Epa Overestimates The Benefit Of Biennial Inspection And Maintenance, Donald H. Stedman

Fuel Efficiency Automobile Test Publications

The United States Environmental Protection Agency (EPA) computer model of mobile source emissions is used to estimate the benefits of future emissions control programs. Four input assumptions are discussed, each of which tends to overestimate the benefits of biennial testing programs. The assumptions are: each model year drives the same number of miles; high/superemitters, absent initially, increase linearly with mileage; inspection and maintenance (I/M) readings are invariant, and I/M repairs last forever. States opting for these programs should be aware that the predicted benefits may not materialize.

Computer systems, especially those in heavy-use commercial settings, often require routine maintenance to continue functioning properly. Many businesses turn to an independent service organization ("IS0") to provide computer maintenance services because ISOs frequently charge less than the original equipment manufacturer ("OEM") for those services. The tremendous growth in computer use has spawned a multi-billion dollar computer maintenance industry in the United States, and ISOs and OEMs have become engaged in fierce competition for this computer service business. Campaign finance reformers argue that the "unholy alliance of private money and public elections" has created "a crisis of confidence in our elected officials." The now-deceased campaign reform advocate Philip M. Stem summed up the role of money in campaigns this way: "[M]oney-power has replaced people-power as the driving force in American politics and the determinant of electoral victory." One form of "money-power" in elections that received a great deal of attention in the last election cycle was "independent expenditures." Profitability And Technical Efficiency : A Performance Evaluation Of International Joint Ventures In Shanghai's Manufacturing Industries, Kong Wing, Clement Chow, Ka Yiu, Michael Fung

Hong Kong Institute of Business Studies Working Paper Series

This paper studies the relationship between accounting profits and efficiency of manufacturing enterprises in Shanghai during the period of 1989-1992 and examines which factors affect the profitability of manufacturing enterprises. In 1990, the industrial reform was sped up, a Chow test is used to test for the presence of any structural break and our empirical test confirms its presence. In addition, this paper also tests for the presence of ownership effects on profits. Our results indicate that the profits of international joint ventures are more persistent than the rest of ownership types and industries.

This project addresses the fundamental aspects of toxic metal (mercury) sorption by metal oxides. The emission of toxic trace elements from anthropogenic sources, such as combustion, has drawn attention to potential dangers for the ecosystem. Particular concern has been directed toward mercury species because of their high toxicity and tendency to convert into forms leading to mercury accumulation in mammals. Efforts to control mercury species release have centered on sorption technology using carbonaceous sorbents. However, it has been found, in some cases, that fly ash also has some sorptive properties towards mercury species. In order to further understand the sorption …

Status Passage Of The Science Fiction Fan: Becoming A Member Of The Science Fiction Fan Subculture, B. Diane Miller

In the 1930's a middle class subculture developed around the popular culture genre literature known as science fiction. This subculture calls itself "Fandom" (Sanders, 1994; Bloch, 1962). I have chosen to investigate the status passage of the science fiction fan (Glaser and Strauss, 1971); or to phrase this as a question: What is the process of becoming a member of the subculture of science fiction fandom? Throughout this monograph, I refer to the members of the science fiction fan subculture as SF Fandom to distinguish them from other “fandoms” that have grown and branched off from the original group.
