Ideas Of The Marketplace: A Guide To The 1996 Telecommunications Act,, Michael I. Meyerson Feb 1997

Ideas Of The Marketplace: A Guide To The 1996 Telecommunications Act,, Michael I. Meyerson

All Faculty Scholarship

The Telecommunications Act of 1996 represented an enormous experimental step towards deregulating the telecommunications marketplace while opening it up to competition. With an eye towards breaking up the telecommunications monopolies held by local telephone service providers, the Act created regulations that forced local carriers to share their market and their resources with other telecommunications providers. The Telecommunications Act of 1996 itself is extremely complex. This article is a "guided tour" through the major provisions of the Act.

The first step in understanding the Telecommunications Act of 1996 is to understand how the telecommunications industry operates. Part two of this article …

An Efficient Scheme For A Distributed Video Retrieval System For Remote Users, Fillia Makedon, James Matthews, Charles Owen, Samuel Rebelsky

Computer Science Technical Reports

The new era of digital video and multimedia technologies has created the potential for large libraries of digital video. With this new technology come the challenges of creating usable means by which such large and diverse depositories of digital information (digital libraries) can be efficiently queried and accessed so that (a) the response is fast, (b) the communication over the Internet is minimal and (c) the retrieval is characterized by high precision and recall. In this paper we discuss how existing digital video editing tools, together with data compression techniques, can be combined to create a fast, accurate and cost …

Asml: Automatic Site Markup Language 1.03, Charles B. Owen, Fillia Makedon, Glen Frank, Michael Kenyon

Computer Science Technical Reports

Creation of large and complex World Wide Web sites is hampered by the "page at a time" approach of many tools and the programming knowledge and custom software development required for automated solutions. This report describes the development of the Automatic Site Markup Language (ASML). ASML is a new markup language designed to produce large, complicated web sites which can include dynamic content. ASML extends HTML with new, high-level features while still preserving complete compatibility with common browser and server technologies. It has powerful indexing and searching facilities, and enables the automatic translation of document formats. Most importantly, ASML provides …

Ideas Of The Marketplace: A Guide To The 1996 Telecommunications Act, Michael I. Meyerson Feb 1997

Ideas Of The Marketplace: A Guide To The 1996 Telecommunications Act, Michael I. Meyerson

Federal Communications Law Journal

The 1996 Telecommunications Act has forever transformed the regulatory landscape. The Act contemplates the creation of competition across the full telecommunications field, even in areas such as local telephone service and cable television service that had previously been monopoly controlled. The main combatants in this new marketplace will tend to be even larger companies than those currently dominating the scene. There are numerous dangers, however, that will have to be averted in order for the Act to be successful. The first is that existing monopolies, such as the BOCs and cable operators, will leverage their current power either to gain …

How Far Is Too Far? The Line Between "Offensive" And "Indecent" Speech, Milagros Rivera-Sanchez Feb 1997

How Far Is Too Far? The Line Between "Offensive" And "Indecent" Speech, Milagros Rivera-Sanchez

Federal Communications Law Journal

Defining "indecency" in the context of radio broadcast seems quite a chore. While the Federal Communications Commission has struggled to set fbrth workable guidelines for "indecency," a great deal of uncertainty continues to surround broadcasters. Recognizing this confusion, the article surveys indecency complaints which were made to the FCC between 1989 and 1995 and eventually dismissed. An analysis of cases which the FCC fbund "not actionably indecent" helps delineate the FCC's decency standard. Dismissed cases are also compared and contrasted with cases in which the FCC took action against a broadcaster

Regulating Competition In The Interexchange Telecommunications Market: The Dominant/Nondominant Carrier Approach And The Evolution Of Forbearance, Scott M. Schoenwald Feb 1997

Regulating Competition In The Interexchange Telecommunications Market: The Dominant/Nondominant Carrier Approach And The Evolution Of Forbearance, Scott M. Schoenwald

Federal Communications Law Journal

Although significant competition began to develop in the interexchange market during the mid-twentieth century, the Federal Communications Commission did not undertake a meaningful effort to regulate competitive forces until it commenced its Competitive Carrier rulemaking in 1979. This proceeding, which adopted a market power approach to rate, tariff, and facilities regulation in order to enhance competition, service diversity, and consumer welfare, constituted a fundamental change in the Commission's monopoly-based regulatory approach to telecommunications. The author examines the market power approach to the regulation of competition in the interexchange telecommunications market recently adopted by the FCC, with an emphasis on the …

Do You Feel The Sunshine? Government In The Sunshine Act: Its Objectives, Goals, And Effect On The Fcc And You, Kathy Bradley

Federal Communications Law Journal

This Note posits that the Sunshine Act should be narrowed to allow the FCC to operate in the same way as Congress and the Federal courts. The FCC should be allowed to engage in open and frank discussion of issues facing the Commission without rigid restrictions on collegial conversation between Commission members.

Teaching Electromagnetic Field Theory Using Differential Forms, Karl F. Warnick, Richard H. Selfridge, David V. Arnold Feb 1997

Teaching Electromagnetic Field Theory Using Differential Forms, Karl F. Warnick, Richard H. Selfridge, David V. Arnold

Faculty Publications

The calculus of differential forms has significant advantages over traditional methods as a tool for teaching electromagnetic (EM) field theory. First, films clarify the relationship between field intensity and flux density, by providing distinct mathematical and graphical representations for the two types of fields. Second, Ampere's and Faraday's laws obtain graphical representations that are as intuitive as the representation of Gauss's law. Third, the vector Stokes theorem and the divergence theorem become special cases of a single relationship that is easier for the student to remember, apply, and visualize than their vector formulations. Fourth, computational simplifications result from the use …

Dynamic Correlations In Porous Media, J.C. Lee Feb 1997

Dynamic Correlations In Porous Media, J.C. Lee

Faculty Publications

When binary liquid mixtures are infused into various random porous media, past experiment have shown that different media affect the dynamic correlations of concentration fluctuations in different ways. Vycor glasses of relatively small pore size and dilute gels allow the exponential bulk mode to remain in the final ensemble average, but Vycor glasses of vary large pore size do not. We take this to mean that the relaxation time of the bulk mode is spatialIy homogeneous in the two former media but heterogeneous in the latter media. Thus we search for a heterogeneous dynamic mode with an Ising model. We …

Cultural Discovery In Nursing Practice: The Experience Of Nurses' Who Work With Vietnamese, Evelyn Labun Dnsc, Mscn, Rn Feb 1997

Cultural Discovery In Nursing Practice: The Experience Of Nurses' Who Work With Vietnamese, Evelyn Labun Dnsc, Mscn, Rn

Dissertations

The purpose of this investigation was to generate a substantive theory of cultural discovery among nurses who work with Vietnamese. A grounded theory approach involving dimensional analysis was employed. A purposive sample of 27 registered nurses with experiences working with Vietnamese in acute care, community, and clinic settings was interviewed using a semi-structured format. Data were analyzed for dimensions as well as conditions, context, action strategies, and consequences. The theory of cultural discovery described how nurses learn to see their Vietnamese clients, how they saw a common humanity with others, and how they learn to see health. Nurses who made …

New Constraints On Source Processes Of Volcanic Tremor At Arenal Volcano, Costa Rica, Using Broadband Seismic Data, John P. Benoit, Stephen R. Mcnutt Feb 1997

New Constraints On Source Processes Of Volcanic Tremor At Arenal Volcano, Costa Rica, Using Broadband Seismic Data, John P. Benoit, Stephen R. Mcnutt

School of Geosciences Faculty and Staff Publications

Broadband seismic data recorded 2.3 km from the active vent of Arenal Volcano, Costa Rica, provide new constraints on tremor source processes. Arenal's tremor contains as many as seven harmonics, whose frequencies vary temporally by up to 75 percent, from initial values of 1.9 Hz for the first peak immediately following explosive eruptions to 3.2–3.5 Hz several minutes later. We infer that gas bubble concentration is variable within the conduit and also changes as a function of time, thereby changing the acoustic velocity. We infer that the source is a shallow, 200–660 m-long, vertically oriented 1-D resonator with matched boundary …
