When the Supreme Court applied "strict scrutiny" to federal race-based affirmative action programs in Adarand Constructors, Inc. v. Pena (1995), it suggested that the constitutional-law coast remains clear for affirmative action programs based on relative economic disadvantage - usually called "class-based" affirmative action. Implementing The Public Welfare Requirement In New Mexico's Water Code, Consuelo Bokum

Despite the fact that the New Mexico legislature added a public welfare criterion to the water code over 10 years ago, the State Engineer Office has not addressed the application of the criterion by regulation and has only addressed the public welfare briefly in a few decisions. There is almost no case law in New Mexico addressing this issue. More and more participants, however, are raising public welfare in water rights protests. This paper addresses how the public welfare criterion has developed in western water law and proposes an approach for use of the criterion in New Mexico.

Amerindian Rebirth is both a major collection of essays and probably the best current reference work on Native North American beliefs about reincarnation. Of its sixteen articles, four are previously published; two of them (Slobodin's and Ian Stevenson's), however, include authors' afterthoughts updating their ideas on their research. A substantive foreword by Gananath Obeyesekere, moreover, provides perspectives on reincarnation from the study of Indic religions. The book includes an appendix offering a trait index to North American Indian and Inuit reincarnation sources, compiled in a twenty-one page chart. Although but six years old, our library copy of Interpreting Space: GIS and Archaeology (1990; edited by Allen, Stanton, and Zubrow) is tattered and in need of rebinding. Such has been the interest in this volume and its subject, the adaptation of Geographic Information System (GIs) technology to archaeological needs. Archaeology and Geographical information Systems complements Interpreting Space in several ways. Where the latter features mostly North American authors, European authors are the main contributors to the former. Attachment Of Toxoplasma Gondii To Host Cells Is Host Cell Cycle Dependent., Jane Grimwood, Jose R. Mineo, Lloyd H. Kasper

The initial attachment of Toxoplasma tachyzoites to target host cells is an important event in the life cycle of the parasite and hence critical in the pathogenesis of this infection. The efficiency of Toxoplasma attachment to synchronized populations of Chinese hamster ovary cells and bovine kidney cells was investigated by using a glutaraldehyde-fixed host cell assay system. For both cell lines, parasite attachment increased as the synchronized host cells proceeded from the G1 phase to the mid-S phase and then decreased as the cells entered the G2-M boundary. Measuring Rural-Urban Economic Linkages In The Monroe Louisiana Trading Area Through A Multiregional Input-Output Model (Bulletin #856), David W. Hughes, Vaneska N. Litz

This study integrates regional economic theory with empirical analysis through the construction of an interregional core-periphery input-output (I-O) model of the 10- parish Monroe, Louisiana, Functional Economic Area economy. The model is used to estimate trade relationships and resulting economic linkages between the core and periphery economies.
