When Antitrust Fails: Public Health, Public Hospitals, And Public Values, Michael S. Jacobs

Washington Law Review

In the past few years, large operating deficits have led governmental authorities in several major cities to close, sell, or substantially reduce the services of their public hospitals.' These decisions portend the arrival of what the New York Times has called a "looming crisis" in health care for the urban poor and uninsured. Should this crisis unfold, many public health programs are likely to be casualties, including those designed to treat and prevent the spread of communicable disease. Among others, programs aimed at the so-called "new" (multidrug resistant) tuberculosis are especially vulnerable to these compelling budgetary constraints. Poor urban populations …

Expression And Characterization Of An Rna Capping Enzyme Encoded By Chlorella Virus Pbcv-1, C. Kiong Ho, James L. Van Etten, Stewart Shuman

We report that the A103R protein of Chlorella virus PBCV-1 is an mRNA capping enzyme that catalyzes the transfer of GMP from GTP to the 5’ diphosphate end of RNA. This is a two-step reaction in which the enzyme first condenses with GTP to form a covalent enzyme-GMP intermediate and then transfers the GMP to an RNA acceptor to form a GpppN cap. Purified recombinant A103R is a 38-kDa monomer that lacks RNA (guanine-7-) methyltransferase activity. With respect to its size, amino acid sequence, and biochemical properties, A103R is more closely related to the yeast RNA guanylyltransferases than it is …

Modeling Nutrient And Plankton Processes In The California Coastal Transition Zone: 3. Lagrangian Drifters, J. R. Moisan, Eileen E. Hofmann

Two types of numerical Lagrangian drifter experiments were conducted, using a set of increasingly complex and sophisticated models, to investigate the processes associated with the plankton distributions in the California coastal transition zone (CTZ). The first experiment used a one-dimensional (1-D; vertical) time-dependent physical-bio-optical model, which contained a nine-component food web. Vertical velocities, along the track of simulated Lagrangian drifters, derived from a three-dimensional (3-D), primitive equation circulation model developed to simulate the flow observed within the CTZ; were used to parameterize the upwelling and downwelling processes. Sexual Assault In Abusive Relationships: Common Sense About Sexual History, Christine Boyle

In this paper, the author, using a hypothetical fact scenario as a focus, discusses competing interpretations of the new "rape shield"provisions in ss. 276-276.4 of the Criminal Code. In spite of identifying appealing arguments based on the importance of examining context in the resolution of legal issues, she argues that s. 276(1) should be read as barring all evidence of sexual history between the complainant and the accused, including "pattern evidence", unless it relates to something other than consent or credibility.
