The New York State Commission on Government Integrity investigated numerous situations throughout the state that revealed just how bad the current law is. Our findings and a pro- posed municipal ethics act that we drafted to correct the law's deficiencies are contained in the following report, "Municipal Ethical Standards: The Need for a New Approach." Our pro- posed Act would set out the minimum ethical standards that should be observed in every municipality throughout the state. The premise here is that there are certain basic features to good government that make sense for all governments, no matter what their size …

Where Did The Nez Perces Go In Yellowstone In 1877?, William L. Lang

Examines the events surrounding the surrender of the Nez Perces tribe in the Nez Perce War of 1877 in Idaho, Wyoming, and Montana. The tribe surrendered in Montana, only about 40 miles from the safety of the border with Canada, after allowing General Nelson A. Miles's troops to catch up while they spent two weeks in Yellowstone. Why the tribe made this stop, and what they did while in Yellowstone has puzzled historians. A popular explanation based on the testimony of a hostage of the tribe has been that the tribe became lost in Yellowstone, but a reconstruction of the …

The processing of sine-wave gratings presented to the left and right visual fields was examined in four experiments. Subjects were required either to detect the presence of a grating (Experiments 1 and 2) or to identify the spatial frequency of a grating (Experiments 3 and 4). Orthogonally to this, the stimuli were presented either at threshold levels of contrast (Experiments 1 and 3) or at suprathreshold levels (Experiments 2 and 4). Visual field and spatial frequency interacted when the task required identification of spatial frequency, but not when it required only stimulus detection. In this paper, the automorphism groups of the seven classes of the so- called hyperelliptic surfaces are calculated. Writing these as (E×F)/G, where E and F are elliptic curves and G is a finite group of translations of E acting on F not only as translations, covering space theory is then used to calculate the automorphisms. Letting M be the centralizer of G in Aut(E)×Aut(F), it is then noted that in all cases M is generated by its E-translations, its F-translations, its E- automorphisms, and its F-automorphisms. Before it is possible to asses the importance of "group selection" in nature, it is necessary to rigorously define this term. A definition of group selection is derived from a critical analysis of conceptions common in the biological literature. This definition is then used to clarify the debate over the mechanism responsible for the evolution of myxomatosis in Australia.
