A set of three papers forms this dissertation. In the first paper I analyze an electricity market that does not clear. The system operator satisfies fixed demand at a fixed price, and attempts to minimize "cost" as indicated by independent generators' supply bids. No equilibrium exists in this situation, and the operator lacks information sufficient to minimize actual cost. As a remedy, we propose a simple efficient tax mechanism. With the tax, Nash equilibrium bids still diverge from marginal cost but nonetheless provide sufficient information to minimize actual cost, regardless of the tax rate or number of generators.;The second paper …

A large percentage of stationary engine applications are natural gas fueled. The cleanest of these large bore engines currently produce on the order of one gram of NOx per brake-horsepower hour (g/bhp-hr) of work done. The goal of this work is to reduce these emissions to 0.1 g/bhp-hr levels. Selective NOx Recirculation (SNR) is a technology which will help achieve these 0.1 g/bhp-hr levels. SNR has been proven in gasoline and diesel engines, with up to 90% NOx conversion rates being achieved, but not much is known about its overall efficiencies when used with natural gas engines. The purpose of this study is to develop a standard compression test for gathering mechanical strength properties, namely yield stress, modulus, and energy absorption all during a single compression test. Several carbon foams were tested using both the novel constrained method (developed herein) and the conventional unconstrained technique to compare the results. Statistical analysis has been performed on compression tests from three different carbon foams. Several other foams have also been tested to demonstrate that this procedure can be performed on any type of carbon foam, regardless of its precursor material or manufacturing process. Biometric systems utilize physiological or behavioral traits to automatically identify individuals. A unimodal biometric system utilizes only one source of biometric information and suffers from a variety of problems such as noisy data, intra-class variations, restricted degrees of freedom, non-universality, spoof attacks and unacceptable error rates. Multimodal biometrics refers to a system which utilizes multiple biometric information sources and can overcome some of the limitation of unimodal system. In this study unidirectional, bidirectional glass fabric reinforced polymer (GFRP) composites were tested under fatigue loads to determine their fatigue life. The experimental fatigue life of FRP coupons was compared with the predicted fatigue life which was evaluated based on the internal strain energy model proposed by GangaRao and Natarajan (2003). It was found from the strain energy model that the power law accurately describes the relationship between energy release rate, DeltaU and normalized strain, x (applied strain to ultimate strain) as DeltaU = ax b, where 'a' and 'b' are the fatigue coefficients.;Further rectangular single cell and multi-cell GFRP …

The goal of this research was to investigate preliminary test data obtained by Professor Robert E. Bond at the University of Tennessee in the year 2001. Dr. Bond added triangular horizontal flat plates (vortex generators) to the leading edge of a wing, to delay flow separation at high angles of attack. The present approach was both experimental and computational. The experimental method was used to determine, with the aid of smoke, the angle of attack at which the wing stalled. From feigning psychosis to avoid prosecution to claiming an anxiety disorder to receive disability insurance, people from all socioeconomic and educational backgrounds have been suspected of or found to be malingering (Rogers, 1997). The present study investigated the utility of two assessment measures in detecting malingered PTSD: the Morel Emotional Numbing Test-Revised (MENT-R) and Miller Forensic Assessment of Symptoms Test (M-FAST). The Detailed Assessment of Posttraumatic Stress (DAPS) was used as the criterion variable for the following groups: clinical PTSD, subclinical PTSD, honest responders, and coached malingerers. The purpose of this study was to identify: (1) Who are ACIs; (2) What are the perceptions of the clinical education process since the implementation of the 2001 Proficiencies, Standards, and Guidelines; (3) What factors are most and least facilitating to the clinical education process; and (4) What factors should be first addressed to improve the clinical education process. Online surveys were sent to 298 Program Directors and they were asked to distribute them to ACIs in their programs. Substance abuse and criminal behavior are two commonly associated social concerns. It is not surprising that substance abuse treatment also has demonstrated a reduction not only substance abuse, as well as criminal behavior. The Federal Bureau of Prisons' Residential Drug Abuse Program (RDAP) has demonstrated wide-reaching benefits. Understanding the 33% non-completion rate of RDAP, then, is an important component of the treatment process. This study, therefore, sought to identify factors present prior to RDAP participation that may predict program completion, which may also guide efforts to reduce relapse and recidivism rates. This paper discusses three research studies, each investigating a different treatment window for controlling tree-of-heaven using effective and environmentally sound herbicide applications. In the first study, efficacy of the herbicides triclopyr and imazapyr was tested using injection and basal bark treatment methods. In the second study, efficacy of triclopyr with different levels of imazapyr was tested using the basal bark treatment method. In the third study, weekly timing of chemical controls was investigated. In our research, the quality of a number of calcium supplements was evaluated by their physical properties, disintegration and dissolution profiles. Physical tests and disintegration did show a pH sensitivity. Disintegration confirmed the good uniformity of the products. In the USP required dissolution test, most of the products did not achieve acceptable drug release in the specified time period. While formulation factors and the salt form of calcium supplements can to some extent affect their dissolution pattern, it was ultimately considered that the failure may be related to the poor solubility of the calcium salts.;Based on the results and the …

In spite of the well-known benefits of prophylactic medication use, especially in asthma, the rate of medication nonadherence is more than 50%. In Phase I, this study examined the relationship between refill-based medication nonadherence and healthcare utilization/costs in patients with asthma, COPD, and those with both asthma and COPD from the West Virginia (WV) Public Employees Insurance Agency (PEIA) program. The objective of this research work was to perform a numerical analysis of pipe deformations when flowable fill is used as a backfill material around buried plastic corrugated pipes. The flowable fill materials used in this study contained varying proportions of fly ash, bottom ash, river sand, and cement. The stiffness properties of CLSM backfill materials were back calculated from experimental data obtained under various trench width ratios. The stiffness properties of HDPE pipes were calculated based on the data provided by the pipe manufacturer. Six, fourth-grade struggling readers from Glendale Elementary School participated in this study. Specifically, these students were identified because they could decode words adequately but comprehended text poorly. The main innovation of this study was that it provided insight into the role of strategy acquisition in the comprehension performance of students. Identified students participated in 20 sessions following the reciprocal teaching framework—a reading intervention program that incorporates direct instruction in four comprehension strategies, questioning, predicting, clarifying, and monitoring. The Addiction Severity Index is the most widely used intake instrument for substance abuse treatment. The National Comorbidity Study (Kessler et al. 1994) indicated that 13.7% of the United States population suffers from a concurrent substance use and mental health disorder within a lifetime. This study examines variables that influence the leadership styles of Wisconsin police chiefs and how those variables affect organizational decision-making, type and extent of community policing policies, and choice of in-service training. Principal-agent theory is used to model these influences, providing further application of agency theory to local bureaucracies. Traditional principal-agent models posit that government agencies and their top-level executives are affected by external and internal factors; however, there is little known about individual factors affecting leadership style and policy decisions. The solo piano version of La Valse is well worthy of study and performance, but it has often been unjustly neglected in reviews of Maurice Ravel's piano music. This paper analyzes the piece in its historical context, emphasizing the important role of the dance in Ravel's music. La Valse was originally written as a choreographic poem for a ballet performance. It was only later transcribed for two pianos and also for solo piano. The mental health service delivery system in West Virginia is ineffective at resolving psychiatric emergencies, as evidenced by a high civil commitment rate, leading to an annual {dollar}4 million non-budgeted expense to the state. West Virginia's two State hospitals are regularly at capacity, causing civil committed patients to be diverted to community psychiatric units, often at the state's expense. At one of the state's 13 Comprehensive Community Mental Health Centers (CCMHC), United Summit Center, two evidence based treatment modalities, ICICIS and ACT, are examined for their effectiveness at lowering the civil commitment rate per 100,000 and civil commitment hospitalization days. …

The transnational vision of John H. B. Latrobe, the central figure in this study, was one that sought to tie America’s efforts to overcome the problem of slavery to the future of the West Coast of Africa. The vehicle for his ideas was African colonization, a prominent, long-enduring movement that began in Antebellum America. Latrobe participated in and directed the African colonization efforts of the Maryland State Colonization Society for much of that organization’s existence. D-values were determined for E. coli O157:H7 subjected to beef irradiation in beef, chicken and hot wieners at 20°C, 4°C and 22°C and for various ionic strengths and reduced water activities at 4°C. Regardless of temperature E. coli O157:H7 had the highest D-values in chicken, followed by beef and hot dog. The D-values for frozen samples were higher than D-values for samples irradiated at 4°C and 22°C. The ionic strength of each meat sample was adjusted by adding 0.35 or 0.70% NaCl. The D-values for E. coli O157:H7 at 0.70% NaCl samples were higher than …

Upland pastures in West Virginia receive low-input management. The effect of manure addition to upland pasture soils was measured with a variety of biological indicators such as soil microbial biomass carbon (SMBC), hot water extractable carbon (HWC), potentially mineralizable nitrogen (PMN) and soil CO2 efflux. The in vitro portion of this study utilized 35 extracted human third molars. The third molars were sectioned into buccal and lingual halves. The enamel surfaces were pumiced, etched using self etching primer, and divided into five groups with various levels of exposure to argon laser irradiation (40, 80, 120, or 240 J/cm2 ) or no laser exposure (control group). In the first experiment, teeth were exposed to a demineralization solution (pH=4.46) for 48 hours and in the second experiment, teeth were exposed to the demineralization solution for 72 hours. The purpose of the current study was to investigate the relationship between parental control and parental proximity as they influence social anxiety in young adults. Previous research has consistently demonstrated the positive relationship between parental control and social anxiety. However, studies that have examined the desirability of continued parental attachment (proximity) have resulted in a contradictory body of literature. A regional equivalent porous medium (EPM) model was developed using available hydrogeologic data for the steeply-dipping karst aquifer of the Northern Shenandoah Valley of West Virginia and Virginia. The model employed uniform recharge and variable hydraulic conductivity (K) distributed at the formation level based on published field-test estimates. Three independent procedures were used for calibration, with the most acceptable approach using calibration to heads at wells and specified fluxes for springs. The focus of this work was on the design and implementation of a web based forensic information management system for the West Virginia State Police Forensics Laboratory (WVSPFL). The software tool enables law enforcement agents to submit crime information to the Forensic Laboratory via a secure Internet connection. The tool also enables each of the nine units of WVSPFL to process the information electronically. Online electronic forms were created to mirror the existing paper based forms, making the transition easier.
