Screening Water Diversions For Fish Protection: A Survey Of Policy, Practices, And Compliance In The Pacific Northwest, James D. Crammond Jan 1996

Screening Water Diversions For Fish Protection: A Survey Of Policy, Practices, And Compliance In The Pacific Northwest, James D. Crammond

Animal Law Review

Unscreened surface water diversions damage and kill young fish. The decline of anadromous fish stocks in the Columbia Basin puts a premium on protection of juvenile salmon. State laws require screens on surface water diversions, but compliance has been poor. The Endangered Species Act and the Northwest Power Act have motivated and funded a massive remedial screening effort since 1991. Effective screens, installed with ratepayer and taxpayer funds, have dramatically improved fish protection at diversions. However, many harmful diversions remain. This paper concludes that, although progress has been swift, full compliance in 1996 is problematic. Greater incentives and enforcement are …

Between The Flood And The Rainbow: Our Covenant To Protect The Whole Of Creation, Bruce Babbitt Jan 1996

Between The Flood And The Rainbow: Our Covenant To Protect The Whole Of Creation, Bruce Babbitt

Animal Law Review

As Congress weighs the interests of landowners against the environment, the future of the Endangered Species Act may be in peril. Secretary Babbitt discusses the success of our environmental laws and urges recognition of the moral, ethical, and religious values underlying the Endangered Species Act. These values manifest themselves in a wolf's green eyes, a sacred blue mountain, the words from Genesis, and the answers of children. These considerations should lead us to the conclusion that we are responsible for the whole of creation.

Beyond The Law: Agribusiness And The Systemic Abuse Of Animals Raised For Food Or Food Production, David J. Wolfson Jan 1996

Beyond The Law: Agribusiness And The Systemic Abuse Of Animals Raised For Food Or Food Production, David J. Wolfson

Animal Law Review

Animals raised for food or food production in the United States are, in large part, excluded from legal protection against cruelty. This article describes the minimal state and federal laws relating to such animals and documents numerous recent amendments to state anticruelty statutes that have placed the definition of cruelty to farm animals in the hands of the farming community. Mr. Wolfson argues that these amendments contradict the historical purpose of anticruelty statutes originally enacted to protect farm animals. The article also contrasts this regressive legal development with progressive European legislation. Finally, Mr. Wolfson outlines a path for reform.

Semantic Correlation Of Behavior For The Interoperability Of Heterogeneous Simulations, Christopher James Dean Jan 1996

Semantic Correlation Of Behavior For The Interoperability Of Heterogeneous Simulations, Christopher James Dean

Retrospective Theses and Dissertations

A desirable goal of military simulation training is to provide large scale or joint exercises to train personnel at higher echelons. To help meet this goal, many of the lower echelon combatants must consist of computer generated forces with some of these echelons composed of units from different simulations. The object of the research described is to correlate the behaviors of entities in different simulations so that they can interoperate with one another to support simulation training. Specific source behaviors can be translated to a form in terms of general behaviors which can then be correlated to any desired specific …

The School Counselor's Role In Facilitating The Development Of Gay And Lesbian Students, Rob Bahl Jan 1996

The School Counselor's Role In Facilitating The Development Of Gay And Lesbian Students, Rob Bahl

Graduate Research Papers

There is a widely quoted estimate that approximately 10% of the United States population is homosexual (Coleman, cited in Slater, 1988; Cook, cited in McFarland, 1993). However, one has to remember that much of this research is based on gays and lesbians who are out of the closet (Slater, 1988). This estimate of 10% is probably a conservative statistic due to the fact that homophobia keeps people from acknowledging and embracing their true identities. Even if this statistic is treated as fact, that would mean there are approximately three million people between ages 1 0 and 20 who are gay …

"What Do We Need A Mediator For?": Mediation's "Value-Added" For Negotiators, Robert A. Baruch Bush Jan 1996

"What Do We Need A Mediator For?": Mediation's "Value-Added" For Negotiators, Robert A. Baruch Bush

Hofstra Law Faculty Scholarship

A simple question inspires this lecture: What is the "value-added" of mediation for those trying to negotiate resolutions to conflicts? The question is one that mediators and proponents of mediation must be able to answer because it is one that parties to conflict--and their lawyers-frequently and justifiably raise.

The Effects Of Glucose And Fatty Acids On Enhanced Biological Phosphorus Removal Using A Sequencing Batch Reactor, Tarek Zaki Khouri Jan 1996

The Effects Of Glucose And Fatty Acids On Enhanced Biological Phosphorus Removal Using A Sequencing Batch Reactor, Tarek Zaki Khouri

Retrospective Theses and Dissertations

Two anaerobic/aerobic sequencing batch reactors (SBRs) were used to evaluate enhanced biological phosphorus removal (EBPR). The first SBR, designated the Glucose SBR, was run for a period of four months. It received a synthetic wastewater plus glucose as a supplemental carbon source. The second SBR, the Isovaleric SBR, was run for three months. During the first month, isovaleric acid was its supplemental carbon source while for the remaining time period, no supplemental carbon source was added to the feed. Steady-state data from the SBR receiving isovalerate yielded the highest phosphorus (P) removals observed during the study, with a mixed liquor …

Global Optimization Studies On The 1-D Phase Problem, Martin Zwick, Byrne Elliot Lovell, Jim Marsh Jan 1996

Global Optimization Studies On The 1-D Phase Problem, Martin Zwick, Byrne Elliot Lovell, Jim Marsh

Complex Systems Faculty Publications and Presentations

The Genetic Algorithm (GA) and Simulated Annealing (SA), two techniques for global optimization, were applied to a reduced (simplified) form of the phase problem (RPP) in computational crystallography. Results were compared with those of "enhanced pair flipping" (EPF), a more elaborate problem-specific algorithm incorporating local and global searches. Not surprisingly, EPF did better than the GA or SA approaches, but the existence of GA and SA techniques more advanced than those used in this study suggest that these techniques still hold promise for phase problem applications. The RPP is, furthermore, an excellent test problem for such global optimization methods.

The Relationship Of Ethnic Identity Development To Cognitive Development In Preschool Children, Teresa L. Henegar Jan 1996

The Relationship Of Ethnic Identity Development To Cognitive Development In Preschool Children, Teresa L. Henegar

Honors Capstones

Current research seeks to determine when children first become aware of salient ethnic differences. It has been therorized that children's ethnic identity development follows the same sequence as that of cognitive development. The focus of this thesis is on children's ethnic identity development and the relationship of ethnic identity development to cognitive development. This thesis is based on literature on Piaget's theory on children's cognitive development and recent research on ethnic and identity development. It is done in accord with the current study, "Cognitive Development and The Perception of Skin Color in Young Children," by Dr. Shi-Ruei Sherry Fang, Human …

Dynamics Over Time Pursuing Business Values Using The Internet, Annamaria Feher Jan 1996

Dynamics Over Time Pursuing Business Values Using The Internet, Annamaria Feher

Honors Capstones

The most recent known surveys of companies related to Internet use were conducted in 1995: the September issue of PC Week reported a poll of 100 corporate sites. The major focus of that work was current usage of Internet through selected case studies and a few conducted interviews (Moeller, 1995). The November addition of Business Communications Review presented an overview of business values focused of the Internet. This second study was based on 99 returned surveys out of 2,000 mailed questionnaires (Turner, 1995). Due to the high volatility of the data about business utilization of the Internet, the study conducted …

Assessment Of Arsenate Resistance In Haloalkaliphilic Archaea, Taeko Matsushima Jan 1996

Assessment Of Arsenate Resistance In Haloalkaliphilic Archaea, Taeko Matsushima

Honors Capstones

Haloalkaliphilic Archaea, Natronococcus occultus is one of a few organisms which survive in soda lakes. It grows optimally in 3.4 M NaCl and pH 9. It is suspected that this organism has resistances to heavy metals because its distant relative, haloneutrophilic Archaea, had shown resistance to several different heavy metals. Although no haloneutrophilic Archaea had shown resistance to arsenate, several eubacteria had been tested positive for arsenate resistance. Natronococcus occultus was tested for arsenate resistance, partially because arsenate stays in solution even in 3.4 M NaCl and at pH9. The uptake rates of phosphate and arsenate are compared to investigate …
