Peaceful cooperation among individuals and among states has be- come a globally recognized policy objective. The worldwide trend to- wards deregulation, market economies, protection of human rights and democracies reflects an increasing recognition that individual freedom, non-discrimination and rule of law are the best conditions for promoting individual and collective self-determination and social welfare. But in contrast to the long-standing constitutional theories for national democracies, there is a troubling paucity of theory on how to achieve a peaceful international order based on worldwide liberal rules. Cigarette and tobacco advertisements have become a part of life in the Czech Republic and Romania. In the Czech Republic, Camel cigarettes, manufactured by R.J. Reynolds, sponsored weddings in which taxis bearing the Camel logo transported guests from the wed- ding to the reception.' In Romania, Kent cigarettes, manufactured by British and American Tobacco Company (BAT), sponsored the ex- tremely popular television show "Dallas."3 Unfortunately, the health consequences of cigarette use, which lead to the annual death of three million people around the world,4 have also become a part of daily life. Considered by some in the mental health profession as the imposition of an onerous duty, the Ohio Supreme Court's decision in Estates of Morgan v. Fairfield Family Counseling Center represents an extension of the recognized legal duty imposed upon mental health practitioners who treat inpatients to those who treat outpatients. This created a uniform standard. The article begins in Part II by describing the story of a psychiatric patient, Matt Morgan. Part III then discusses the duty to control in the outpatient setting by going through traditional tort analysis, stare decisis, strict statutory application, and civil procedure. As the elderly population of the United States grows in coming decades, providing personal mobility will be increasingly challenging. The dispersed suburban residential pattern of most metropolitan areas ensures that the personal automobile will continue to be the dominant mode of transportation. Those who voluntarily or involuntarily stop driving will encounter serious constraints in meeting their transportation needs.

Conventional public transit in most cities is tailored to the needs of urban commuters, and is, at best, barely adequate for elderly riders. Supplemental demand-response or subscription "special-needs" services are often inconvenient, sometimes unreliable, and inefficient. Eligibility criteria restrict many non-disabled elderly …

Increasingly the rich nations of the world face a common set of social and economic issues: the cost of population aging, a growing number of single parent families, the growing majority of two-earner families, increasing numbers of immigrants from poorer nations, and in particular, rising economic inequality generated by skill-based technological change, international trade and other factors. Few clinical studies have found that dietary or nutritional factors significantly influence ulcerative colitis (UC}(l,2}. It is noteworthy, however, that a range of factors have been researched including dietary components such as refined sugars (3,4}, allergenic foods (1,5,6} and fast foods (7), as well as nutritional supplement effects from fish oil (2), zinc (8), glutamine (9), folate (10, 11} and alpha-tocopherolquinone (12}. More recently investigators have also examined the interelationships between bowel flora and UC, including factors such as flora changes (13,14), endotoxemia (15} and supplementation effects with Lactobacillous species (16,17). The concept of “active” (or “disability-free”) life, and its average value, has proven to be a useful index of public health and of quality of life for populations. A question of great interest in recent years is whether recent trends towards longer life expectancy have been accompanied by comparable increases in active life expectancy. Past research on patterns and trends of active and “inactive” life has focused almost exclusively on the expectancy—or, the average value—of years spent with and without disability. In field trials conducted at the Experiment Station and in a farmer's field at Mbita near the shores of Lake Victoria, Kenya, applications of 2% or 3% neem seed extract (NSE) @ 200 l/ha with a knapsack sprayer at 38, 47 and 51 days after emergence (DE) of the cowpea crop or 5%, 10% or 20% NSE sprayed @ 10 l/ha with an ultra-low-volume applicator at 31, 39 and 49 DE often significantly reduced the number of larvae of the flower thrips, Megalurothrips sjostedti (Trybom), in cowpea flowers recorded 2 days after each treatment. Diel Activity Patterns And Host Preferences Of Glossina Fuscipes Fuscipes (Diptera: Glossinidae) Along The Shores Of Lake Victoria, Kenya, M. M. Mohamed-Ahmed, A. Odulaja

Diurnal activity patterns and host preference of Glossina fuscipes fuscipes Newstead were studied in forest and linear habitats along Lake Victoria shore, Kenya. The objective was to identify the preferred hosts of G. f. fuscipes, the emanations of which may be attractive to this species. Hourly catches of flies in biconical traps were related to changes in the weather and the prevalence of hosts in the vicinity of traps. Flies were mainly active between 0800 and 1600 h, with males peaking around 1100 h and females around 1300 h. Activity of flies correlated directly with light intensity and temperature, but …
