If youth development is a profession, then it follows that the attitudes and skills needed by youth workers should be similar across specific program settings. This session explored this assumption by discussing the staff competencies needed for quality service delivery. First, lessons from ongoing "cross-program" research were discussed and then a panel composed of a variety of youth serving organization discussed similarities and differences in essential staff competencies.

Youth development as a profession was discussed in terms of staff competencies in the panel that discussed best practices (Creating a Foundation: Principles of Practice). During this session about community perspectives, a panel of community youth development professionals discussed their perspectives of the profession and their successes in the youth development area. In addition, the audience was engaged in discourse about topics presented throughout the Symposium. The following is an edited version of the transcript of that panel discussion.

Child Sexual Abuse: A Guide For Mandatory Reporters On Detecting And Reporting, Jill K. (Vaux) Bryant

School counselors, being mandatory reporters, are required to report the sexual abuse of children. Training is done according to state standards, and additional education may occur during the school counselor's graduate study. It is estimated that 90 % of all sexual abuse allegations are true (MacFarlane & Waterman 1986), but the American Humane Society (1986) reported that many states have substantiation rates lower than 50 % . Mandatory reporters are not supposed to be investigators. However, child protection workers will not or cannot investigate an allegation that does not meet their criteria. Journal of Family Strengths
As the family preservation and support movement evolves rapidly, this article overviews the past, present and future of this approach to policy and services. Building upon several decades of practice experience and research, and now federally funded, program designers are searching for ways to implement system wide change with an array of services all from a family focus, and strengths perspective. Critical issues facing the movement are discussed and a set of benchmarks to judge our future success is presented.

Intensive Family Reunification Services: A Conceptual Framework And Case Example, Elaine Walton, Mark W. Fraser, Catherine Harlin, Robert E. Lewis

Recent federal mandates require child welfare agencies to make reasonable efforts to reunify families after out-of-home placement. Consistent with those mandates, agencies are increasingly employing techniques from family preservation services intended initially to prevent out-of-home placement. The purpose of this article is to articulate a conceptual framework and practice guidelines for family reunification services and to describe an experimental reunification program based on a family preservation model. A case example illustrates the way in which the services affected one family that participated in the experiment.

Societal changes impact families. Changes in families affect the dynamics of society. These changes result in development of public policies that may or may not adequately respond to family concerns. Private sector (business) policies may also compound such effects. Like government, these private sector policies may or may not respond to family concerns. This publication will focus primarily on public sector policymaking and how citizens can influence these processes for families.

Although child abuse has existed for centuries in the United States, an increase in the number of reported incidents in recent years has spurred legislative and judicial response, primarily in the form of "failure-to protect" laws.2 Failure-to-protect laws impose liability upon parents, who have a duty to protect their child, when they fail to prevent abuse of the child at the hands of a known offender.3 Child abuse statutes generally appear in two forms: commission statutes,4 which are used to convict those who actually inflict abuse (active abusers), and omission statutes,S which criminalize the passive conduct of those who expose …

A Synthesis Of Research On Family Preservation And Family Reunification Programs, Julia H. Littell, John R. Schuerman

How effective are current efforts to preserve and reunify families in child welfare? In this paper we review research on programs aimed at preventing out-of-home placement of children, broader family preservation programs, and programs designed to reunify families with children in foster care.1 We examine what is known about the outcomes of these programs, relationships between service characteristics and outcomes, and the response of subgroups of clients to services.
Claims that family preservation programs result in substantial reductions in the placement of children are based largely on non-experimental studies. Such studies do not provide solid evidence of program effects. Evidence …

This paper presents an analysis of the current situation in child welfare–the explosion of foster care caseloads, the proliferation of family preservation programs, and the principles underlying these approaches–and suggests new ways of thinking about reform of the child welfare system.
We begin with a review of the increase in out-of-home care. We then tum to an analysis of the three basic principles underlying the current child welfare system: permanency, least restrictive alternative, and reasonable efforts. We devote a major part of the paper to the family preservation programs that embody these principles. We describe what we perceive to be …
