Hayek's essay 'Why I am not a Concervative' first appeared in 1960 as the final chapter of his treatise, The Constitution of Liberty. Strictly speaking, it was not really a concluding chapter; it was presented as a 'postscript' to the main text-a text whose concern was to articulate and elaborate upon the fundamental principles of classical liberalism. In this postscript Hayek attempted a task which the main treatise did not take up: to explain how the principles of classical liberalism set it apart from the conservatism with which it seemed to have so much in common.

What is the conservative committed to? According to some, the answer is quite simply nothing. Certainly, the argument goes, they are not committed to individual freedom: they defend only order, morality, religion and virtue - all 'traditionally' conceived. So it seemed to many classical liberals, libertarians and 'Old Whigs' in the early 1960s when they denounced traditionalists in the name of individual liberty, private property and reason. And so it also seems to many classical liberals and libertarians today.

We show that, in any colouring of the edges of K_53 with two colours, there exists a monochromatic K_5, and hence R(5,5) <= 53. This is accomplished in three stages: a full enumeration of edges in (4,5)-good graphs, and a proof of the nonexistence of (5,5)-good graphs on 53 vertices. Only the first stage required extensive help from the computer.

This practicum aimed to increase the number of minority elementary students in prekindergarten through Grade 5 found eligible for placement in a gifted program by enhancing the efficiency and effectiveness of screening instruments and by providing inservice training. The second goal was to increase the understanding of gifted characteristics and their relationship to eligibility by school staff.

Four hands-on inservice training sessions were utilized to familiarize teachers, counselors, and administrators in each of the targeted schools with a preselected group of norm referenced screening instruments and characteristics common to gifted minority and limited English proficient children. In March of 1989. Greene Valley Developmental Center was found substantially out of compliance with the standards of care required by its voluntary accreditation agency, the Accreditation Council for Parsons with Developmental Disabilities (ACDD). This Major Applied Research Project (MARP) documents the causes of that noncompliance and presents a methodology for Improving services and switching from the ACDD accreditation to another more appropriate accrediting agency, the Council on Accreditation of Rehabilitation Facilities (CARP).

Of major significance in this project is the documentation and discussion of how organizational and societal expectations changed over time. How. on a national scale, many residential …
