Bovine Mastitis Pathogens In New York Andpennsylvania: Prevalence And Effects On Somatic Cell Count And Milk Production, David J. Wilson, R. N. Gonzalez, H. H. Das

Animal, Dairy, and Veterinary Science Faculty Publications

Milk samples were collected from 108,312 dairy cows during 1601 farm visits made between January 1991 and June 1995. The herd visits were made by personnel from the Central Laboratory of the Quality Milk Promotion Services at Cornell University (Ithaca, NY) to farms located in central New York and northern Pennsylvania. Dairy Herd Improvement Association records were available for 32,978 cows in 327 herds. Intramammary infections, as defined by positive milk cultures, were present in 48.5% of all cows and in 36.3% of cows in herds enrolled in the Dairy Herd Improvement Association. C12, an attenuated, fusion delayed, very weakly hepatotropic mutant of mouse hepatitis virus strain A59 (MHV-A59) has been further characterized. We have previously shown that C12 has two amino acid substitutions relative to wild type virus in the spike protein, Q159L (within a region of S1 shown to bind to viral receptor in an in vitro assay) and H716D (in the proteolytic cleavage recognition site). We have sequenced the rest of the 31-kb genome of C12 and compared it to wild type virus. Only three additional amino acids substitutions were found, all encoded within the replicase gene. As A Matter Of Factions: The Budgetary Implications Of Shifting Factional Control In Japan’S Ldp, Mathew D. Mccubbins, Michael F. Thies

For 38 years, the Liberal Democratic Party (LDP) maintained single-party control over the Japanese government. This lack of partisan turnover in government has frustrated attempts to explain Japanese government policy changes using political variables. In this paper, we look for intraparty changes that may have led to changes in Japanese budgetary policy. Using a simple model of agenda-setting, we hypothesize that changes in which intraparty factions “control” the LDP affect the party’s decisions over spending priorities systematically. This runs contrary to the received wisdom in the voluminous literature on LDP factions, which asserts that factions, whatever their raison d’être, do …

The Charter Dialogue Between Courts And Legislatures (Or Perhaps The Charter Of Rights Isn't Such A Bad Thing After All), Peter W. Hogg, Allison A. Bushell

This article responds to the argument that judicial review of legislation under the Canadian Charter of Rights and Freedoms is illegitimate because it is undemocratic. The authors show that Charter cases nearly always can be, and often are, followed by new legislation that still accomplishes the same objectives as the legislation that was struck down. The effect of the Charter is rarely to block a legislative objective, but rather to influence the design of implementing legislation. The purpose of this study was to evaluate the practice of Total Quality Management (TQM) in an organizational culture using Deming's System of Profound Knowledge (1993) as a construct that combines the philosophical and methodological dimensions of TQM. As with TeleServices Resources (TSR), the evaluative case study subject for this research, organizations worldwide have adopted TQM to establish a culture that would make them more capable of producing quality products and services. The educational landscape in the province of Alberta is undergoing change. The government's agenda includes changes in funding, reducing the number of school jurisdictions and local school boards, the provincial appointment of superintendents, increasing school-based decision making and accountability, and increasing parent, community, and business involvement in the delivery of education. Canada geese (Branta canadensis) started nesting in urban areas during the past 50 years. Today, most urban areas in the U. S. and Canada support breeding populations of these birds. Many of these resident goose populations are the result of a successful effort by fish and wildlife agencies to restore populations of giant Canada goose (Branta canadensis maxima), which is the largest of the 11 races of Canada geese. Their large body mass enables them to survive colder temperatures; thus, they tend to winter as far north as open water can be found.

This Article is about carrying out informal instructions given by people in authority. Although many scholars have written about how legal interpretation resembles interpretation in fields such as literature and religion, few have compared informal instructions and legal rules. My most basic assumption in this Article is that focus on informal situations can illumine the standards people use in performing instructions and the kinds of meaning they attribute to instructions. This essay addresses two problems in legal theory. What is the nature of rules, especially legal rules? What is the meaning of a legal rule?

My main concern is the relation between these two questions. I inquire whether a sensible view of how rules work commits one to any particular approach to meaning. For this inquiry, I focus on Frederick Schauer's illuminating treatment of rules in Playing by the Rules, which he says is linked to a particular view of meaning. I assert that the linkage is much less tight than he supposes, and that competing theories about meaning are …

One of the prominent issues during the 1992 presidential campaign was abortion, in particular the federal government's role in financing counseling activities that might promote it. In the Bush Administration, the Department of Health and Human Services had adopted a controversial regulation to withhold federal funds from any family planning or other medical service that included counseling about abortion in its activities; the Clinton campaign promised to rescind that regulation if Clinton were elected President. Over the years, the United States health care system has undergone a transformation from a market comprised mainly of self employed physicians· in solo or small group practices to one in which far fewer physicians engage in this type of independent practice. More than three quarters of the physicians in this country now practice medicine within some form of managed care organization ("MCO") or see some managed care patients. The public increasingly perceives the care provided through MCOs as inferior to traditional feefor-service care. Historic designation is an important step toward protecting a historic district, in part because it allows property owners to obtain tax credits in the rehabilitation of their properties. Not only does it certify the importance of an historic area, but it also creates economic opportunities for property and business owners in that area through both tax credits and tourism opportunities. Because historic designation and the tax credits that go along with it can be lost if more than sixty-five percent of all downtown structures in an historic district lose their historic character, designation depends upon the cooperation of property owners. …

The purpose of this study was to determine if the quantity and frequency of alcohol consumption by adolescents is associated with their voluntary participation in a continuum of sexual behaviors.

Sixty-one males and 14 females between the age of 18-25 from two substance abuse agencies in Iowa were surveyed. They were asked to provide some basic demographic information (i.e., age, gender, etc.,) and to retrospectively answer questions regarding their referral source to the agency where they completed the questionnaire, residence as an adolescent, family with whom they lived during adolescence, personal quantity and frequency choices for alcohol consumption, attitudes and …

The purpose of this study was to demonstrate the need for health educators on short-term medical missions to developing countries. Specifically, the study was designed to analyze age-specific and gender-specific rates of intestinal parasitic infections in a rural Haitian, mountain clinic population. An extensive review of related literature indicated that 80% of the world's population lives in developing nations, primarily in poverty. It is easy to think of corporate law as an arcane field with mysterious terms and peculiar rules, ultimately of interest only to those who are prepared to bill at least 2000 hours a year to unravel its complexities. Realistically viewed, the public does not care much about campaign finance. However, the commentators and politicians involved with the campaign process care a great deal. Yet, of those who have expressed any view at all about our topic, few still believe that the existing distinction between expenditures and contributions is satisfactory.
