The Journal of Sociology & Social Welfare

The paper summarizes the political economy of knowledge production in an increasingly privatized, postindustrial world of knowledge society. This analysis is linked to the emergence of participatory research movements. It argues that the participatory approach to community research offers epistemology and methodology that address people, power and praxis in our postmodern, information society. The paper then describes howa participatory research project is carried out in community practice, articulating key moments and the roles of the researcher and participants. Most of the inquiry into gay and lesbian adoptions has focused on the rights of this population toadopt, the constitutional issues surrounding gay and lesbian parenting, and the outcomes of children raised by homosexual parents. There has been scant focus at the policy-making or organizational level on this issue. Why have public adoption agencies failed to provide either regulation or written policy on the topic of adoption of children by gays and lesbians?

Services Provided By A Homeless Intervention: Policy And Planning Implications, Carol T. Mowbray, Deborah Bybee

The Journal of Sociology & Social Welfare

Despite the acknowledged need for effective programs to serve persons who are homeless and mentally ill, few evaluations of these programs provide quantitative details on service provision. Such information can be useful to planners for replication and also for public policy concerning the need to mandate services most in demand. This report on a successful outreach intervention reports information on service amounts, duration, and types, as well as identifying predictors of service use. The overall amount of service provided to eligible participants varied substantially. While the median duration was only three months, repeat service episodes were common. For most clients, …

Leadership In Nonformal Youth Groups: Does Style Affect Youth Outcomes?, Kirk A. Astroth

Journal of Extension

Adult styles of leadership significantly affect member outcomes in 4-H clubs. While a number of previous studies have failed to find significant life skills differences between 4-H participants and non-members, the reason lies in failing to consider the style of adult leadership in research design. A year-long study of five clubs from three randomly selected counties in Montana used adult leadership style as a discriminant variable. Both qualitative and quantitative research methods were used to triangulate results and conclusions.

Musicologists, folklorists and historians agree that the music of the Civil War was a significant means of communication for Americans in all regions and classes. The popularity of music soared during the war, with songs about the war holding center stage. This study moves beyond the acknowledgment that these songs were an important means of communication to seeing what messages were being communicated by both professional and amateur songwriters. This paper examines the changing geopolitical scene in Southeast Asia and regional security issues managed by the states belonging to the Association of Southeast Asian Nations (ASEAN). A crucial research question is "How has the end of the Cold War influenced the security perspectives of these nations?"

Historical research of the political cultures and complex ethnicities of the ASEAN countries shows causes of awkward relationships (originating in the colonial era) between them. Implementing Resources For Reform: One Teacher’S Experience With A Standards-Based Mathematics Curriculum, Lynn Best Royer

This study addresses the issue of implementation of a reform mathematics curriculum, focusing on one teacher's personal experience. Its purpose is to uncover what motivated this teacher to persist in learning new ways to teach mathematics. There is greater emphasis on discovering what discouraged this effort. Impediments to implementation are emphasized because of their potential to undermine the movement to restructure mathematics education.

This case study used common methods of qualitative data gathering and analysis. Interviews, observation, and video tapes were recorded, transcribed, and analyzed. The impediments to implementation which emerged were then compared to reports from similar reform projects. …

This work constitutes a case study of a historical paradigm, that during the course of the Civil War civilians came to view the concepts of valor and virtue very much differently than soldiers, and that this caused tension within communities, both during the war, and after, when civilians continued to judge returning soldiers by an outdated sense of values, while the soldiers themselves, disillusioned by war, only wanted to forget. As time dimmed the memories of war, many veterans began to once again see it in terms of valor and virtue, and thus they reshaped their visions of war and …

The Federal Agricultural Improvement and Reform Act (FAIR) of reinforced the Federal government's commitment to environmental aspects of farm policy that received major attention in 1985 legislation and reinforcement in 1990. All three pieces of legislation placed emphasis on incentive and cost-share policies to reduce adverse soil and water effects of farming practices. A major initiative under FAIR is the Environmental Quality Incentives Program (EQIP), for which $1.3 billion is authorized over 7 years to provide cost-share or incentive payment contracts with crop and livestock producers for environmental and conservation improvements (Young and Shields, 1996). The bright transient X-ray source GRO J1655-40 = XN Sco 1994 was observed by the OSSE instrument on the Compton Gamma Ray Observatory (GRO). Preliminary results are reported here. The initial outburst from GRO J1655-40 was detected by BATSE on 27 Jul 1994. OSSE observations were made in five separate viewing periods starting between 4 Aug 1994 and 4 Apr 1995. The first, third, and fifth observations are near the peak luminosity. In the second observation, the source flux had dropped by several orders of magnitude and we can only set an upper limit. In the course of this paper, I shall say some things about Cicero’s discussion of induction, but my primary concern will be with his account of deduction. In particular, I want to call attention to Cicero’s argument for a quinquepartite analysis of deductive reasoning (Ded. 3). It is remarkable in that it makes elaborate use of the mixed hypothetical syllogism, and also of some importance in that it supplements our evidence for early Peripatetic interest in syllogisms of this land. Even in orthodox Chrysippan epistemology, the Stoics believed that impulse can precede assent. Their doctrines on the propatheiai form a theory of temptation, in which impressions exert a force upon us to assent, just as the Academic critics of the Stoics argued. Close readings of De Fato 40-43 and Stobaeus do not actually bear out the consensus understanding of modern critics like Inwood that impulse is identical with, and can only occur with assent. Stevens collects more evidence and sets out the argument with greater clarity in his published version "Preliminary Impulse in Stoic Psychology", Ancient Philosophy 20.1 (2000) 139-168.

Lynching And The Law In Georgia Circa 1931: A Chapter In The Legal Career Of Judge Elbert Tuttle, Anne S. Emanuel

William & Mary Bill of Rights Journal

Elbert Parr Tuttle joined the federal bench in 1954, shortly after the Supreme Court decided Brown v. Board of Education. In 1960, he became the Chief Judge of the United States Court of Appeals for the Fifth Circuit, the court with jurisdiction over most of the deep south. As Chief Judge, he forged a jurisprudence that proved effective in overcoming the intransigence and outright rebellion of those who had long denied fundamental constitutional rights to African Americans.
