There are more than 4,000 Air Force (AF) sites requiring restoration due to hazardous waste contamination. The AF goal is to completely restore all sites by 2000. One method of achieving this ambitious goal is to use in-house capabilities. This study examined the potential use of RED HORSE capabilities and training activities to assist with cleanup of contaminated sites. RED HORSE capabilities and training requirements were compared to the primary cleanup needs of the AF. One finding of this study suggests cleanup of sites contaminated by volatile organic chemicals (VOCs) is the primary need of the AF. The findings also …

This research identified management practices of airfield and aircraft de/anti-icing constituents which may be implemented to deal with new storm water legislation. Storm water regulations require that deicing operations obtain a NPDES permit for discharges into storm water runoff which may mandate the use of Best Management Practices. An FAA civilian airport survey and a USAF survey were used, with a literature search, to identify practices of de/anti- icing constituents. Four major constituents are used-glycol, urea, calcium magnesium acetate, and sodium formate. This research demonstrates the application of expert system technology to automate the aircraft load selection process performed when transporting hazardous cargo. The resulting computer program is an expert system named HAZARD. This system incorporates the regulations governing hazardous cargo compatibility with the heuristics used by experts in loadplanning operations. The impetus to develop such a system is the January 1993 conversion of regulation guidelines for hazardous cargo classification and management in Air Force Regulation 71-4, to a universal international standard. The purpose of this study was to investigate the notification process for defective medical materiel within the Department of Defense. The study first evaluated the efficiency of the current notification process for defective medical materiel within the Army, Navy, and Air Force. Second, a streamlined notification process and tri-service Type 1 message for defective medical materiel was developed. Finally, the effectiveness of this tri-service message was evaluated in comparison to the current notification messages used by the three services. This study analyzes three commonly practiced approaches to Government acquisition of space launch services. These approaches are employed by The U.S. Air Force, the National Aeronautics and Space Administration, and the Strategic Defense Initiative Organization. The literature review provides a comprehensive overview of the commercial space launch industry and details critical perspectives on commercial, launch. Launch contracts which were representative of each organization's acquisition procedures were investigated and evaluated along several critical issues and elements of the space launch acquisition process. This study was performed to recommend which commercial acquisition practices should be adopted in government acquisitions of commercially available aircraft. Previous studies, dating to 1972, illustrate the value of adopting commercial style acquisition practices in government acquisitions. Using commercial style acquisition practices can provide the government with lower costs and faster delivery with no sacrifice of quality. As a customer of the aircraft manufacturing community, the government must adapt to global market changes. The purpose of this research effort was to identify factor that affect the warranty cost-benefit analysis for the Sensor Fuzed Weapon (SFW) system since an essential performance requirement (EPR) warranty waiver was under consideration. Defense funding has become scarce, and the limited dollars must be spent wisely. A cost-benefit analysis should provide a relevant projection of cost-effectiveness based on the best available data. The SFW and other dormant weapon systems present difficulties in determining cost- effectiveness because the systems most probably will be non-operating, non- reusable, and non-restorable. The purpose of this research was to develop an Environmental Audit Management Plan (EAMP) tailored to meet the specific requirements of the Royal Australian Air Force (RAAF). The research also examined the resources which would be required to introduce the proposed EAMP into the RAAF. The literature on environmental compliance auditing identifies a number of essential characteristics required for an effective environmental auditing program. This research developed a model to prioritize pollution prevention projects for the distribution of limited financial resources. This model was designed for use at the major command (MAJCOM) level. Each MAJCOM is allowed to select the attributes believed to be most appropriate for evaluating pollution prevention projects. The system also allows the flexibility for MAJCOMs to weight the attributes in accordance with requirements. The model uses "fuzzy logic" and the Displaced Ideal Model (DIM) to prioritize projects that currently do not have an imminent compliance deadline, but are important due to potential noncompliance with future regulations. This study investigated methods to reduce the use and release of chlorofluorocarbon (CFC) refrigerants and evaluated alternatives to CFCS in air- conditioning and refrigeration systems. A life cycle cost (LCC) analysis formed the basis for evaluation. A literature review examined applicable CFC directives, containment methods, replacement refrigerants, and alternative processes. The results of the LCC analysis showed that maintaining the existing CFC system was always the least costly alternative. When forced to replace a CFC reciprocating package unit, the best replacement was a non-CFC reciprocating unit. The most practical replacement for reciprocating chillers was a new reciprocating chiller for systems …

This thesis reviews composting as a solid waste management option for the Air Force. The Air Force's Pollution Prevention Program Mandates composting as an opportunity to reduce landfill disposal and save future environmental costs. This research considers composting technologies used in mixed municipal solid waste and yard waste applications. The thesis presents technical aspects of composting and also summarizes operational techniques of successful composting sites across the United States. This study constructed a model to determine the feasibility of building municipal solid waste (MSW) fired modular heat recovery incinerators (HRIs) on Air Force installations. The model consisted of three gates. Gate one identified current federal regulatory air emission requirements for various HRI pollutants. It also specified two air pollution control configurations with emission reduction efficiencies capable of achieving these requirements. Gate two presented a life-cycle cost (LCC) economic analysis methodology. Operational and cost data for existing modular HRIs located in the United States facilitated the development of regression equations that estimate capital and annual operating costs for a modular …

Most, if not all, of Air Force IRP restoration work is accomplished through contracting avenues. The present system of cleanup and close out of these IRP sites is inefficient, time consuming, and costly. Expedient cleanup of contaminated sites will depend in large part upon on how effectively the USAF manages its restoration contracts. Difficulties are encountered due to differences in interpretation and/or vagueness of contracting and environmental information by all parties involved. As military developers provide increasingly complex weapon system, it becomes more difficult for maintenance technicians to perform their jobs. One aspect of the technicians' world is the need to access technical information in the performance of their duties. This study investigated two electronic display systems to evaluate which enhanced technician performance more. A Head Mounted Display (HMD) device and a portable hand-held flat-screen computer were evaluated in the performance of two flightline maintenance activities. This research develops a Pollution Prevention Investment Decision Model (PPIDM) to evaluate the financial feasibility of pollution prevention alternatives. The PPIDM provides managers with simple, systematic, and flexible guidelines for making accurate and expedient decisions when considering pollution prevention alternatives. The model illustrates that a comprehensive analysis is not always necessary. The PPIDM gives managers the flexibility to adjust the economic feasibility criteria based on top management's perceptions of the political environment. When top management places a very high value on political considerations, economic criteria is insignificant and the project may be implemented immediately without further analysis. The Pollution Prevention Act of 1990, Air Force Directive 19-4, and the Air Force Pollution Prevention Plan require installations to reduce the amounts of hazardous waste generated. To meet the requirements set forth in these documents, each waste stream containing a hazardous waste needs to be identified and characterized for changes in policies or procedures that would reduce the hazardous waste generated. To properly manage the Installation Restoration Program (IRP) in the future, the Air Force (AF) needs a method to assess progress based on improvements in environmental conditions. An integral part of evaluating progress toward protecting human health and the environment is the assessment of risk reduction as a result of cleanup actions. The AF currently uses the Defense Priority Model (DPM) to assist in setting priorities for funding remedial actions at IRP sites. A number of studies have linked childhood sexual abuse to problems with alcohol and sexual dysfunction in adult women. Moreover, some researchers suggest temporal sequences in which either (a) early sexual abuse increases women's risks of sexual dysfunction, which in turn leads to increased alcohol use, or (b) the reverse, in which sexual abuse contributes to excessive drinking, which in turn impairs sexual functioning.

The effects of desmopressin acetate (DDAVP), a vasopressin analog, were investigated using a computerized task designed to measure speed of accessing long-term memory at three levels of processing (physically identical decisions, same name decisions and same category decisions), and an unexpected free recall of the words presented. Forty-one healthy females and forty-three healthy males (age 18-34) intranasally received either 60 ug DDAVP in 0.6 ml of solution or 0.6 ml of saline 20 minutes prior to testing. DDAVP did not affect response time on the computerized task; however, when response time control trials were subtracted from the corresponding cells of …

Recently, there have been clinical psychologists appearing in court to testify as expert witnesses. However, the use of psychology in the legal system has a history dating back to Thucydides in the fifth century B.C. The early focus of psychology was on the determination of insanity. Later, eye witness testimony (especially of children as witnesses) was challenged in the courtroom using psychological principles. Children are increasingly used to testify as alleged abuse victims. The purpose of this descriptive, survey study was to identify intrinsic and extrinsic factors that motivate critical care registered nurses (RN’s) in entering a graduate nurse anesthesia educational program. The intent was to identity specific motivators to provide information helpful in increasing the number of anesthesia educational program enrollments to alleviate the shortage of certified registered nurse anesthetists (CRNAs).

A pilot study was conducted. Program directors were contacted for permission to approach the students. This study examines the history of county poor farms in North Dakota and places them within the wider perspective of poor relief in the United States.

North Dakota inherited its system of poor relief from the Elizabethan and American colonial poor laws. Poorhouses were a part of poor relief practices that also included local responsibility, outdoor relief, indenture of paupers, the poor list, expulsion of non-resident paupers, pauper burial, discouragement of vagrancy, and family responsibility for the poor.

This study examined the leadership behaviors of Native American presidents of accredited tribally chartered and controlled community colleges. The Leader Behavior Description Questionnaire-Form XII was used to obtain the self-perceptions of seven Native American presidents about their leadership behavior. In addition, the perceptions of three faculty members, three administrative staff members, and two board members concerning the leadership behaviors of their president at each of the seven colleges were obtained through the LBDQ-12. Each president also was requested to complete a questionnaire designed for this study to collect biographical data and data about their goals, challenges, and accomplishments.
