Over the last 30 years, many viewpoints have been expressed about how to improve the success rate of children from low socioeconomic status (SES). Children from low SES tend to have low IQ and achievement scores. They are also often neglected at home by their parents. I. Introduction Transracial adoption is a sensitive topic, evoking acrimonious debate "between those who view transracial placements as positive for both the children and society as a whole and those who view them as injurious to Black children and Black communities." 1 Efforts to declare race-matching preference policies or statutory schemes unconstitutional are intensifying. 2 Some legal writers assert that such a prohibition is needed in order to avoid or minimize harm to Black 3 youngsters in the foster care system. 4 In a re cent law review article analyzing the same-race statutory preference schemes of three states, the commentator …

Several states have created family courts by coordinating juvenile and family law matters within one court in an effort to provide efficient and timely service delivery to children and families. This thesis will evaluate this court model by providing a literary review, including problems facing children and families. Ethical concerns regarding family preservation, the quality of justice, parent's rights vs states obligations, punishment vs rehabilitation and the social worker vs cop role conflict will be included. A survey which was conducted as a part of this thesis together with a previous survey provides current evidence supporting the premise that the …

The purpose of the study was to analyze the implementation process of middle level practices in selected Illinois middle schools. The result of the study will be of assistance to middle school staff members attempting to make the transition to middle level practices.
The researcher found theorists have agreed that middle level schools, regardless of their location, should consist of grades 6-8. The schools needed to open as middle schools or change slowly to middle school practices. The first steps in the transition process should include teachers attending conferences, workshops, or inservices on middle school practices. The research showed that …

This essay has three major sections. In section one, I examine the Congress's constitutional responsibility for administration of the federal government's affairs with tribes. In section two, I describe the history of the various Indian committees from 1820 to 1977. Section three details the legislative record of the Senate Select Committee during its sixteen-year existence (1977-1993) as a "select" entity. Substantive policy content analysis of the committee's legislative activity, which is the next logical step leading to the construction of a theory or theories about congressional committees and their impact on the development of sound federal Indian policy, must await …

Since 1965, when Title I of the Elementary and Secondary Education Act (ESEA) was enacted, federal aid has been provided to enable extra instruction in reading, writing, and mathematics to disadvantaged children. Throughout the past three decades, the laws governing Title I/Chapter 1 programs have been amended several times to improve the quality of this service.

Attachment, Social Support, And Violence In Adolescent Delinquents, James R. Craft

Attachment relationships between children and their primary caretakers have been hypothesized to contribute to internal working models of subsequent relationships with others. Poor attachment might lead to internal working models which devalue later relationships, making the perpetration of violence against others more likely. One focus of this study was to propose a model which combined parental bonding, adolescent attachment, and perceived family support to predict the severity of violence used against others by adolescent delinquents. A second focus was to test the proposed model in predicting the total number of violent offenses committed by adolescent delinquents. One hundred and forty-five …
