In 1990, Congress attempted to fill a long-standing void in the United States immigration laws by providing an updated immigrant investor visa codified as section 203(b)(5) of the Immigration and Nationality Act. The old, obsolete immigrant investor visa had only required a $40,000 investment. The new visa generally requires a $1,000,000 investment. The demand for this new higher priced version has, however, been exceedingly low. Although this immigrant investor visa category allows for 10,000 visa issuances per year, only 78 were issued in fiscal 1992 and no more than 500 are expected to be issued in fiscal 1993. In alien employment certification and labor condition attestation, a distinction between two jobs must be established if an alien's previous experience with the same employer is to be used as a qualifying credential in labor certification. Two jobs must also be distinguished when challenging a state wage determination. A successful challenge often requires establishing a dissimilarity between the job offered and those to which it is compared. What makes two jobs different in these circumstances is difficult to determine. The topics discussed in the Article cover those that Congress specifically requested the Commission to evaluate, as well as other topics that the Commission may have found within its authority to evaluate. The Supreme Court's mid-1980s decision in Ake v. Oklahoma established the defendant's constitutional right to "competent psychiatric assistance." Although many states had already provided indigent defendants access to psychiatric assistance in their defense, it was not until the Court decided Ake that this access was established as his or her constitutional right. However, whether this due process right to expert assistance was satisfied by the mere appointment of a psychiatrist or whether it included the requirement that the expert perform competently had remained unanswered as of 1992. The voters of California passed initiative Proposition 13 in 1978. This initiative limited the ability of state and local taxing authorities to raise revenue. The courts were left with the difficult task of interpreting that initiative as applied to numerous factual situations, a task made more difficult by the lack of any meaningful legislative history. When San Diego County sought to finance certain judicial and criminal facilities with a sales tax increase, the California Supreme Court had already lain out an analysis of Proposition 13 that suggested the new tax was constitutionally imposed. This note reports on an effort to implement a version of Poole's rule for specificity. Relatively, efficient implementation relies on correcting and improving a pruning lemma of Simari-Loui [92]. This in turn requires revision of Poole's specificity concept. The resulting system is a usable knowledge representation system with first-order-language and defeasible reasoning. Sample input and output are included in an appendix. It is a good candidate for multiple inheritance applications; it is useful for planning, but limited by the underlying search for plans.

A series of compression tests are conducted on 3 in. by 6 in. cylindrical specimens using a modified testing method that give the complete stress-strain behavior for both plain and fibrous high strength concretes with or without tie confinements. The volume fractions of fiber in the concrete are 0%, 0.5%, 0.75%, and 1.0%, respectively. Empirical equations are proposed herein to represent the complete stress-strain relationships of high strength and high strength fibrous concretes with compressive strength exceeding 10,000 psi. This dissertation describes the fabrication technology and characterization of a gated silicon field emission micro triode that is a novel electron tunneling device for generating electron emission into a vacuum. Conic (point) and wedge field emitter structures with nm-scale radii were fabricated in silicon and GaAs by etching, MOCVD and dry oxidation. A new self-aligned process was developed for fabrication of vertical field emission triodes. This process allows control of gate opening to less than 0.5 μm diameter without the need of electron-beam writing. When a dry granular soil is subjected to an external load, the stresses are transferred through mineral to mineral contacts. The shear strength of such a soil is governed by its contact properties. Presence of a thin layer of fluid between mineral to mineral contacts in a saturated soil will alter its contact properties. Therefore any change in the physical properties of pore fluid can logically be reasoned to influence the deformation characteristics of granular soils.

Several nitroxides have been prepared for study of their image enhancement capability. These nitroxides contain different nitroxyl moieties within one molecule. On MRI examination for the nitroxides prepared, TEMPO and HPTPO are better due to their better water solubility, even though some of the others have more nitroxyl centers available. The intensity response is linear with respect to concentration in the range studied in most of the cases except for HPTPO, whose intensity finally reaches maximum when its concentration is higher than 10 mM.

Renal Stone Formation In Patients With Inflammatory Bowel Disease, R. Caudarella, E. Rizzoli, L. Pironi, N. Malavolta, G. Martelli, G. Poggioli, G. Gozzetti, M. Miglioli

Kidney stones are more common in patients with inflammatory bowel disease (IBD) than in the general population. The main lithogenetic risk factors were evaluated in patients affected by Crohn's disease and ulcerative colitis. Our results show the presence of several factors, besides hyperoxaluria, in patients with IBD although their behaviour appears different in Crohn's disease and ulcerative colitis at pre- and post-operative stages. Before surgery in patients with Crohn's disease we found a decreased citrate (p < 0.001) and magnesium (p < 0.005) excretion together with a low urinary volume (p < 0.001) and pH (p < 0.005). After surgery patients with Crohn's disease showed a further reduction of magnesium and citrate. Patients with ulcerative colitis before surgery showed a reduced citrate excretion (p < 0.05) and a more acidic pH (p < 0.05) than healthy subjects. Surgical treatment of proctocolectomy with ileal pouch-anal anastomosis seems to increase the risk of stone formation; in fact, after surgery we observed a relevant decrease of urinary volume (p < 0.001), pH (p < 0.0001) and urinary excretion of citrate (p <0.0001) as well as magnesium (p < 0.005). Patients with IBD seem to be at greater risk of stone formation than patients with idiopathic calcium lithiasis; in fact, they show a lower excretion of citrate (p < 0.001) and magnesium (p < 0.001) together with a low urinary pH (p < 0.001) and volume (p < 0.001). Urinary volume reduction is probably one of the major risk factors together with the decrease of small molecular weight inhibitors that is a constant finding in all patients with IBD.

To elucidate the relationship between the formation of kidney stones and diet, we carried out a dietary investigation in patients with urinary tract stones. Dietary intakes were estimated for 36 patients (24 men, 12 women) with calcium stones, and compared with the official dietary requirements for the Japanese.

Total protein intake, animal protein intake and animal protein ratio were significantly higher for patients with stones in both men and women. Dietary salt intake was significantly higher for male patients and the total group. Dietary calcium and carbohydrate intakes were significantly lower for patients with stones in men and the total …

The information concerning the relationship of hypouricemia with urinary tract stones is limited. We investigated the incidence and types of hypouricemia, and also studied its relationship to urinary tract stones. Hypouricemia was detected in 3 out of 1520 outpatients (0.20%). The loading tests using pyrazinamide, probenecid and benzbromarone showed that uric acid absorption was impaired before tubular secretion in two cases and incomplete postsecretory reabsorption in one case. Complication of urinary tract stone was found in two cases. The composition of the stones was mixed calcium oxalate and uric acid. Hypouricemia should be recognized as one of the causes of …

A quantitative understanding of the changes in coronary, pulmonary and systemic hemodynamic variables and their effect on myocardial supply and demand is important to the better management of anesthetic care of patients with impaired cardiac function. Animal studies have identified those hemodynamic factors that play an important role in determining the balance between oxygen supply and demand for the myocardium. These include myocardial contractility, left ventricular end-diastolic volume, systemic arterial pressure, systemic vascular resistance, and heart rate. A molecular-beam-sampling apparatus utilizing both a time-of-flight mass spectrometer with vacuum ultraviolet (VUV) photoionization and a quadrupole mass spectrometer with electron impact ionization is described. These systems are used to analyze reactants and products, as well as reactive intermediates, from flow tube experiments at reduced pressures and elevated temperatures. It is shown that the quadrupole signal sensitivity can be predicted using literature cross sections which are based upon the atom hybridization within the various molecules. Measurements of the VUV photoionization sensitivity for stable species led to development of a group additivity approach to predict cross sections. This approach was extended …

A simple mathematical model and simulation of the progression of cancer with particular emphasis on Cutaneous T Cell Lymphoma was investigated. The mathematical model consists of a set of differential equations that first satisfies the homeostasis levels of the different components present and second predicts the dynamics during a diseased or unhealthy condition. The simulation was done using a FORTRAN program for integrating the differential equations.

A Multiloop spatial system of rotations is used to represent a shaft coupling, allowing a transmission plane which may deviate from the plane of symmetry to be specified. The plane of transmission, for intersecting input and output shaft axes, is the locus of intersections of screw axes that compose the system. By prescribing the transmission plane outside of the plane of symmetry (commonly called the "homokinetic plane" or "bisecting plane") to pecified orientations, a phase shift between the input and output shaft rotational displacements will he quantified.
