The history of Ireland and England has been intertwined since the Anglo-Norman invasion of Ireland in the last half of the twelfth century. It is easy to view this invasion as a well planned and state sponsored endeavor of the Angevin kings and the Anglo-Norman nobility. However, this is a great simplification of Irish Anglo- Norman history. It is the purpose of this study to determine to what extent and when the Anglo-Norman adventures in Ireland became an invasion. The first segment of this report describes a program for improving the awareness of youth gangs in our schools and in the community. The program was designed to team school personnel with law enforcement agencies and other allied groups in a systematic plan to increase the awareness of parents, school staff, and members of the community of youth gangs and their activities in Broward County, Florida. In a survey of teachers and administrators during a Youth Gang Conference which was held in February of 1989, it was revealed that the majority of the participants indicated a need to be trained …

Representative Men, Shaun O'Connell

New England Journal of Public Policy

"Representativeness" is the theme of Shaun O'Connell's essay, "Representative Men." Reviewing six books, one about an actual man and five about fictional men, O'Connell sees them as attempts to define "representative men" of the 1980s, "an era," he observes, "when the worst were full of passionate intensities, particularly among men." Each antiheroic man in these books, he concludes, was "selfish, domineering, dangerous to women, and deceitful, yet each man was also committed to a system of values and ideas that made him an interesting case history — values which, in some instances, redeemed his failings."

The Anchor: 1991

The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

This study develops a dependent component cost risk model validation methodology and applies it to the Air Force Risk Model. The validation process consists of ensuring that logically consistent input parameters are acted on properly by the cost risk methodology. users of all dependent component risk models must be concerned with logically consistent input parameters. Two criteria define logical consistency. The first is the correlation matrix consistency and the second is the consistency between pairs of cost distributions. Three validation criteria are defined and used to validate a cost risk model. The first criterion is that the process must maintain …

An Evaluation Of Logistics Support For F-16 Aircraft Owned By Foreign Countries, Paul J. Lyons

The purpose of this thesis was to examine the logistics support provided by the United States Air Force (USAF) for F-16 aircraft owned by foreign countries. The research drew from historical trends and personal experiences to examine the ability of the U.S. to provide logistics support for F-16 aircraft owned by U.S. allies. The study found that timely, efficient support of FMS customers possessing F-16 aircraft does not appear to be a principal concern of the USAF logistics system. Complexity of processes, untimely responses, and failure to consider customer needs are common failings on the part of the USAF.

This study determined the minimum essential active Army Total Force Combat Service Support structure required for Contingency Force (CF) operations to provide the Army with the necessary organization for a response to a national crisis. A model called MICROFASTALS, used in combination with LOTUS 1-2-3 software, developed these forces. A literature search provided background information describing: the history of the Total Force Policy to the present; how the Department of Defense and the Army was organized to meet the Total Force initiatives, including an in depth description of the Army CSS structure; the latest National Security and Military Strategy that …

Strategic Defense: Should The Air Force Change Its Doctrine, Lois J. Schloz

This study set out to determine if the United States Air Force strategic defense doctrine requires changing. The researcher applied contextual content analysis to selected foreign policy statements taken from Presidential State of the Union addresses to determine if past doctrine and strategy changes were evidenced by the context and emphasis scores generated by the Minnesota Contextual Content Analysis (MCCA) software package used for this study. Use of the student's t-test showed differences in mean scores between years with no strategy or doctrinal changes and those in which such changes are documented. This study applied a screening technique methodology to systematically obtain organizational consensus in the establishment and ranking of Army surface transportation performance measurement criteria and system design attributes. This performance evaluation model was then used to assess the feasibility of three potential liquid propellant logistics concepts. Two sample groups of subject matter experts from the Army's Transportation and Ordnance (Munitions) Corps participated in the research. The methodology consisted of nominal-interacting group processes, repeated used of the pair comparison instrument, and use of a scoring model to rank-order the ten attributes. Operation Desert Shield/Storm provided an opportunity to test the planning for U.S. forces to operate in a low intensity conflict. Both operations provided the opportunity for the logistics community to observe how the support forces provided the required supplies to the forward combat forces. In response to customers' requests, the U.S. Transportation Command created Desert Express, a daily package express flight from Charleston, SC to Saudi Arabia. The research question addresses the how and why Desert Express came about. This study was conducted to create a single source document which could be used by test and evaluation personnel involved in joint programs for translating reliability and maintainability terms. The comparison begins by describing the forms, data elements, and data items, as collected by the Air Force's System Effectiveness Data System, the Army's Reliability, Availability, Maintainability Logistics System, and the Navy's Maintenance and Material Management, Maintenance Data System. This study analyzed the self-reported survey responses of 404 Air Force pilots concerning their perceptions of using advanced cockpit technologies to replace the Navigator, Weapon System Officer, and Electronic Warfare Officer (Nav/WSO/EWO) and the impact of advanced cockpit technologies on combat mission effectiveness. The first objective of this study was to compare, by aircraft type, the mission effectiveness factors that are always critical and almost always critical to the success of a combat mission. This study develops a rational model for the incorporation of ethical values into military decision-making. The values considered include obedience to superiors, professional competence, and elements of just war theory such as proportionality and discrimination. A review of the relevant literature on just war theory and professional military ethics points to the science of multi-attribute utility analysis as a means of representing the complex value tradeoffs essential to military decisions. The values and tradeoffs identified are interpreted in a hierarchy of objectives model which is used to evaluate value preferences between decision alternatives.
