Keepers Of The Flame: Contemporary Urban Superintendents, Theodore J. Kowalski

A wealth of qualitative data concerning urban districts and their school superintendents in the United States is contained in this book. Theodore J Kowalski examines the lives of 17 urban school superintendents focusing on their problems and aspirations. Of particular significance is the discussion of how factors such as community environment, organizational change and culture, and the person in the job combine to influence decision-making and administrative behaviour.

This paper examined the differences between Total Quality Management (TQM) and Business Process Reengineering (BPR) as seen through the eyes of both practitioners and academics. The main purpose of this research project was to determine what practitioners and academics defined TQM and BPR as and how they felt the two quality movements differed. I performed a literature review to determine what the definitions and differences actually were. I then prepared a questionnaire which would draw out the opinions of the respondents on each of those aspects. Decision-making processes are among the most important activities within human organizations. This dissertation is a case study of decision-making in the review of high school graduation standards in an urban school district. The review process lasted three years and was terminated before any decision was reached concerning graduation standards. The purpose of this study is to answer three questions: Why would a decision-making process be terminated before any results are achieved? This study investigated the implementation of a physical science education innovation in a large, urban school system. The program began in the summer of 1993 with the selection of two teachers from each of seventeen elementary schools. Participants were selected by program staff from among a pool of applicants with an interest in science education. The goals of the program included retraining teachers to implement hands-on, inquiry-based physical science and performance-based assessments. Teachers were provided with instructional materials, including science kits, and on-going support and assistance from science and assessment specialists. This article provides information on new curricular categories of the University of North Dakota School of Communication, as of September 1995. The school historically has had a highly visible leadership role in the state of North Dakota, particularly with newspapers and broadcast stations in the state. Rather than limiting the possibility for change, however, its visibility joined other factors in making conditions for change favorable. The new curriculum streamlines the five into one, communication. This new curriculum is both mission driven and assessment driven. This thesis will focus on the study of self-directed or empowered work teams and on preparing a plan to implement the empowered work team in the customer Contact Center in Wentzville, Missouri.

Self-directed work teams are a relatively new concept in the workforce and could be the 90s version of the total quality concept. The philosophy is that first line management takes a step backward and the workgroup virtually leads themselves. Management theory was examined to isolate the how and where employee services is positioned on a management continuum. The most relevant theory for this study was Mouton and Blake. Management in this context is based upon a continuum of organizational and individual components. The important elements on the organization end of the continuum the important components are: control, pressure and process. On the individual end of the continuum are the: incentives, buying in and caring. The employee service theory is one of cooperation and the exchange of money, power, and risk.

As interest has grown in school-to-work transition programs and service learning, the commonalities between the two have become increasingly clear. Service learning and school-to-work are forms of experiential education that extend student learning into the community and the worksite. Both provide students with contextualized learning opportunities. Through service learning and school-to-work programs, students engage in learning experiences that help develop organizational, team, and problem-solving skills as well as the competencies and foundation skills identified as important for employability and responsible citizenship (SCANS, 1992; W.T. Grant Commission, 1988).

Practitioners and researchers have suggested that Computer Aided Software Engineering (CASE) technology can significantly improve the productivity of systems analysts and the quality of systems development. Before CASE can succeed, however, specific components must exist. This paper explores CASE and the components necessary for its widespread acceptance and use within information systems departments. Specifically, this paper will examine the systems development life cycle (SDLC), the possible benefits of CASE, the current state of CASE, critical success factors for CASE, and finally CASE use.

This article presents a study describing the current status and characteristics of the basic organizational communication course reported by 285 college or university departments offering this course in North America. This survey is compared with surveys conducted in 1979 and 1988. The results indicate that the course is most typically taught by one faculty member in lecture/discussion format and emphasizes organizational and communication theory over skills. Students are most typically upper-level undergraduates. The course appears to be facing increasing demand.
