The Hazardous Materials (HazMat) Pharmacy has been designed as an environmentally friendly vehicle to handle, store, dispense, track, recycle, and dispose of hazardous materials in the Air Force. This thesis effort proposed a method in which valuable feedback for the pharmacy can be obtained. Because it is still in the early stages of implementation, there has been little feedback on the pharmacy. An activity index that uses a variable most closely associated with the generation of hazardous waste in a MAJCOM is proposed. Using an aircraft maintenance related variable, like maximum take-off weight, the fluctuations in mission over time can …

Grain-scale sorption mass transfer is an important process that must be considered when predicting clean-up time and choosing remediation techniques for subsurface hazardous waste contamination. Rate-limited sorption is responsible for the rebound effect, where remediated groundwater is recontaminated by desorption. Sorbed contaminants are not available for microbial degradation, and the desorption rate may govern the effectiveness of natural attenuation by biodegradation. Grain-scale sorption nonequilibrium is generally attributed to diffusive transport, either in SOM or in mineral micropores. Installation Restoration Program (IRP) projects often cost over $250 thousand, and projects over $1.5 million are common. To ensure these projects are risk based, technically sound, and cost effective, the Air Force instituted a peer review program in 1992. The objective of this research is to describe and analyze the peer review process. Through triangulation of data from interviews, observations, official and academic documents, and surveys, seven constructs were discovered: focus, agenda, facilitator, written preparation, oral presentation, team characteristics, and reviewer characteristics. A questionnaire was used to gather perceptions of peer review effectiveness--the criterion variable--and of the seven constructs. A …

In the past, the U.S. Navy has routinely conducted SINKing EXercises (SINKEX) for training, weapon effectiveness tests, and economic disposal of aging assets. Recent concern over polychlorinated biphenyl (PCB) chemicals aboard such target vessels has resulted in a suspension of SINKEX. The U.S. Navy has approximately 200 vessels currently requiring such disposal. Environmental legislation and health concerns preclude selling such vessels to foreign governments or scrapping. This work attempted to model the fate and transport of these PCBs by examining their transport to coastal water and their accumulation in the marine food chain. Increased awareness of the potential for adverse mission impact on deployments, recent experience on such deployments, and Air Force and Major Command interest establish the need for an integrated hazardous materials and waste management system for contingency environments. The objective of this thesis is to design an automated microcalcification detection system to be used as an aid in radiologic mammogram interpretation. This research proposes the following methodology for clustered microcalcification detection. First, preprocess the digitized film mammogram to reduce digitization noise. Second, spatially filter the image with a difference of Gaussians (DoG) kernel. To detect potential microcalcifications, segment the filtered image using global and local thresholding. Next, cluster and index these detections into regions of interest (ROIs). Identify ROIs on the digitized image (or hardcopy printout) for final radiologic diagnosis.

Atmospheric turbulence parameters, such as Fried's coherence diameter, the outer scale of turbulence, and the turbulence power law, are related to the wavefront slope structure function (SSF). The SSF is defined as the second moment of the wavefront slope difference as a function of both time and position. Knowledge of the SSF allows turbulence parameters to be estimated. Hartmann wavefront sensor (H-WFS) slope measurements composed of both signal and noise, allow the SSF to be estimated by computing a mean square difference of H-WFS slope measurements. Previous research at AFIT has resulted in the development of a DGPS-aided INS-based precision landing system (PLS) capable of meeting the FAA precision requirements for instrument landings. The susceptibility of DGPS transmissions to interference/jamming and spoofing must be addressed before DGPS may be used in such a safety-of-flight critical role. This thesis applies multiple model adaptive estimation (MMAE) techniques to the problem of detecting and identifying interference/jamming and spoofing failures in the DGPS signal. Measurements of NO, NO2, and total reactive oxidized nitrogen (NOy) were added to ongoing measurements of aerosols, CO, and O3 at Sable Island (43°55′N, 60°01′W), Nova Scotia, during the North Atlantic Regional Experiment (NARE) 1993 summer intensive. Ambient levels of NOx and NOy were found to be highly variable, and elevated levels can be attributed to the transport of polluted continental air or presumably to relatively fresh emissions from sources upwind (e.g., ship traffic). The median values for NOx and NOy are 98 and 266 parts per trillion by volume (pptv), respectively. A multiday pollution episode occurred during which elevated …

Having It Both Ways: Proof That The U.S. Supreme Court Is "Unfairly" Prosecution-Oriented, Christopher Slobogin

If the assertions that this essay makes about the Court's "unfair" prosecution-orientation withstand scrutiny," two further conclusions might follow. First, the highest court in the country is so fixated on ensuring that a particular side wins that it is willing with some frequency to sacrifice the most basic attribute of any court worthy of the name-the appearance of fairness. This conclusion is a much more fundamental challenge to the Court's integrity than is the simple acknowledgement that a majority of the Justices are biased in favor of the government. Several areas are often identified as barriers to the academic achievement of African American males. They include racial inequality, segregation between schools, segregation within schools, cultural insensitivity to learning styles, the theory of cultural deprivation, teacher/student interaction, and the discipline of African American students. The study was conducted in a Midwestern school with a predominantly African American student body and faculty at the end of the final grading period before graduation. Real-Time periodic tasks are at the heart of many critical processing computer systems. Nuclear power plants, military command and control systems, aircraft automatic flight control systems, hospital life-support equipment all require precise processing performed within very strict timelines. Missing deadlines can have catastrophic consequences. The rate-monotonic priority assignment policy for scheduling hard-deadline periodic tasks was developed to guarantee those deadlines. In this thesis, we study the problem of scheduling hard-deadline periodic tasks. We begin by surveying the current state of multiprocessor rate-monotonic scheduling and reviewing earlier work. The primary purpose of this study was to determine if neighborhood and school type help to predict 4th and 6th grade academic achievement above and beyond traditional socioeconomic status (SES) indices. A second purpose was to determine whether the findings of environmental effects research for smaller-size cities differ from studies which investigate larger urban centers. The study also sought to identify potential ways neighborhoods could be meaningfully classified in ways that might aid future research, and the possible presence of schools that succeed despite a profile that says they should not. The purpose of this study was to examine Time, Newsweek, and U.S. News & World Report during the 1992 national party conventions to investigate how the newsmagazines depicted George Bush, Bill Clinton and Ross Perot, and how these depictions contributed to the candidates' image. Through content analysis, the results of this study indicated distinct difference in how the candidates were portrayed, in the newsmagazines treatment of the candidates, and in the newsmagazines use of assertions.

This thesis explored whether adhering to an exercise program could significantly predict an individual’s level of communication apprehension (CA). The project expands the study o f CA by analyzing a potentially new treatment option for alleviating this fear of communication. Experience With Larangeal Mask Airway In Pakistani Patients, F A. Khan, M A. Afzal, R S. Kamal

Department of Anaesthesia

One hundred and thirty seven adult patients undergoing peripheral surgery were studied regarding ease of larangeal mask airway (LMA) insertion, airway maintenance during surgery and complication encountered during insertion, maintenance and in the postoperative period. In a majority (84%) of patients, the airway was positioned correctly at the first attempt, 3% patients had mild laryngospasm at insertion and in 85% a good airway was obtained. No airway related problems were encountered intraoperatively. Two percent patients had laryngospasm on removal of LMA. Postoperatively, the complaint of sore throat and uvular trauma was seen in 4% cases.

Predictors Of Depression Among Workers At The Time Of A Plant Closing, Nancy R. Vosler, Deborah Page-Adams

The Journal of Sociology & Social Welfare

Using an ecological theoretical perspective, this study of white male UAW workers stressed by a plant closing explored predictors of depression at multiple systems levels. The five best predictors of workers' depression were family strengths, age, economic strain, health, and social support. Additional bivariate predictors included self-esteem and having an alcohol problem at the individual level, marital status and family satisfaction at the family system level, and household income, home ownership, and key relationships at the social-environmental level. Implications for collaboration between direct-service and policy-practice social workers are discussed.
