A Paleoenvironmental Analysis Based On Ostracode Assemblages From The Late Pliocene Tuapaktushak And Middle Pleistocene Karmuk Members Of The Gubik Formation Of The Arctic Coastal Plain, Western Alaska, D. E. Loehrke

This study records and analyzes ostracode assemblages recovered from sediments assigned to the Late Pliocene Tuapaktushak and Middle Pleistocene Karmuk members of the Gubik Formation in the Skull Cliff area of the Arctic Coastal Plain in western Alaska. Forty-three species were identified from 47 samples (25 from the Tuapaktushak Member and 23 from the Karmuk Member). Samples were grouped by Q-mode cluster analysis and by member assignment for the purpose of analysis.

Paleoenvironmental analyses of ostracode assemblages representative of each cluster suggest all samples, regardless of cluster membership, were deposited in similar marine environments where water depths were in the …

Of the ironclads completed by the Union during the Civil War, only the U.S.S. New Ironsides was a seagoing, high-freeboard design. Her seagoing qualities and heavy battery made her uniquely valuable to the Union in combat. Although New Ironsides was highly successful and her high-freeboard design squarely in the European mainstream, she represented the last of her direct line in the U.S. Navy. The lessons learned from her construction and wartime service, which should have provided invaluable instruction for U.S. designers, were not followed up. Law and economics-the systematic application of neoclassical price theory to legal problems has dominated the legal academy in recent years. One recent study found that law and economics "for several decades appears to have pervaded about one quarter of scholarship in elite law reviews," and that figure may seriously

As I write these words, bevies of law clerks assigned to cases involving the Bill of Rights are dutifully editing their bench memos for publication in the national reporter system. Once printed, these bench memos will be solemnly treated by lawyers, scholars, other law clerks, and the occasional judge who runs across them as legally significant, or even binding, interpretations of the Constitution. Since World War II there have been persistent efforts at both the national and international level to develop rules to protect the rights and welfare of subjects of human experimentation.' These efforts have focused primarily on codifying the rights of subjects, and protecting their welfare by prior peer review of research protocols. In recent years research regulations have been under attack by politicians, drug companies, researchers, and advocacy groups. Risky Business: Setting Public Health Policy For Hiv-Infected Health Care Professionals, Leonard H. Glantz, Wendy K. Mariner, George J. Annas

An analysis of the restrictive proposals provoked by the case of Kimberly Bergalis and four other patients apparently infected with HIV during the course of dental treatment reveals that they resulted from an inability to evaluate appropriately the infinitesimal risk of HIV transmission from practitioner to patient. The proposals also resulted from an effort to create risk prevention policy without appreciating the distinction between regulating things or procedures, which have no human rights, and regulating people, who have rights that should not be infringed without serious justification. Copyright and patent take the form of ordinary property. As tangible property has physical edges, intellectual property statutes create boundaries by defining the subject matters within their zone of protection. As real property owners have rights to prevent strangers from entering their land, intellectual property statutes and case law grant owners rights to exclude strangers from using the protected work in specified ways. As tangible property can be bought and sold, bequeathed and inherited, so can copyrights and patents.

The Economics And Politics Of Emergency Health Care For The Poor: The Patient Dumping Dilemma, Maria O'Brien

As the numbers of uninsured mount4 because of job dislocations, exhaustion of benefits, and unaffordably high premiums, the incidence of "dumping" by private hospitals is, predictably, on the rise. Dumping occurs when a hospital, in violation of federal or state law, transfers an emergency patient to another (usually public) hospital or simply refuses any treatment based on the patient's inability to pay.5 In addition to the completely uninsured, favorite dumping targets include Medicare and Medicaid patients, AIDS patients, and cancer patients whose therapy may cost more than the maximum reimbursement under private insurance.

Long-Term Debt, The Term Structure Of Interest And The Case For Accrual Taxation, Theodore S. Sims

During the past 25 years, the Internal Revenue Code has become increasingly sophisticated in its treatment of long-term debt. That transformation occurred as part of a wider set of legislative changes, changes that have made the Code generally more sensitive to the consequences of compound interest and discounted (or present) values. Much of this was dictated by necessity. By ignoring the effects of compound interest, the Code often measured income in a way that was economically unsound, and thereby allowed taxpayers to take advantage of the statutory shortcomings, often with dramatic, unanticipated results.

The legal controversy surrounding the execution of Robert Alton Harris is only one in a series of cases over the past few months testing the proper relationship between the Supreme Court and the inferior federal courts. Controversy over inferior federal court grants or denials of injunctions concerning Haitian refugees1 and the French abortion pill2 have starkly raised, as does the Harris case3, profound questions concerning Supreme Court review of inferior court rulings on issues involving equitable relief. This practicum aimed to increase the number of minority elementary students in prekindergarten through Grade 5 found eligible for placement in a gifted program by enhancing the efficiency and effectiveness of screening instruments and by providing inservice training. The second goal was to increase the understanding of gifted characteristics and their relationship to eligibility by school staff.

Four hands-on inservice training sessions were utilized to familiarize teachers, counselors, and administrators in each of the targeted schools with a preselected group of norm referenced screening instruments and characteristics common to gifted minority and limited English proficient children. This practicum was designed, through a cross-age tutoring program, to increase emergent literacy skills of at-risk kindergarten children. The objectives were to increase letter recognition, book awareness skills, pre-reading strategies, and pre-writing strategies in the targeted students. In a structured program, the fifth and sixth grade tutors met with the tutees for 30 minutes twice a week for a three month period.

This practicum sought to measure and document real learning in natural circumstances through the use of whole language assessment techniques: Observation checklists on which skills for the language arts (writing, spelling, reading) were listed; the skills of students were measured using descriptor words such as stable, evident, and not evident. In this way, a student’s progress along the road of literacy development was plotted in a positive way.

The problem for this eight-month practicum was that there were 30 intermediate students who had adverse feelings for writing. The problem was documented as a result of responses to a writing survey by Donato (1990). The survey was administered to a group of 71 students. The highest possible score was 30. Ten students from each grade level (third, fourth and fifth) with the lowest scores completed the practicum activities.

The major outcomes were to reduced the number of disciplinary infractions, to decrease school absences, to involve more students in school-related activities, and to increase student awareness of study skills, career education services, and counseling assistance.

The goal of this practicum was to develop and implement a program of prereferral intervention strategies utilized with high-risk students in a first grade setting. The program was designed to maximize their performance levels and assist in avoiding the possibility of retention and/or referral for exceptional student education.

Ten students were targeted to receive this intervention program. The children were provided one hour instructional periods three times per week for a period of 12 weeks. The growing complexity of integrated circuits and the large variety of architectures of Field Programmable Gate Arrays (FPGAs) require sophisticated logic design tools. In the beginning of the eighties the research in logic design was concentrated on the development of fast two-level AND-OR logic minimizers like the well known ESPRESSO. However, most logic functions have a smaller and often faster circuit realization as a multi-level circuit. Thus, synthesis tools emerged for the minimization of the circuit area in a multi-level realization. Most of these synthesis tools are based on the "unate paradigm". Electronic Branching Ratio Of The Lepton, R. Ammar, Manoj Thulasidas

Using data accumulated by the CLEO I detector operating at the Cornell Electron Storage Ring, we have measured the ratio R=Γ(τ→eν¯eντ)Γ1 where Γ1 is the τ decay rate to final states with one charged particle. We find R=0.2231±0.0044±0.0073 where the first error is statistical and the second is systematic. Together with the measured topological one-charged-particle branching fraction, this yields the branching fraction of the τ lepton to electrons, Be=0.192±0.004±0.006.
