The purpose of this study was to evaluate the potential of two measures, percent defects and cycle time, to measure the overall performance of the Air Force Critical Item Program (CIP). The need for such study was generated from the current absence of any measurement system available to evaluate the CIP. This research used these two measures with actual data, evaluated the correlation between aircraft availability and percent defects and cycle time, and analyzed management perceptions addressing the usefulness of these measures for field use. The purpose of this research was to examine the issues surrounding the U.S. Air Force vehicle burden-sharing initiative with South Korea. In doing this, the study examined additional vehicle programs with the South Korean government as well as with NATO alliances to provide an historical background and insight into the concerns that faced vehicle managers with those programs. In addition, several transportation experts throughout the Department of Defense were interviewed for their perspective of the vehicle management issues which relate to these programs. The purpose of this research was to study stockless materials management in an effort to determine if it could improve the Air Force Medical Service's supply operations. The main result of this study was a decision support system (DSS) that would evaluate potential savings if stockless materials management were implemented in an Air Force medical treatment facility (MTF). In the process of developing the DSS, stockless materials management was studied in civilian hospitals that had previously converted to stockless materials management. This study investigated command and control projects to see if certain program characteristics help determine the appropriate development methodology. A literature search revealed no previous research in this area; but did identify at least two possible development methodologies, and some suggestions for key characteristics. Four case studies were conducted to study the effects of certain characteristics on the success of the development methodology employed; either conventional or incremental. Requirements definition, availability of a previous system, system complexity, number of subsystems, development experience, user involvement, and funding all appear to impact the appropriateness of the two methodologies investigated.

The objective of this study was to develop an acquisition management tool that would improve the working relationship between the System Program Office (SPO) and the User during the Demonstration and Validation phase. It accomplished this by documented the Advanced Tactical Fighter (ATF) Early, Structured, and Continuous (ESC) user-interface process in a draft handbook. This handbook was also developed to support a continuing Command-wide effort to improve the acquisition process. In the past 20 years, a great deal of research has been conducted examining the effects of acute intoxication with alcohol (ethyl alcohol) on human memory. The aim of most of this research has been to determine how alcohol affects the varying "stages" of memory, as well as examining how it might affect different types of memory tasks. A few recent studies (Parker, et al., 1980, 1981) have examined the effects of alcohol on the post-learning processes of memory, independent of acquisition, by administering alcohol immediately after the acquisition of new material. The purpose of this study was to determine if the level of differentiation of self in married couples could be influenced by an educational model of therapy. In support of this purpose the study was designed to demonstrate whether or not a systematic, easily defined, and repeatable intervention would increase the functional level of differentiation of self, as described by Bowen (1978e). The Relationship Enhancement (RE) skills training program by Guerney (1978a) was selected and incorporated as the independent variable. Legislative emphasis on reducing the toxicity of wastewater effluent has resulted in increasingly sophisticated methods of determining toxicity. The purpose of this research project is to assess the impacts on DoD wastewater treatment facilities of one new monitoring method, biomonitoring. Biomonitoring has impacted DoD wastewater treatment facilities, however not to the degree anticipated. For bases that have been impacted, cost of contracting the tests is the primary problem associated with biomonitoring. Many bases have not been impacted because wastewater reuse has negated the need for discharge permits, and the inherent monitoring requirements. This study investigated the applicability of adopting a single supply stock funding procedure for depot-level reparables within the Department of the Army. A subjective comparison was made of a major proposal for depot-level reparable stock funding developed under contract by the Logistics Management Institute, in association with the Strategic Logistics Agency, and a modified version of that proposal later submitted by the Strategic Logistics Agency. Each proposal was appraised for its affect on adaptability to a single supply system, centralization of management functions, interoperability with other services, and speed of implementation. This study investigated the validity of a number of assumptions underlying Congressional proposals to form an elite civilian acquisition corps. Specific assumptions examined were (1) civilian personnel in DoD procurement have longer average tenure in specific program positions than their military counterparts, (2) a more centralized civilian acquisition agency (modeled after agencies found in Western European countries) would be more efficient and effective than DoD's current decentralized system, and (3) tenure is positively correlated with organizational effectiveness. Eight variations of higher-order transverse shear deformation (HTSD) theory were developed for composite shells. Three attributes were varied to produce the eight variations. These attributes include the order of the thickness expansions used to approximate the shell shape factors and the assumed linear displacement field and the nonlinearity of transverse shear strain. Several cylindrical shell problems were investigated using SHELL, a finite- element code with a 36 degree of freedom cylindrical shell element. This research demonstrates that formal, mathematical analysis in theoretical computer science can be recast in terms of the topology of complete metric spaces, and also presents a methodical technique for developing formal specifications. This effort shows that the topology of complete metric spaces provides a tool that can be used to both recreate major results about computational models and also to develop new results about these models. This study investigated the cost and effectiveness of three cooling tower water treatment programs. The programs studied were an acid program developed at WPAFB, a commercial solubilizer program manufactured by Lombardi, Inc, and a crystal modifier program developed by Dias, Inc. The experiment ran for 60 days at which time cost and effectiveness data were collected. Cost comparison was evaluated on the basis of tower performance in MBtu. The costs considered in this experiment were water costs, sewer costs, and chemical costs. All costs were recorded and totaled, then divided by the tower's performance. This study investigates the distribution of managerial tasks related to the Installation Restoration Program (IRP). Initiated in 1986, the IRP is the DoD program to identify and clean-up hazardous waste sites. Study areas include current distribution of managerial tasks, changes in task distribution needed to accelerate the program, and potential resource constraints. Additionally, the study considers how acceleration of Army and Navy restoration programs could impact the Air Force IRP. The study reveals IRP management is heavily centralized at MAJCOM with most technical work being performed through contracts with service centers. The focus of this research was to determine the feasibility of operating Military Family Housing (MFH) as a business enterprise, based on rental income. A case study of the Langley AFB Military Family Housing operation during FY 90 was used to determine if housing allowances forfeited by residents of base housing would provide sufficient rental income for the annual operations, maintenance and capital improvement of the MFH assets. The selection of a model plant was based upon criteria established by a review of current literature. The criteria were permit compliance, plant performance, and the adoption of pollution prevention as a corporate environmental philosophy. In this study, private sector firms were examined to identify the best industrial wastewater management practices using a Total Quality Management (TQM) tool called benchmarking. This study develops a rational model for the incorporation of ethical values into military decision-making. The values considered include obedience to superiors, professional competence, and elements of just war theory such as proportionality and discrimination. A review of the relevant literature on just war theory and professional military ethics points to the science of multi-attribute utility analysis as a means of representing the complex value tradeoffs essential to military decisions. The values and tradeoffs identified are interpreted in a hierarchy of objectives model which is used to evaluate value preferences between decision alternatives. Advanced aircraft performance measures of merit have been proposed and individually analyzed by various researchers. These metrics have been consolidated into a single computer code as part of this research effort. This code was used to study the relationships between the advanced metrics, aircraft design metrics and an aircraft's trajectory performance. The study found a linear relationship existed between the advanced metrics and the design metrics. This relationship was used to quantify the required levels of the advanced metrics which would give desired changes in trajectory performance. Research for this thesis centered on the Lambda Unmanned Research Vehicle (URV), an asset of the Flight Dynamics Directorate, Wright Laboratory Patterson AFB. The following tasks were accomplished: (1) a linear, state-space, small perturbation model was developed for both the longitudinal and lateral directional dynamics of the vehicles, and (2) pitch rate roll rate, and yaw rate flight controllers were designed using classical and multivariable feedback methods. This study developed a disposition method to enable major commands to increase the value of their vehicle fleets by optimally replacing less valuable fleet vehicles with more valuable surplus vehicles. The value of an optimal vehicle disposition method is especially significant in light of the decline in the U.S. Department of Defense (DoD) budget and base closures scheduled through fiscal year 1994. The Air Force currently spends approximately $240 million per year for vehicle replacement to maintain its motor vehicle fleet. A formalized methodology based on Benjamin Ostrofsky's Design, Planning, and Development Methodology was used for the process. This study applied a screening technique methodology to systematically obtain organizational consensus in the establishment and ranking of Army surface transportation performance measurement criteria and system design attributes. This performance evaluation model was then used to assess the feasibility of three potential liquid propellant logistics concepts. Two sample groups of subject matter experts from the Army's Transportation and Ordnance (Munitions) Corps participated in the research. Educational institutions at all levels are increasingly examining the advantages of computer-based instruction (CBI) to augment or replace conventional classroom learning environments. This research measures the effectiveness and efficiency of a CBI program in relation to the same course content delivered in a conventional classroom mode of an undergraduate course that teaches students the basic concepts and techniques of automated (electronic) spreadsheets. Operation Desert Shield/Storm provided an opportunity to test the planning for U.S. forces to operate in a low intensity conflict. Both operations provided the opportunity for the logistics community to observe how the support forces provided the required supplies to the forward combat forces. The purpose of this thesis was to determine the validity of the selection procedures that AFIT (Air Force Institute of Technology) uses for admission to their resident graduate programs by discovering if the variables considered by the AFIT registrar's office can predict success at AFIT. The study was based on a collection of 4507 academic records of US military officers, foreign officers, and civilians who attended as AFIT students between 1975-1987. The academic records provided the predictor variables to include each graduate student's undergraduate GPA, standardized test scores, and demographics. The job of estimating the production costs of injection molded thermoplastic structures requires designers and analysts to produce detailed preliminary drawings and consult machinists with expertise in mold production. Interviews with injection molding experts produced a scale of part complexity and associated range of labor hours for mold production. This scale is incorporated into a cost estimating methodology which allows the analyst to estimate the cost of the structure without the aid of technicians. The resulting cost model for the injection molding process is then programmed into an interactive Pascal computer program for ease of use and documentation.

This study was conducted to examine the extent to which written guidance was available to Air Force contracting officers involved in environmental restoration projects. The study examines literature from sources inside and outside the Air Force, classifies it by source, and extracts guidance from the subject matter. The study indicates that written guidance exists, but is fragmented. As a result, contracting officers lack concise guidance on the special considerations in contracting for environmental restoration.
