Eigenvalues And Ranges For Perturbations Of Nonlinear Accretive And Monotone Operators In Banach Spaces, Zhou Haiyun, Athanassios G. Kartsatos
Mathematics and Statistics Faculty Publications
Various eigenvalue and range results are given for perturbations of m-accretive and maximal monotone operators. The eigenvalue results improve and extend some recent results by Guan and Kartsatos, while the range theorem gives an affirmative answer to a recent problem of Kartsatos.

FOCUS on Boise State
Most of us have vivid memories of our childhood neighborhoods- the old lady next door with the robust flower garden, a favorite tree house, the corner market or the proverbial haunted house. Neighborhoods leave lasting impressions and affect us in ways we may not realize until we're adults and start putting down our own roots. Why are we drawn to certain neighborhoods? In this issue of FOCUS we explore the importance of these mini communities in our lives and how neighborhoods have changed over the years. Karen Woods cover illustration.

Declarative Derivation: A Network Morphology Account Of Russian Word Formation With Reference To Nouns Denoting 'Person'., Andrew R. Hippisley
Declarative Derivation: A Network Morphology Account Of Russian Word Formation With Reference To Nouns Denoting 'Person'., Andrew R. Hippisley
Linguistics Faculty Publications
Studies on derivational morphology often assume a procedural view, emphasizing the journey from morphologically simple to morphologically complex word. We present a declarative approach with the focus on the relationship between two morphologically connected words. This more static approach enables us to better locate the generalizations present in a derivational system. We test this approach on a specific body of data, namely the formation of nouns denoting ‘person’ in Russian.
After introducing Network Morphology, the declarative framework within which we base our account, and the Russian data we will be investigating, we provide as theoretical background to our proposed analysis …
An American Lawyer's Reflections On Pepper V. Hart, Michael P. Healy
An American Lawyer's Reflections On Pepper V. Hart, Michael P. Healy
Law Faculty Scholarly Articles
Pepper v. Hart gave American lawyers a number of insights into the English law of statutory interpretation. For example, English law as described by the case was not as tidy as had been thought. To be sure, the case does state what Americans had believed was true about English law: “[u]nder present law, there is a general rule that references to parliamentary material as an aid to statutory construction is not permissible (the exclusionary rule).” Notwithstanding that rule, however, Pepper recognized that the rule of exclusion had an important and long-standing exception. This exception applies when the legislative materials identify …

Community and Family Health Faculty Publications
This report contains a summary of the available information on the key issues involved in parity initiatives: the experiences at the national level (see “National Parity Initiatives”) as well as the experiences of other states that have developed and/or implemented parity legislation (see “State Parity Initiatives”); the cost experiences resulting in implementing parity for mental disorders (see Costs”); and implications and suggestions for proceeding with the development of mental health parity in Florida (see "Evaluating Benefits from Mental Health Parity” and “Conclusions”).

Driver Population Factors In Freeway Capacity, J. John Lu, Weimin Huang, Edward A. Mierzejewski
Driver Population Factors In Freeway Capacity, J. John Lu, Weimin Huang, Edward A. Mierzejewski
CUTR Research Reports
The methods contained in the Highway Capacity Manual are based on a traffic composition of local drivers familiar with roadway characteristics. The Manual allows for the incorporation of a driver population factor adjustment into freeway capacity calculations to reflect the influence of unfamiliar drivers. Unfortunately, the Manual offers very little guidance on the appropriate values of the factor.
This project used continuous count traffic data at a number of Florida freeway locations to estimate the appropriate values of the driver population factor. By relating speed-volume characteristics to measures of non-local driver populations, the importance of this factor was demonstrated. Estimates …
