A Study of the Providence Historic District Commission is a comprehensive analysis of the Commission and the City of Providence's seven local historic districts. The study examines the rules, regulations and scope of the Commission and documents in detail the design review guidelines which the Commission utilizes. Additionally, profiles of the city's seven historic districts are presented to document their location, historical pattern of development and unifying elements. This document describes a project which evaluated industrial mills along the Blackstone River in Rhode Island, built between 1793 and 1910, in order to prioritize their potential for renovation/ reuse. Scores of textile mills built before 1910 still exist in the Blackstone River Valley. Some have been retro-fitted for contemporary use. Many are vacant and not maintained.
Structures were evaluated based on their historical and cultural significance and the physical condition of the existing structure. Findings also include sections on the problems associated with mill reuse and some common adaptive reuse options. Some of the successful mill-renovation projects may serve …

This masters research project will assess the jurisdiction and impact of state environmental regulations upon the recently created Narragansett Tribe of Indians Reservation located in Charlestown, Rhode Island. Native American lands held in federal trust are generally immune to state civil jurisdiction; specifically, state environmental regulatory law. State and local governments are often faced with difficult environmental management problems created by the inapplicability of various state and local regulatory jurisdictions. Chapter 1 reviews the 1iterature on the debate over flexibility and its relevance to the medical instruments and supply industry.

Chapter 4 profiles the medical supply industry in the US today.

The purpose of this research project is to examine the equity lending practices of unregulated mortgage companies in Boston, Massachusetts from 1985 to 1990. The scope of the inquiry is limited to the lending practices by regulated banks and unregulated mortgage companies in Roxbury, Dorchester and Mattapan from 1985 to 1990. The research is done in response to the so-called second mortgage scam that affected minority residents in Roxbury, Dorchester and Mattapan.

The Cranberry Highway runs through Wareham, Massachusetts as Route 6/28 from the end of Interstate 495. Prior to 1987 it was the only route onto Cape Cod from the west and northwest and had an average daily traffic volume of approximately 38,000 year-round. On Saturdays and Sundays from May through August the average daily traffic would exceed 60,000 cars, creating severe congestion along the Cranberry Highway. On August 11, 1987, an extension to Route 25 from the end of Route 495 to the Bourne bridge opened, effectively bypassing the Cranberry Highway. In the past, wetlands were considered to be a nuisance. They were thought of as sources of mosquitoes and places of disease. The environmental awakening of the late 1960' s and early 1970' s changed the negative view of wetlands and brought about a host of wetland protection laws, programs, and agencies directed toward wetland protection.

There is a discrepancy between what planners in a general sense wish to accomplish and what they practice in the field. Similar to incrementalism, contingency planning threatens the widely accepted notion that planning should be rational and comprehensive. Contingency planning has no broad, long term goals and it focuses on solving problems in a short time frame. Yet, contingency may best characterize the day-to-day bureaucracy and situational compromises in which planners make decisions. Microhabitat choice by white-footed mice (Peromyscus leucopus) and red-backed voles (Clethrionomys gapperi) was studied in three Rhode Island red maple (Acer rubrum) swamps and their contiguous transition and upland zones. Significant differences were found in microhabitat use between the two species in each zone. High woody stem density (stems m-2) and low herbaceous plant species richness were important factors determining white-footed mouse occurrence. Red-backed voles were found in areas of high density of shrub cover, as well as high herbaceous plant density (stems m-2) and richness.

Crystals of I(C51H38Br4Cl20P2RuS2; F.W. = 1284.6) are triclinic; Ppa= 11.587(3), b = 13.010(4), c = 17.309(4) A, a = 93.32(2)°, p = 106.51(2)°, y = 91.29(2)°; Z= 2; V=2495(1) A';d^,. = 1.709 gem 1 X(MoKa) = 0.71073 A, = 37.7 cm 1 ;R =0.0748; Rw = 0.0714 for 4141 unique reflections. The geometry about the Ru(II) center is pseudooctahedral, with the phosphine ligands in the trans configuration. The Ru-S bond distance is 2.425(3) A.

Using a method adapted from few—body hyperspherical techniques, an approach to the solution of the Schroedinger equation with nonspherical potentials is discussed. The method is to spherically average the potential over spherical angles and then solve the resulting set of coupled differential equations. A discussion of how this method is applied to the Stark effect is presented.

White-tailed deer herd size across the southcentral states continues to increase. Concurrent with this increase has come a total harvest level increase for most states. Southcentral states have increased bag limits on antlerless deer to insure that herd health is maintained as herd sizes approach total carrying capacity. Harvest growth rates, however, show irregularities from year to year. The cyclic pattern of harvest (and population) growth rate is of shorter duration than would be expected in a large ungulate population. An exogenous influence is suspected. Cyclic patterns in harvest growth rates move opposite the growth rate of epizootic hemorrhagic disease …

Zooplankton Community Abundance And Diversity In Dardanelle Reservoir, Arkansas, 1981-1990, John D. Rickett, Robert L. Watson

Zooplankton samples were collected quarterly from five stations representing the discharge bay and four "control" or "dispersing impact" stations. Rotifers dominated all samples numerically and by the number of taxa. All major groups (Rotifera, Cladocera, Copepoda, and Protozoa) exhibited greatest abundances during the summer. Quarterly variations in abundance and number of taxa were documented. Except for an increase in taxonomic analysis detail between 1981 and 1984 resulting in several more taxa added to the list, no long-term increases, declines or repeating cycles were apparent. Margalef's Richness Index reflected this change and showed a long-term increase with evidence of a 5- …

Reproduction In The Western Mud Snake, Farancia Abacura Reinwardtii (Serpentes: Colubridae), In Arkansas, John W. Robinette, Stanley E. Trauth

The reproductive cycle of Farancia abacura reinwardtii was studied using samples of snakes collected throughout Arkansas from 1985 to 1991 ;museum specimens were also examined. The right testis of 22 males was examined by light microscopy. Histological analysis of the testis indicated a postnuptial spermatogenic cycle. Testicular recrudescence begins in late May with sperm production peaking in late summer; sperm over winter in the ductus deferens. Ovarian follicles of 22 females were measured and counted; two follicular sizes were noted. In those undergoing primary vitellogenesis, a maximum size of 6.5 mm was reached; those exhibiting secondary vitellogenesis ranged in size …

Development Of Organic Mud Mounds In A Mixed Carbonate-Siliciclastic Depositional Environment, John M. Ryan, Doy L. Zachry

Organic carbonate mud mounds in the Prairie Grove Member of the Hale Formation developed on a shallow shelf swept by competent tidal currents. The mounds were stabilized by crustose red algae and fostered a sheltered setting where phylloid algae and marine invertebrates could thrive. The mounds supplied skeletal sediment locally to the intermound areas as well as regionally along the stable platform. This sediment mixed with quartz sand to form a major mixed carbonate-siliciclastic system in northwestern Arkansas.

A series of 4-substituted anilides of 2,6- and 5,6 dichloronicotinic acid were prepared. The acids were first converted to their acid chlorides, which were in turn treated with the appropriate 4-substituted aniline in chloroform. A total of 16 anilides was thus prepared, and their structures confirmed. These compounds were prepared for testing as possible herbicidal, pesticidal or fungicidal agents

Stability analysis is done by applying criterion dnQ((o)/cfco>0 for grating tuned strong external feedback semiconductor lasers. The resulting stable and unstable operating ranges agree well with experiment results.

A modified two-stream approximation is presented, which includes the effect of solar zenith angle and is applicable to study the effect of aerosols on both regional and global climate changes. More realistic results are derived. A reasonable critical value of 0.8 for aerosol single scattering albedo to determine whether the aerosols will heat or cool the climate is derived

Twelve New Zealand rabbits were injected with Salmonella typhosa endotoxin, 10 ng/kg b.w. ,via an auricular marginal vein and the effects of the pyrogen on the rectal temperatures and plasma corticosterone concentrations of these animals were observed. Our data showed significant increases of the core temperatures from the normal 39.3 +/- 0.18 to 40.9 +/- 0.43 C (p < 0.001). Radioimmunoassay results of the plasma corticosterone levels were 5.76 +/- 3.7 ug/100 ml in the pre-injection blood samples and 9.02 +/- 3.7 ug/100 ml in the plasmas obtained from the animals, one hour after the pyrogen was administered.
