Once again our country is caught on the horns of a serious dilemma. Natural resources, such as land and water, are becoming increasingly scarce and therefore valuable. Concomitantly, and perhaps more importantly, these resources are recognized as having attributes or characteristics in the form of amenities that are coveted by non owners of these resources. A cheap and effective way of acquiring these amenities is to assert that the legal owners of the resources do not have the right to exclude those who want the amenities from consuming them. The author critically evaluates the adoption of the modern learning model in choice of law analysis. After evaluating the judiciary's use of this model in seven jurisdictions, the author concludes that the traditional learning is better suited to resolving choice of law issues.

Barriers To Adoption Of Special Needs Children: A National Study, James G. Mccullagh

This exploratory study analyzed the incidence and nature of barriers experienced by applicants wishing to adopt special needs children; defined as: "children who are older; have physical disabilities; are emotionally troubled; or are mentally retarded. Many are Black or Hispanic. Some are brothers and sisters who need a home together." Between mid-January and the end of June 1984; approximately 13;000 questionnaires were mailed to affiliates of the North American Council on Adoptable Children (NACAC); foster parents associations; and other groups and individuals. Usable surveys were returned by 535 respondents; of whom 55.7 percent were identified as having experienced a homestudy …

One dramatic technique to aid students in their discovery of values and value systems is "theatre-in-education" (TIE); a theatre event that takes place in schools; with actors working through roles for and with children. TIE aims to fuse education and theatre by having team members function as both teachers and actors; and the audiences of young people participate as both themselves and characters. TIE programs can be grouped into five categories ranging from full participation (category I); to full performance (category V). Providing elementary school teachers with materials to enhance student awareness of black heritage is the goal of this unit. Each of the 10 lessons includes objectives; materials; and procedures as well as supplementary materials that may be duplicated for student use. The land and people of Africa are studied in lessons one through three. Games; folktales; and songs are used in lesson four to study African culture. Children simulate a safari to learn the different countries of Africa. Lesson five explores the journey of blacks from slavery to freedom. This unit of 20 classroom learning episodes is structured to improve students' ability to read and interpret maps and globes. Performance objectives; outlined in part 1; include developing map and globe skills to locate; acquire; organize; interpret; evaluate; and express knowledge and information. Each of the learning episodes in part 2 contains instructional objectives; learning activities; and materials needed to carry out the activity. The learning episodes require 1 to 3 days of instructional time. Interpolating Sequences On Curves, Samih Obaid, D. Rung

We established a condition on boundary curves (ending at points) lying either in the unit disc or the upper half plane which implies that any consecutively separated sequence, in the hyperbolic distance, lying on one of these curves is an interpolating sequence for bounded holomorphic functions.

Water Pricing And Rent Seeking In California Agricultre, B. Delworth Gardner

Without irrigation water, agriculture in California would be little more than limited livestock grazing and some dryland farming of cereal crops. With irrigation water, California produces over 200 crops and is the leading agricultural state with nearly $4 billion in sales in 1980. The state's gross cash receipts from farm sales have consistently approached 10 percent of the U.S. total every year since 1960.

Oakland: The First Norwegian-American Seventh-Day Adventist Church In America, Lawrence W. Onsager

In December 1861, several Norwegian families, led by Andrew Olsen and Tarel Johnson, organized the first Norwegian-American Adventist church in Oakland Township, Jefferson County, Wisconsin. Oakland Township is part of the Koshkonong Norwegian-American Settlement, which includes southeastern Dane County, southwestern Jefferson County, and northern Rock County, Wisconsin.

The Olsen, Johnson, Loe, and Serns families were from a rural district in Vest-Agder County, Norway. On March 20, 1850, Andrew Olsen, his half-brother, Halvor Olsen, Ole Hegland Serns, and their families left for the U. S. from Kristiansand, Norway.

Children Of Distant Fathers: Sketching An Ethos Of Constitutional Liberty, Gene R. Nichol

In this article, Professor Gene R. Nichol argues for a constitutional right to self-governance that legitimizes the court's inquiry into the nature of fundamental personal rights. He locates this right in the ninth amendment, which affords protection to unlisted liberties. The clearest statement of the American commitment to selfgovernance, he argues, is found in Thomas Jefferson's Declaration of Independence, and in the philosophy of Jeffersonian individualism. Drawing on the writing of Jefferson and Lincoln, Professor Nichol asserts that our society has committed itself to "the progressive unfolding of individual sovereignty."
