This research created a learning environment, known as the Pearce Projection Modeling Environment (PPME) which is used as a tool by a teacher and student. The PPME was developed in an effort to create a new approach to the study of the General Linear Model through a constructive and projective, geometric approach. While the geometric approach to the GLM was developed over the past century, it has not been used extensively because of the inherent complexities associated with visualizing vector spaces. This study investigated and documented the expenditure process within Air Force Systems Command. Specifically, this study examined the process between the time of obligation and the time of expenditure realization. Data gathered demonstrated no significance for predicting expenditure realizations. The primary focus was a graphic analysis for tendencies in the data. RDT and E appropriation tendencies proved to be similar to those for aircraft procurement appropriations. Obligation size by itself proved to be an unimportant factor in predicting expenditure realizations. In today's environment of reduced funding it is imperative that an effective method of assessing likely cost growth be available early in the acquisition life cycle, and especially during the source selection process. This research sought to identify a method for predicting the range of cost growth around the most probable cost estimate generated during the source selection process. This study develops a dependent component cost risk model validation methodology and applies it to the Air Force Risk Model. The validation process consists of ensuring that logically consistent input parameters are acted on properly by the cost risk methodology. users of all dependent component risk models must be concerned with logically consistent input parameters. Two criteria define logical consistency. The first is the correlation matrix consistency and the second is the consistency between pairs of cost distributions. This thesis covers three objectives: (1) develop a background reference document concerning recoverable spares cost estimating; (2) evaluate a representative sample of existing spares cost models; and (3) use aircraft physical and performance characteristics to develop a model for estimating annual replenishment spares cost. A condemnations cost estimating relationship (CER) was developed first and then both a CER and spreadsheet generated factors which related condemnations to replenishment spares costs were developed. For the condemnations CER, only logarithmic transformations provided statistically acceptable results, and even these models exhibited wide prediction intervals due to large amount of variability in the CER databases …

This research was conducted to determine if the price analyst's role in the source selection process results in the receipt of efficient contractor proposals and evaluation. The research was limited to the operational level of procurement. A literature review was performed on the evaluation factors used in the source selection process and the role of the price analyst. Interviews were conducted with contracting officers and price analysts experienced in conducting source selections. The study dealt with expressed congressional intent to promote the commercial space-launch industry and defense management emphasis on government use of commercial contracting methods for the purchase of commercial products. The research problem was to determine what contracting policy changes implementing commercial-like practices would benefit the commercial space-launch industry and federal space-launch acquisition. Commercial-like contracting practices include removal of statutory and regulatory barriers to contracting with the government. This study provides a guide to cost analysts who must consider the impact of composite materials on airframe costs. A literature review was conducted to determine the availability of cost models which incorporate the effect of composites on cost. A number of models are available, but no individual model was found that is applicable for every situation. In order to provide a baseline upon which analysts can compare model results as well as provide guidance in selecting cost drivers, a Delphi survey was conducted. This research investigated the perceived Ada and software engineering education needs of software managers throughout the Air Force and provided recommendations to Air Staff for developing the education. Since the Department of Defense mandated all DOD agencies use the Ada programming language for software development, the education of the personnel who have to support the policy has lagged behind the implementation Ada is not a simple language to use and is only fully effective if used with sound software engineering principles. First the literature was reviewed for existing definitions, then a proposed definition was written for each term, based on the literature search. The purpose of this study was to develop and test a hypertext version of the Certified Professional Contracts Manager Candidate's Workbook and Supplements. A literature review was conducted on two distinct subject areas. The first area includes a review of the findings of six commissions on professionalism of acquisition personnel, initiatives of the Office of Personnel Management, the Defense Acquisition Workforce Improvement Act, and the National Contract Management Association. This study sought to highlight the evolution of certain trade practices in U.S.-international arms trade. Limited to the eighties, the study divided the decade into two halves: 1980-84 and 1985-89. For each of the nine trade practices considered, period profiles for the two halves were developed and subsequently compared. The population consisted of the eighteen largest (by dollar value) sales of the decade. They included Air Force, Navy and Army systems. This research developed an Expert System for novice aircraft maintenance schedulers (AFSC: 392XX) with little experience using the Automated Scheduling Module (ASM). First, an in-depth literature review was completed. Next, personal interviews were conducted with an ASM expert and other 392XX personnel. Prototypes using VP-Expert and KnowledgePro shells were created. The knowledgePro shell was selected to create the ASM Job Aid, combining the knowledge of the expert and AFM 66-279. The program was verified, validated, and favorably reviewed by 392XX personnel. The purpose of this study was to identify cultural factors which impede international business in private and public programs, and emphasize the effects of these cultural factors in the international environment. The study emphasized the areas of international program management and negotiations. The study was designed to be an informative guide which program management and contracting professionals could use to increase awareness concerning cultural differences and the barriers presented by them. This study presents factors which require evaluation prior to entering into a cooperative arrangement. The purpose of the research was to create an evaluation framework to assist DOD managers of international projects with a tool to enable the selection of an appropriate cooperative arrangement type. The study was focused on the Pacific Rim and includes two case studies on the Japanese FS-X and the Korean Fighter Plane. Factors were identified through literature research, case studies, and personal interviews. The study concluded with the identification of six basic factors: technology, industrial base, political, economic, program stage, and requestor's motives.

This research investigated the data collection environment under the Core Automated Maintenance System (CAMS), a computerized information system used in the Air Force's aircraft maintenance complexes. The research measured maintenance personnel's perception of the nature, extent, and causes of data inaccuracies occurring in the CAMS data collection environment. The nature was differentiated as being either intentional or accidental. Maintenance personnel felt that difficulty in entering information into CAMS accounted for the largest percentage of intentional errors and that insufficient training on CAMS accounted for the largest percentage of accidental errors. This exploratory study assesses the accuracy of backpropagation neural networks in predicting sortie generations, given pre-specified levels of air base resources. Single hidden layer networks and two-way interaction regression metamodels were fitted to simulated data previously generated by way of a factional design for ten factors at two levels, and subsequently tested (cross-validated) via an independent testing sample. It was determined that regression metamodels were generally superior in predicting unseen cases, while their network counterparts exhibited far better goodness-of-fit characteristics. The research consistently emphasizes that goodness-of-fit in no way necessarily implies goodness-of-prediction, in that different non-equivalent statistical measures are required …

Information decisions on the future force structure of the RAAF officer corps can be made by managers if they have access to objective, valid, reliable forecasts. The purpose of this thesis was to examine the logistics support provided by the United States Air Force (USAF) for F-16 aircraft owned by foreign countries. The research drew from historical trends and personal experiences to examine the ability of the U.S. to provide logistics support for F-16 aircraft owned by U.S. allies. The study found that timely, efficient support of FMS customers possessing F-16 aircraft does not appear to be a principal concern of the USAF logistics system. Complexity of processes, untimely responses, and failure to consider customer needs are common failings on the part of the USAF.

This study investigated the effects of mandated depot capacity utilization rates on throughput, inventory, and operating expense. The measures of merit analyzed were work in process inventories, leadtime, and throughput. Since the services do not use a common computer system to track/compute capacity data, a computer simulation provided the data used to meet the research objectives. The simulation modeled a serially interdependent system subject to statistical fluctuations. Variability in the system was reduced by reducing the spread around the processing time mean. This study puts USAF War Reserve Materiel (WRM) into perspective. Its purpose is to serve as an introduction for those who wish to further their knowledge of USAF WRM prepositioning. To fully understand the relevant issues concerning the placement of critical European WRM stockpiles, several areas of research are encompassed in this review. An historical analysis of US military logistics is provided. Then, an overview of current, world-wide events taking shape around the world, with particular emphasis given to their effects on US decision-making strategies, is accompanied by a synopsis of both US and Soviet military doctrine.

This thesis investigated the feasibility of applying artificial intelligence technology within the Standard Base Supply System (SBSS). With assembly endless reductions in manpower authorizations within the SBSS and the potential for a continued loss of expert knowledge, the use of knowledge-based system (KBSs) was examined to determine if these systems could alleviate this of manpower. This research analyzed twenty-three maintenance constraint and three production output performance measures for nine SAC aircraft systems. SAS System for Elementary Statistical Analysis is used to analyze twenty-one months of ex post facto maintenance data. Correlation analysis is used to identify maintenance constraints that assist in explaining aircraft maintenance production capability. Forward stepwise regression is used to build predictive models of maintenance production capability for each of the nine aircraft systems. The twenty-three maintenance constraint measures are regressed against three productivity output measures: Mission Capable Rate, Total Not Mission Capable Supply Rate and Total Not Mission Capable Maintenance Rate. This research addressed the problem of an assessment, from an Air Force perspective, of the effectiveness of the four criteria measuring military value associated with the 1991 Base Closure/Realignment Commission. The Department of Defense had determined military value to be 'preeminent' among all other considerations in reducing the size of the military basing structure, based on a reduction of the perceived military threat. An expert system was developed to verify the captured strategies.
