This research study examined the standard type unit development process for the Air Force. Current standard type unit development procedures were determined by a literature review. The literature review, with the interviews, provided information regarding the history of, purpose for, and possible alternatives for developing standard type units. A Delphi questionnaire was developed to determine how well the current process works, how standard type units worked for Desert Shield/Storm, and possible ways to improve the development process. This study examined differences based on computer and paper modes of administration in psychological testing. The hypotheses tested were the expectations that scores on the computer Wonderlic Personnel Test (WPT) would be higher than the paper version and subjects would report higher levels on the computer Vocational Preference Inventory (VPI) scales. A counterbalance experimental design with two experimental groups was used. The subjects were volunteers from the Air Force Institute of Technology (AFIT) and Wright State University (WSU); 90 subjects completed the study. This thesis establishes definitions for 50 contracting terms through the use of a detailed methodology comparable to that utilized on past theses of similar intent. Through a thorough review of current literature, existing definitions were examined. Based upon the results of this analysis, proposed definitions were assimilated. Through the use of a mailed questionnaire/survey, the proposed definitions were presented to randomly selected Certified Professional Contract Managers (CPCMs) for feedback. Based upon this feedback, the proposed definitions were then revised to reflect actual current usage of the terminology as indicated by the survey results. This research examined the magnitudes of the performance, supportability, life-cycle cost, schedule, and management risk factors in current Republic of China Air Force (ROCAF) weapon systems acquisition programs and analyzed the risk drivers with respect to those risk factors. Mid-to-high level managers in the ROCAF and Chung-Sun Institute of Science and Technology (CSIST) were surveyed to determine the extent to which various risk factors were contributing to program risk. A total of fifty-four (54) managers responded to the survey. The results indicate: high risks to performance, supportability, life cycle cost, and schedule, and moderate risk to management. The purpose of this study was to analyze the strategic plans of USSOCOM to determine its role in resolving the C3 interoperability issues. A model using strategic controls and Theory of Constraints was used as a standard to evaluate USSOCOM's management plans. A literature search revealed that hardware and new technology were the primary concerns of previous studies. However, the literature did not address whether the lack of a formal strategy contributed to the C3 interoperability problems. To properly manage the Installation Restoration Program (IRP) in the future, the Air Force (AF) needs a method to assess progress based on improvements in environmental conditions. An integral part of evaluating progress toward protecting human health and the environment is the assessment of risk reduction as a result of cleanup actions. The AF currently uses the Defense Priority Model (DPM) to assist in setting priorities for funding remedial actions at IRP sites. The DPM provides a numerical score for IRP sites representing the relative potential risk based on the environmental conditions at a site before remedial actions are taken. …

Most, if not all, of Air Force IRP restoration work is accomplished through contracting avenues. The present system of cleanup and close out of these IRP sites is inefficient, time consuming, and costly. Expedient cleanup of contaminated sites will depend in large part upon on how effectively the USAF manages its restoration contracts. Difficulties are encountered due to differences in interpretation and/or vagueness of contracting and environmental information by all parties involved. This study investigated methods to reduce the use and release of chlorofluorocarbon (CFC) refrigerants and evaluated alternatives to CFCS in air- conditioning and refrigeration systems. A life cycle cost (LCC) analysis formed the basis for evaluation. A literature review examined applicable CFC directives, containment methods, replacement refrigerants, and alternative processes. The results of the LCC analysis showed that maintaining the existing CFC system was always the least costly alternative. When forced to replace a CFC reciprocating package unit, the best replacement was a non-CFC reciprocating unit. The most practical replacement for reciprocating chillers was a new reciprocating chiller for systems …

The purpose of this research was development of a methodology for characterization and management of Nonpoint Source (NPS) water pollution. Section 319 of the 1987 Water Quality Act requires states to develop management programs for reduction of NPS pollution via Best Management Practices (BMPs). Air Force installations are expected to abide by federal, state, and local environmental regulations. Currently, the Air Force does not have a methodology to identify and quantify NPS pollution, or a succinct catalog of BMPs. The Air Force's Pollution Prevention Program Mandates composting as an opportunity to reduce landfill disposal and save future environmental costs. This research considers composting technologies used in mixed municipal solid waste and yard waste applications. The thesis presents technical aspects of composting and also summarizes operational techniques of successful composting sites across the United States. This study compares the aircraft maintenance structure being implemented by General Merrill A. McPeak with that of the previous structure typified by TACR 66-5. Historical aircraft data is used to compare organizational structures. Data from the USAF and USN is used to build regression models to determine if organizational structure contributes to combat capability. Statistical tests are used to determine if a significant difference exists between the two organizational structures. Regression analysis and comparison of the results lead the researchers to conclude that a significant difference exists in the performance measures of COMO and Objective Wing organizations. This study revealed that although the Depot Maintenance Interservicing (DMI) study process has the potential for considerable savings in the Depot Source of Repair (DSOR) decision it has failed to do so. The DMI study process and the acquisition programs are well established. This research demonstrates the application of expert system technology to automate the aircraft load selection process performed when transporting hazardous cargo. The resulting computer program is an expert system named HAZARD. This system incorporates the regulations governing hazardous cargo compatibility with the heuristics used by experts in loadplanning operations. The impetus to develop such a system is the January 1993 conversion of regulation guidelines for hazardous cargo classification and management in Air Force Regulation 71-4, to a universal international standard. As military developers provide increasingly complex weapon system, it becomes more difficult for maintenance technicians to perform their jobs. One aspect of the technicians' world is the need to access technical information in the performance of their duties. This study investigated two electronic display systems to evaluate which enhanced technician performance more. A Head Mounted Display (HMD) device and a portable hand-held flat-screen computer were evaluated in the performance of two flightline maintenance activities. This study investigated the United States motor carrier industry experience with deregulation to afford a comparison with the European Community's (EC) expanded trade liberalization and harmonization program known as EC '92. Historical backgrounds were provided for the U.S. and European trucking industries highlighting significant similarities between the two. Relevant studies in the fields of trucking deregulation and logistics were reviewed Specifically, route control, price setting, efficiencies, and market share and concentration were analyzed. This research evaluated the effectiveness of the enlisted evaluation performance feedback system. The Air Force created the feedback system because many airmen, especially those in lower ranks, did not know or did not understand their duties. Therefore, for the purpose of this study, effectiveness was defined as the degree to which the Air Force model mimicked the ideal feedback model as formulated by the researcher's analysis of the literature. Historically, Foreign Military Sales non-standard item support has been a labor-intensive, time-consuming process. Additionally, when forced to compete for USAF resources, the foreign customer's need is often subjugated to the higher priority active USAF requirements. These problems motivated the Air Force to initiate a program to streamline procedures for the procurement of non- standard items. The program is the Nonstandard Item Parts Acquisition and Repair Support (NIPARS) program. This study examined the reparable logistics pipeline and identified characteristics and associated problems with the processing of Foreign Military Sales (FMS) repair and replace aircraft assets. Areas of investigation included examining the FMS logistics reparable pipeline and determining what section of the pipeline the USAF controls or can influence, identifying the individual problems within that section of pipeline, and collecting and analyzing data pertaining to FMS repair and replace requisitions. The purpose of this study was to investigate the notification process for defective medical materiel within the Department of Defense. The study first evaluated the efficiency of the current notification process for defective medical materiel within the Army, Navy, and Air Force. Second, a streamlined notification process and tri-service Type 1 message for defective medical materiel was developed. Finally, the effectiveness of this tri-service message was evaluated in comparison to the current notification messages used by the three services. This research compares the Theater Simulation of Airbase Resources (TSAR) model to the sortie generation (SORGEN) module of the AH Mobile Tactical Air Force (AMTAF) model, qualitatively and quantitatively, while concurrently developing and proving a model co methodology. The qualitative analysis compares the models' background and documentation, features and databases, and useability. The quantitative analysis statistically compares the models' estimates of sorties generated. The purpose of this research was to determine the effect of the US air Force Squadron Officer School (SOS) training curriculum by measuring students' self-efficacy before and after training. The authors verified through the literature that an individual's personal assessment of his self-efficacy was associated with task understanding and performance. This thesis compared vehicle maintenance training between the U.S. Air Force (USAF) and a leading civilian training organization, Cuyahoga Valley Joint Vocational School (CVJVS), using benchmarking. First, the study identified the USAF and civilian automotive training industries conduct training. Next, the researchers identified common areas for comparison between training programs. Then, the industry leader's best practice was identified. The best practice at CVJVS as the National Automotive Technicians Education Foundation (NATEF) certification process. Military manpower management principles and policies are in constant flux as the military forces mobilize and demobilize during periods of war and peace. This study identifies trends in U.S. military manpower policies and procedures from 1890 to 1991. Major military conflicts reviewed are the Spanish- American War, World wars I and II, the Korean Conflict, the Vietnam War, and the Persian Gulf War. In all wars until Vietnam, post war active duty forces were larger than prewar forces. However, these active duty forces tended to be relatively small until the Cold War period. This study modeled the USAF unit-level Air Combat Mission Planning (ACMP) process and developed a methodology for evaluating the effectiveness of changes to the process. The study also reports relevant mission planning lessons learned from Desert Storm and demonstrates application of the developed evaluation methodology. An exploratory multidisciplinary literature review builds a research foundation for the evaluation methodology. Foundation areas reviewed include unit-level operations, command and control, planning, decision theory, decision aiding, and model-based problem solving. The purpose of this study was twofold. The primary objective of our research was to develop and report life-cycle cost estimates for new second stage ICBM booster designs to Phillips Laboratory. Our second objective (perhaps of equal or greater importance as the first), was to provide the users of these estimates with a taste of what exactly is involved in life-cycle costs, the cost estimating process, and factors that influence these items. This research focused on the development of a unit cost model for the Professional Continuing Education (PCE) program within the Air Force Institute of Technology's School of Systems and Logistics. The methodology employed follows that issued in the Unit Cost Resourcing Guidance developed by DoD and was limited to utilizing the accounting structure already in place. This model can be used primarily at the beginning of each planning cycle to determine the rate to charge customers for courses provided in the coming fiscal year.
