Visualizing Hydropower Across The Himalayas: Mapping In A Time Of Regulatory Decline, Kelly D. Alley, Ryan Hile, Chandana Mitra

This paper introduces the busy field of hydropower development in the Himalayan region of the GBM basin to press the urgency for greater information and data exchange. The paper provides an example of a mapping method and a database that will add to the existing online sources of information and analysis offered by nongovernmental agencies and some government departments. This project contributes to the general aim of many citizen groups to limit, monitor and regulate the practices of hydropower companies and the management of their infrastructure in the GBM. Socio-Ecological Vulnerability In A Tibetan Village On The Mekong River, China, Brendan A. Galipeau
HIMALAYA, the Journal of the Association for Nepal and Himalayan Studies
This work discusses pre-resettlement socioeconomic vulnerabilities to large hydropower dam construction as researched in a Tibetan village on the Mekong River in China’s Yunnan Province. Utilizing a vulnerability framework that investigates/engages local knowledge, quantitative and qualitative ethnographic research discovered that prior to resettlement, villagers have developed a very unique economy, engaging themselves in commodity exchanges built upon the highly prized caterpillar fungus (Ophiocordyceps sinensis) and other forest products. Government and private incentives given with the introduction of grape and red wine have become equally important as cash-generating agriculture. All of these economic resources are shown to display significant vulnerability to …

Over a period of five decades, Kangra District, located in the mountainous northern Indian state of Himachal Pradesh, has been continually si(gh)ted within different development imaginaries that have evolved at particular configurations of scale and time and been given shape within a succession of international bilateral projects. These development flows into the region have in turn fostered a plethora of competing institutions and practices, contributing their own sometimes divergent flows within an inherently mobile and “developmentalizing” terrain. Geographies That Make Resistance”: Remapping The Politics Of Gender And Place In Uttarakhand, India, Shubhra Gururani

By examining women’s active participation in a range of social movements over many decades in Uttarakhand Himalayas, the paper first explores what is it about this place that has produced such vibrant interventions from rural women and produced a gendered geography of resistance. It then focuses on the regional autonomy movement that shook the region in the nineties. Taking women’s participation seriously, the paper argues that the demand for a separate state and assertion of a regional identity even though was enmeshed in the messy electoral and reservation politics of caste, women’s large-scale participation and shifting support suggests that women …

The harvesting and selling of yartsa gunbu (literally “summer grass, winter worm”; Ophiocordyceps sinensis) is contributing to economic and social transformations across the Tibetan Plateau and Himalayan region faster than any development scheme could envision. Meanwhile, the rising demand for the commodity has been linked to violence and environmental degradation, and has generated concerns over resource sustainability. Although good data is emerging on harvesting practices, medical uses, and the booming market for yartsa gunbu, especially in Tibetan areas of China, little systematic research has explored village-level management practices and socioeconomic impacts. Feminist theory has expanded the sphere within which politics is assumed to occur and thus can make significant contributions to research on state transition. This paper traces the development of a research project wherein we combined our expertise and feminist commitments to explore the current political transition in Nepal. The project conceptualized market formation and resource governance to be important sites of political contestation and the formation of citizen subjectivities. Strategic Deployments Of ‘Sisterhood’ And Questions Of Solidarity At A Women’S Development Project In Janakpur, Nepal, Coralynn Davis
HIMALAYA, the Journal of the Association for Nepal and Himalayan Studies
Linguistic uses of ‘sisterhood’ provide a window into disparate understandings of relationality among virtual and actual interlocutors in women’s development across vectors of caste, class, ethnicity and nationality. In this essay, I examine the trope of ‘sisterhood’ as it was employed at a women’s development project in Janakpur, Nepal, in the 1990s. I demonstrate that the use of this common signifier of kinship with culturally disparate “signifieds” created a confusion of meaning, and differential readings of the politics of relationality. In my view, ‘sister,’ as used at this project, was a multivalent, strategically deployed, and divergently interpreted term. In particular, …

Across the northwestern Indian state of Himachal Pradesh, never-married, divorced, separated, abandoned and widowed women have joined together across differences of caste, class, ethnicity and region to organize as members of Ekal Nari Shakti Sangathan (the Association of Empowered Single Women). Until recently the term single woman (ekal nari) was rarely, if ever, used locally to describe a particular woman’s circumstances of living outside the institution of marriage. Yet since the emergence of Ekal Nari Shakti Sangathan (ENSS) in Himachal Pradesh in 2005, over 9,000 women have become dues-paying members of the organization, re-identifying as single women, and struggling collectively …

“Himalayan Connections: Disciplines, Geographies, Trajectories” was held from March 9-10, 2013 at Yale University in New Haven, Connecticut. The workshop was convened by Andrew Quintman (Religious Studies) and Sara Shneiderman (Anthropology), both Yale faculty members. It brought together a diverse group of researchers and practitioners to consider the interdisciplinary connections that might shape new approaches to Himalayan Studies; to recognize the diversity of perspectives that characterizes Himalayan scholarship; to consider the processes of change that affect ideas about the Himalaya; and to initiate dialogue towards future collaboration.

The Ready Materials For Another World: Frontier, Security, And The Hindustan-Tibet Road In The 19th Century Northwestern Himalaya, Kyle J. Gardner

This article examines the different ways in which the British conceived of and configured the northwestern Himalaya in the mid-19th century. It focuses on the proposal, construction, and justification of the Hindustan-Tibet Road from the late 1840s through to the 1860s. By examining this particular episode in British frontier formation, I hope to show that the pacific perception of this “natural frontier” region allowed for a plurality of configurations that would not be possible on the more contested and violent imperial fronts. In the year 1971, the renowned India film-maker Satyajit Ray made a documentary on Sikkim, commissioned by the royal family, to showcase the small Himalayan Kingdom which was then a protectorate of India. The content of the film however failed to impress its royal patrons and hence it was not publicly released. A few years later the kingdom was merged into India as the twenty-second state of the union and the film was banned by the Indian government for its sensitive topic. Searching For Security: India’S Role In The Post-War Federal Democratic Republic Of Nepal, Liam D. Anderson

This article aims to analyse New Delhi’s role in post-war Nepal, understood as part of its search for security in its periphery. India has been deeply involved in Nepali affairs since Independence, holding an influential position which has often engendered resentment, but which was nevertheless important in negotiating an end to the Maoists’ People’s War in 2006. Since engaging the Maoists, with whom New Delhi had a historically hostile relationship, India has appeared inclined to be seen as a supportive larger neighbour rather than an imposing regional hegemon. Making A ‘Hydropower Nation’: Subjectivity, Mobility, And Work In The Nepalese Hydroscape, Austin Lord
HIMALAYA, the Journal of the Association for Nepal and Himalayan Studies
This essay focuses ethnographic attention on changing patterns of subjectivity, livelihood, and agency co-arising within the production of Nepal's imagined hydropower future. As the projects and processes of hydropower development proliferate across the physical and human geographies of Nepal they produce many different kinds of risk and opportunity, as well as labor, mobility, and 'project-affected people'. Combining empirical and visual methods, this essay describes how these lived hydroscapes are shaped by shifting concepts of locality, belonging, citizenship, and 'affectedness' that are constantly evolving in response to an entanglement of aspirations and future-making projects.
