Is Codification In Decline, Stephen Mccaffrey
UC Law SF International Law Review
The International Law Commission of the United Nations is responsible for the codification and progressive development of international law. After some signal initial successes, the Commission has had difficulty producing products that are generally acceptable to states. This Article examines the reasons for this apparent decline and prospects for the future.
Analyzing Government Regulation, Joseph P. Tomain, Sidney A. Shapiro
Analyzing Government Regulation, Joseph P. Tomain, Sidney A. Shapiro
Faculty Articles and Other Publications
Pervasive government regulation, together with its general unpopularity, poses important questions for our polity: Can sense be made out of the seeming chaos of government programs? What are the costs and benefits of government regulation? Is the regulatory state effective in mitigating the economic and social problems that it addresses? Although administrative law scholars recognize these issues, most respond with process reforms, such as greater executive oversight or new methods of statutory interpretation, rather than by articulating substantive answers concerning what should be the substantive goals and norms of the regulatory state. Moreover, law school curricula usually ignore these systemic …

Naming The Grotesque Body In The "Nascent Jurisprudence Of Transsexualism", Richard F. Storrow
Naming The Grotesque Body In The "Nascent Jurisprudence Of Transsexualism", Richard F. Storrow
Michigan Journal of Gender & Law
After a description of an analytical framework constructed of theories drawn from the writings of Mikhail Bahktin, Roland Barthes, and Sigmund Freud, this Article discusses the discrepancies in courts' use of medical authority in cases considering the rights of transsexuals and then analyzes courts' ultimate refusal to recognize transsexuals' psychological sex. The thrust of this Article is an examination of the forces compelling such inconsistencies. The result is an analysis which interweaves medical, juridical, psychological and mythic perspectives to disclose the underpinnings of courts' antipathy toward transsexuals.

Synthesis Of A Low-Carbonate High-Charge Hydrotalcite-Like Compound At Ambient Pressure And Atmosphere, Ravi K. Kukkadapu, Marc S. Witkowski, James E. Amonette
United States Department of Energy: Publications
Hydrotalcite (HT), a clay mineral, is constructed of brucite-like layers [Mg(OH)2] in which substitution of Al3+ for Mg2+ at a mole ratio of 1:3 yields a net positive charge. This layer charge is compensated by exchangeable CO3 2- anions located (along with adsorbed water molecules) in the interlayer region. Numerous analogues of HT [i.e., “hydrotalcite-like” compounds (HTLCs)] have been synthesized with a variety of M2+/M3+ combinations,M2+/M3+ ratios, and interlayer anions.1-10 The compositions of these HTLCs are usually expressed using a generalized form of the formula for a substituted brucite, …

Editorial: The Whipple Bacillus Lives (Ex Vivo)!, David A. Relman
United States Department of Veterans Affairs: Publications
Cultivation of the bacillus associated with Whipple's disease, Tropheryma whippelii, has been an elusive goal for many generations of clinicians and microbiologists familiar with this disease. The desire to identify this enigmatic organism has motivated many of these efforts. Many purported successes have later proven erroneous, and many more unsuccessful attempts have never been reported [1]. Cell-free media, animal cells, and animals themselves have all been used, resulting in recovery of a wide range of bacterial species, including members of the Corynebacterium, Streptococcus, Propionibacterium, and Haemophilus genera. The rough resemblance of Rhodococcus equi- , Mycobacterium …
