The Defense Navigation Satellite Development Program provides for test and evaluation of a new precise positioning technique and user receiver equipment. This equipment with appropriate displays will provide in real time three dimensional precise position and velocity information. The DNSDP permits test and demonstration of alternative engineering solutions to determine the configuration and characteristics of an operational Defense Navigation Satellite System for the 1980s time period.

A general description of the test system is presented as well as a brief summary of its experimental applications, namely: navigation, military air traffic control (ATC), and military command and control communications.

The Manned Earth Observatory (MEO) study being conducted by TRW under the management of NASA/MSFC will establish the conceptual design of and the mission requirements for an Earth Observation Laboratory that will be flown on Shuttle missions beginning in 1980. MEO offers a variety of unique inroads to improving our understanding of the marine environment. The Shuttle-MEO is a valuable addition to a multi-level multi-disciplinary remote sensing program. The unique attributes of MEO are its experimental flexibility due to man-instrument interaction, its complimentary orbit (intermediate between nonorbital and high-orbital platforms), its high weight and volume capacity and short duration missions.

From even limited exposure to the techniques of remote sensing, the value of the application of this tool to the preservation and restoration of environmental quality is obvious. In a report to the Cabinet of Florida a panel of scientists used photographs furnished by Kennedy Space Center to demonstrate some of the effects of the incursion of Canal-38 into the Kissimmee River basin and to depict an infestation of the aquatic weed (hydrilla) in an area of Lake Okeechobee : (1) color shot taken from a Gemini 12 Satellite; (2) infrared imagery; (3) low-altitude infrared color.

A concept for the integration of Shuttle experiment/ payload software is proposed. A key element in this software integration process is the Launch Processing System (LPS), being developed by NASA/ KSC. The concept uses the Sortie Lab as a representative experiment carrier. This concept permits the installation and checkout of experiment software prior to hardware installation onto experiment carriers. In addition it assures software compatibility, prior to payload installation, between the various elements, i.e., experiments, carriers, orbiter, and ground support system software.

The National Oceanic and Atmospheric Administration (NOAA) has plans for the deployment of several Environmental Buoys (EBs) to measure significant meteorological and oceanographic parameters. Such data obtained from a buoy placed off the coast of Cape Kennedy would be extremely useful for the scientific and operational meteorological community. This report describes some of the local applications an EB would have. It presents a brief view of some of the present and future programs which would benefit from this ocean surface data.

In order to study the influence of an artificial habitat of discarded automobile tires upon the biomass in and around it, three sites were selected in the Banana River of which two will contain small groups of tires and one will not. Over a given period, the populations in and around the tires will be compared with those which existed initially or prevail on the natural site.
