Subsidized Housing, Private Developers And Place: A Spatial Analysis Of The Clustering Of Low Income Housing Tax Credit Properties In The 25 Largest U.S. Cities, Tara O'Neill
LSU New Orleans Theses and Dissertations
The Low Income Housing Tax Credit Program is the primary federal program for producing new units of affordable housing. The program provides financial incentives to private developers to develop and operate affordable rental housing. In recent years, evidence has emerged that the program has led to clusters of subsidized housing in some cities. It is hardly surprising that some clustering would exist in a program in which the housing is constructed and owned by private developers. Despite the significant number of units produced by the program and despite the potential tendency for clustering of units built under this program, the …
Application Of The Method Of Least Squares To A Solution Of The Matched Field Localization Problem With A Single Hydrophone, Sean R. Chapin
Application Of The Method Of Least Squares To A Solution Of The Matched Field Localization Problem With A Single Hydrophone, Sean R. Chapin
LSU New Orleans Theses and Dissertations
The single hydrophone localization problem is considered. Single hydrophone localization is a special case of matched field localization where measurements from only one hydrophone are available. The time series of the pressure at the hydrophone is compared with predicted times series calculated using an ocean acoustic propagation model for many different source locations. The source location that gives the best match between the predicted time series and the measurement is assumed to be the correct source location. Single hydrophone localization algorithms from the literature are reviewed and a new algorithm is introduced. The new algorithm does not require knowledge of …
An Examination: Using Participatory Action Research In A Marginalized Coastal Community At Risk To Natural Hazards, Joselin Simoneaux Landry
An Examination: Using Participatory Action Research In A Marginalized Coastal Community At Risk To Natural Hazards, Joselin Simoneaux Landry
LSU New Orleans Theses and Dissertations
This extended case study examines the appropriateness of using Participatory Action Research (PAR) in a small, marginalized coastal community at risk to natural hazards. PAR is a method of conducting high-quality research to support the social change goals of diverse cultural and ethnic communities, especially as they relate to community involvement, democracy, emancipation, and liberation (Lindsey and McGuinness (1998). PAR is not the typical research methodology for hazards research. The community's goal was to "Save our heritage and our land". They consisted of 75-80 members who primarily make their living by seafood extraction. This community has experienced social oppression and …
Clustering Via Supervised Support Vector Machines, Sepehr Merat
Clustering Via Supervised Support Vector Machines, Sepehr Merat
LSU New Orleans Theses and Dissertations
An SVM-based clustering algorithm is introduced that clusters data with no a priori knowledge of input classes. The algorithm initializes by first running a binary SVM classifier against a data set with each vector in the set randomly labeled. Once this initialization step is complete, the SVM confidence parameters for classification on each of the training instances can be accessed. The lowest confidence data (e.g., the worst of the mislabeled data) then has its labels switched to the other class label. The SVM is then re-run on the data set (with partly re-labeled data). The repetition of the above process …
Family Ownership And Its Impact On Diversified Indian Business Group Ownership, Vijay Kumar Vishwakarma
Family Ownership And Its Impact On Diversified Indian Business Group Ownership, Vijay Kumar Vishwakarma
LSU New Orleans Theses and Dissertations
By using the data on Indian firms on the BSE 500 Index during the period 2005-2006, we find that family ownership affects group affiliated firms more positively than standalone firms. Group affiliated firms underperform initially as compared to standalone firms but after certain threshold of family ownership their performance becomes better than standalone firms. Within diversified Indian Business Group, family ownership affects highly diversified affiliates positively. Effect of family excess vote holdings and involvement of family management is found to be insignificant. We also find that block holders affect firm value negatively. Our results are in contrast with the existing …
Nonaqueous Synthesis Of Metal Oxide Nanoparticles And Their Surface Coating, Ming Zhang
Nonaqueous Synthesis Of Metal Oxide Nanoparticles And Their Surface Coating, Ming Zhang
LSU New Orleans Theses and Dissertations
This thesis mainly consists of two parts, the synthesis of several kinds of technologically interesting crystalline metal oxide nanoparticles via high temperature nonaqueous solution processes and the formation of core-shell structure metal oxide composites using some of these nanoparticles as the core with silica, titania or polymer as shell via a modified microemulsion approach. In the first part, the experimental procedures and characterization results of successful synthesis of crystalline iron oxide (Fe3O4) and indium oxide (In2O3) nanoparticles are reported. Those nanoparticles exhibit monodispersed particle size, high crystallinity and high dispersibility in non-polar solvents. The particle size can be tuned by …
Relationship Between Land Use And Surface Water Quality In A Rapidly Developing Watershed In Southeast Louisiana, Andrea Bourgeois-Calvin
Relationship Between Land Use And Surface Water Quality In A Rapidly Developing Watershed In Southeast Louisiana, Andrea Bourgeois-Calvin
LSU New Orleans Theses and Dissertations
The Tangipahoa River and Natalbany River watersheds (Tangipahoa Parish/County) in the Lake Pontchartrain Basin (southeastern Louisiana) are experiencing rapid urbanization, particularly in the wake of the 2005 hurricane season. To document the impact of land use on water quality, thirty sites were monitored for surface water physiochemical, geochemical, and bacteriological parameters. Water quality data was compared to land use within four sub-watersheds of the Tangipahoa Watershed and three sub-watersheds of the Natalbany Watershed. Urbanization had the most profound impact on water quality of all land uses. In watersheds with little urban land cover (< 7% with the sub-watershed) waterbodies had low dissolved salt, nutrient, and fecal coliform concentrations and high dissolved oxygen levels. Waterbodies within the urban region (> 28% urban land cover within the …

Counselors' Perceptions Of Training, Theoretical Orientation, Cultural And Gender Bias, And Use Of The Diagnostic And Statistical Manual Of Mental Disorders-Iv-Text Revision, Micah Patureau-Hatchett
LSU New Orleans Theses and Dissertations
Counselor educators and counseling practitioners today reflect the future direction of the counseling profession; therefore, their opinions are important when discussing how professional counselors can reconcile the basic philosophies of humanistic counseling with the practical advantages and ethical and philosophical disadvantages that appear to be coexistent when discussing the diagnosis of clients and the Diagnostic and Statistical Manual of Mental Disorders IV-Text Revision (DSM). This study sought to provide a reflective and concise description of the current perceptions of licensed professional counselors in reference to their training, their practice, and their dispositions about diagnosis and utilization of the DSM despite …
Human Health Risk Assessment For Petroleum Refining Industry Of The Remaining Air Toxics After Mact I Emissions Reductions, Nadia C. Roa
Human Health Risk Assessment For Petroleum Refining Industry Of The Remaining Air Toxics After Mact I Emissions Reductions, Nadia C. Roa
LSU New Orleans Theses and Dissertations
Inhalation risks on human health for hazardous air pollutants emitted from MACT I petroleum refining industry were determined using EPA HEM-3 Program. Methodology included compiling vertical and fugitive emissions from 2002 National Emissions Inventory for sources inside two facilities in Louisiana, 'Motiva Norco' and 'Valero St. Charles' refineries. Six cases were modeled applying EPA criteria, where cancer risks are 'low' if the probability is. 1/1, 000, 000, and non-cancer risks are harmful when hazard quotient is > 1. It was demonstrated that fugitive emissions have more impact on human health than the verticals because of their significant portion of the total …
Abundance And Distribution Of Early Life Stage Blue Crabs (Callinectes Sapidus) In Lake Pontchartrain, Lissa Lyncker
Abundance And Distribution Of Early Life Stage Blue Crabs (Callinectes Sapidus) In Lake Pontchartrain, Lissa Lyncker
LSU New Orleans Theses and Dissertations
I conducted a 12-month study of near-shore habitats in Lake Pontchartrain to assess spatiotemporal variation in the abundance of early life stage blue crabs (Callinectes sapidus). Collections were made using a 1 m2 throw trap and data showed that C. sapidus numbers varied over time and among sites. Two recruitment events occurred during the study. During the first recruitment in May-June, C. sapidus entered Lake Pontchartrain via the Inner Harbor Navigational Canal. In September-October, C. sapidus entered the Lake Pontchartrain via the Rigolets and Chef passes. My data suggest that C. sapidus utilize water circulation within the Lake Pontchartrain as …
Two Essays On The Role Of Information In The Interaction Between American Depository Receipts And Their Home Shares: Information Transfer And Issuer Decisions, Oi Lin Cheung
LSU New Orleans Theses and Dissertations
American Depository Receipts (ADRs) represent shares of foreign firms that are issued and traded in the U.S. Since an ADR and its underlying shares represent ownership interest of the same firm, they should be perfect substitutes in a perfect market. However, market imperfections such as differences in information environment, liquidity, investment and trading restrictions, taxes, control right, corporate governance might make them less-than-perfect substitutes. These imperfections, on the other hand, also present opportunities for research. This dissertation consists of two essays on ADRs, both related to the effects of less-thanperfect information. Specifically, the first essay examines the return and volatility …
Simulation Of Combustion And Thermal-Flow Inside A Pyroscrubber, Lei Zhao
Simulation Of Combustion And Thermal-Flow Inside A Pyroscrubber, Lei Zhao
LSU New Orleans Theses and Dissertations
The main function of a pyroscrubber in petroleum coke calcining process is to oxidize the carbonaceous contents, including hydrocarbon volatiles, of the exhaust gas from the calcination kiln, so as to leave no more than small traces of unburned volatiles, solid carbon, ashes, or emissions (e.g. CO, NOx and SOx) in the flue gas finally discharged. To maximize the energy recovery and reduce pollutant emission from the pyroscrubber, 3-D computational models are developed using FLUENT to simulate the combustion and thermal-flow phenomena inside the pyroscrubber. The results show the 3-D behavior of the flow, the reaction inside the pyroscrubber, effect …
Distributed Support Vector Machine Learning, Kenneth C. Armond Jr.
Distributed Support Vector Machine Learning, Kenneth C. Armond Jr.
LSU New Orleans Theses and Dissertations
Support Vector Machines (SVMs) are used for a growing number of applications. A fundamental constraint on SVM learning is the management of the training set. This is because the order of computations goes as the square of the size of the training set. Typically, training sets of 1000 (500 positives and 500 negatives, for example) can be managed on a PC without hard-drive thrashing. Training sets of 10,000 however, simply cannot be managed with PC-based resources. For this reason most SVM implementations must contend with some kind of chunking process to train parts of the data at a time (10 …
The Use, Beliefs, Perceived Barriers, And Methods Of Delivery Of Play Therapy By Elementary School Counselors, Christine Holbrook Ebrahim
The Use, Beliefs, Perceived Barriers, And Methods Of Delivery Of Play Therapy By Elementary School Counselors, Christine Holbrook Ebrahim
LSU New Orleans Theses and Dissertations
Mental health problems can interfere with a child's ability to succeed in school (Hootman, Houck, & King, 2003) and ultimately increase the risk of family dysfunction, drug abuse, juvenile incarcerations, and school drop out (American Academy of Pediatrics, 2004). Because young children often lack the verbal skills needed to communicate anxieties or fears and because children naturally communicate through the use of play, elementary school counselors realize that play therapy is an appropriate alternative to talk therapy (Landreth, 2002). Although recent studies have demonstrated the efficacy of play therapy with elementary school students suffering from conduct disorders (Cochran & Cochran, …
Exploring The Nature Of Language Anxiety: Experiences Of Nonnative Englishspeaking College Students In The United States, Noriko Ito
LSU New Orleans Theses and Dissertations
The thought of learning another language makes some people cringe, while others display neutral to positive reactions. To understand the complex experiences of students learning a new language, this study investigated the affective psychological development encompassing language anxiety (LA) among nonnative Englishspeaking college students in the United States (US). The purpose of this study was to identify LA, while keeping in mind that some of the LA experiences may be moderate to none, and to explore the nature of this phenomenon. Ten university students from nine different countries were interviewed concerning their experiences learning and functioning in English in the …
A Holistic Assessment Of The Perceived Supportive Care Needs Of Cancer Patients During Treatment, Robert B. Gardner
A Holistic Assessment Of The Perceived Supportive Care Needs Of Cancer Patients During Treatment, Robert B. Gardner
LSU New Orleans Theses and Dissertations
The purpose of the study was to describe the personal experience of individuals undergoing cancer treatment in an outpatient clinic by examining their perceived supportive care needs. The theoretical basis of the study lies in Alfred Adler's holistic view of human beings as unique and indivisible (1927/1954). Six individuals recently diagnosed with cancer were recruited from the same regional outpatient cancer clinic located at a major university medical center. A semi-structured interview process with open-ended questions was utilized to understand how people individually and collectively experience cancer and cancer treatment. The 17 factors of the wellness model (Witmer, Sweeney, & …
Spatiotemporal Indexing With The M-Tree, John Finigan
Spatiotemporal Indexing With The M-Tree, John Finigan
LSU New Orleans Theses and Dissertations
Modern GIS applications for transportation and defense often require the ability to store the evolving positions of a large number of objects as they are observed in motion, and to support queries on this spatiotemporal data in real time. Because the M-Tree has been proven as an index for spatial network databases, we have selected it to be enhanced as a spatiotemporal index. We present modifications to the tree which allow trajectory reconstruction with fast insert performance and modifications which allow the tree to be built with awareness of the spatial locality of reference in spatiotemporal data.
Critical Events, Commitment, And The Probability Of Civil War, Ursula E. Daxecker
Critical Events, Commitment, And The Probability Of Civil War, Ursula E. Daxecker
LSU New Orleans Theses and Dissertations
This dissertation investigates how political instability is related to the probability of civil war. According to the literature in comparative politics, regime breakdown is caused by critical events such as economic decline, defeat in interstate war, death of a leader in office, or changes is the international balance of power. Drawing on Powell (2004, 2006), I conceptualize such critical events as shifts in the domestic distribution of power that can lead to a bargaining breakdown and, in consequence, military conflict. Following a shock to government capabilities, current leaders and the opposition are bargaining for a share of authority. The government …
Communicating Emotion Through Images And Music In Narrative Film, Peter Edward Hagan
Communicating Emotion Through Images And Music In Narrative Film, Peter Edward Hagan
LSU New Orleans Theses and Dissertations
Art can be the bearer of expressive qualities embodied into the work by its creator. The creator of the work can imbed into the work his or her own feelings which are deeper than mere emotions. The emotions can be named, but the feelings are on a deeper subconscious more intangible level for which mere labels can not describe, but which in sensitive hands can be incorporated into the work. In the case of narrative film, which is a collaborative art form, it is the choices made by the film's director which facilitates this process, augmented by the musical score …
B-Spline Boundary Element Method For Ships, Aditya Mohan Aggarwal
B-Spline Boundary Element Method For Ships, Aditya Mohan Aggarwal
LSU New Orleans Theses and Dissertations
The development of a three dimensional B-Spline based method, which is suitable for the steady-state potential flow analysis of free surface piercing bodies in hydrodynamics, is presented. The method requires the B-Spline or Non Uniform Rational B-Spline (NURBS) representation of the body as an input. In order to solve for the unknown potential, the source surface, both for the body as well as the free surface, is represented by NURBS surfaces. The method does not require the body surface to be discritized into flat panels. Therefore, instead of a mere panel approximation, the exact body geometry is utilized for the …
Factors Predicting Therapeutic Alliance In Antisocial Adolescents, Tiffany P. Simpson
Factors Predicting Therapeutic Alliance In Antisocial Adolescents, Tiffany P. Simpson
LSU New Orleans Theses and Dissertations
Therapeutic alliance is a robust predictor of future therapeutic outcomes. While treatment of normal children and adolescents is often hard, treating antisocial youth is especially difficult because of the social, cognitive, and emotional deficits experienced by these youth. This study investigated whether differing levels of callous-unemotional (CU) traits influenced the formation of therapeutic alliance in a sample of 51 adjudicated youth in juvenile institutions. Also, we tested whether therapeutic alliance influenced success in the institution and whether this association differed based on levels of CU traits. Results revealed that CU traits and selfreported delinquency were both modestly related to institutional …
Protecting 802.11-Based Wireless Networks From Scts And Jack Attacks, Zhiguo Zhang
Protecting 802.11-Based Wireless Networks From Scts And Jack Attacks, Zhiguo Zhang
LSU New Orleans Theses and Dissertations
The convenience of IEEE 802.11-based wireless access networks has led to widespread deployment. However, these applications are predicated on the assumption of availability and confidentiality. Error-prone wireless networks afford an attacker considerable flexibility to exploit the vulnerabilities of 802.11-based mechanism. Two of most famous misbehaviors are selfish and malicious attacks. In this thesis we investigate two attacks: Spurious CTS attack (SCTS) and Jamming ACK attack (JACK). In the SCTS, malicious nodes may send periodic Spurious CTS packets to force other nodes to update their NAV values and prevent them from using the channel. In the JACK, an attacker ruins legitimate …

Handcuffs Or Stethoscopes: A Cross-National Examination Of The Influence That Political Institutions And Bureaucracy Have On Public Policies Concerning Illegal Drugs, Chad Nilson
LSU New Orleans Theses and Dissertations
This dissertation attempts to explain why cross-national variation exists in government approaches to dealing with illegal drugs. As other scholars have shown, several domestic and international political factors do account for some of this variance. However less is known of the effect that bureaucratic dominance and political institutions may have on drug policy. This research argues that bureaucrats define problems in ways that make their services the best possible solution to policymakers. Mediating the ability of bureaucrats to influence drug policy outcomes are political institutions. Certain institutional structures foster a competitive policymaking environment while others foster a more cooperative policymaking …

Synthesis And Characterization Of Novel Nanoparticles For Use As Photocatalytic Probes And Radiotracers, Anindya Pradhan
LSU New Orleans Theses and Dissertations
Two novel synthetic routes to formation of gold-magnetite nanoparticles have been designed. Treatment of preformed magnetite nanoparticles with ultrasound in aqueous media with dissolved tetrachloroauric acid resulted in the formation of gold-magnetite nanocomposite materials. The other route involved irradiation of preformed magnetite nanoparticles by UV light in aqueous media with dissolved tetrachloroauric acid. This method resulted in the formation of gold-magnetite nanocomposite materials. These materials maintained the morphology of the original magnetite particles. The morphology of the gold particles could be controlled by adjusting experimental parameters, like addition of small amounts of solvent modifiers such as methanol, diethylene glycol, and …
