomas-Durell Young Dr.

Books, Monographs & Collaborative Studies

Notwithstanding the end of U.S. basing in the Philippines, a revised defense framework with Japan, and starts and stops in Chinese-American military contacts, U.S. security relationships in the Pacific have enjoyed remarkable continuity since the end of the Cold War. The United States has promoted, thus far successfully, its role as the region s stabilizing power to justify at home and abroad a sustained Pacific rim presence and engagement. Whether this role has staying power for the coming decade is another matter. The frictions of basing in Japan and Korea, as well as the anticipated transformation in North Korea, are …

Nato Enlargement And The Baltic States: What Can The Great Powers Do?, Stephen J. Blank Dr. Nov 1997

Nato Enlargement And The Baltic States: What Can The Great Powers Do?, Stephen J. Blank Dr.

Books, Monographs & Collaborative Studies

NATO's enlargement has brought it to the borders of the Baltic states who covet membership in NATO. However, admitting them into NATO is one of the most difficult problems for the Alliance because of Russia's unconditional opposition to such action and because of NATO's own internal divisions on this issue. Nonetheless, a new regime or system of security for the entire Baltic region must now be on the U.S. and European agenda. The key players in such a process are Russia, Germany, and the United States. Their actions will determine the limits of the possible in constructing Baltic security for …

Spectroscopic Ellipsometry And Magneto-Optic Kerr Effects In Co/Pt Multilayers, Xiang Gao, Darin W. Glenn, Scott Heckens, Daniel W. Thompson, John A. Woollam Nov 1997

Spectroscopic Ellipsometry And Magneto-Optic Kerr Effects In Co/Pt Multilayers, Xiang Gao, Darin W. Glenn, Scott Heckens, Daniel W. Thompson, John A. Woollam

Department of Electrical and Computer Engineering: Faculty Publications

Control of thickness and microstructure is critical in the preparation of ultrathin metallic multilayers for magneto-optic memory, computer read heads, and improved wear surfaces. This paper describes use of in situ spectroscopic ellipsometry to calibrate sputter deposition rates, control layer thicknesses, determine optical constants, and study oxidation rates and processes. In this work, the information gained in situ is used together with ex situ Kerr measurements to determine the complete magneto-optic response including the spectroscopic figure of merit for Co/Pt multilayers.

Biological Sciences Faculty Research and Publications

The purpose of this study was to examine the effect of prolonged bed rest (BR) on the peak isometric force (Po) and unloaded shortening velocity (Vo) of single Ca2+-activated muscle fibers. Soleus muscle biopsies were obtained from eight adult males before and after 17 days of 6° head-down BR. Chemically permeabilized single fiber segments were mounted between a force transducer and position motor, activated with saturating levels of Ca2+, and subjected to slack length steps. Vo was determined by plotting the time for force redevelopment vs. the slack step distance. …

Alarmist Decisions With Divergent Risk Information, W. Kip Viscusi Nov 1997

Alarmist Decisions With Divergent Risk Information, W. Kip Viscusi

Vanderbilt Law School Faculty Publications

Receipt of multiple sources of risk information ideally should foster sounder decisions under uncertainty. This paper’s original survey results for environmental risks suggest that the learning process is reasonable in many respects, but it does not accord with a rational Bayesian learning model. Divergent risk assessments from different sources produce extreme violations of rationality, as there is inordinate weight on the high risk assessment. This alarmist reaction holds for both government and industry information sources. This phenomenon may account for the commonly observed phenomenon of public overreaction to highly publicized risks.
