Until not long ago, the 11th Amendment with its barrier to some citizen suits in federal courts was a largely ignored provision of the U.S. Constitution. Those days may be coming to an end, however, as the Supreme Court has resurrected the dusty old amendment in its steady, if not always consistent, march toward a new federalism or what some scholars are calling the "antifederalist revival."

Stability Of Trifluoromethane In Forest Soils And Methanotrophic Cultures, Gary M. King

Trifluoromethane (TFM) has been reported as an endproduct of trifluoroacetate degradation under oxic conditions. Although other halomethanes, such as chloroform, methyl bromide, and methyl fluoride, inhibit methane oxidation or are degraded by methanotrophs, the fate of TFM is unknown. TFM had no affect on atmospheric methane consumption when added to forest soils at either 10 ppm or 10,000 ppm. No degradation of TFM was observed at either concentration for incubations of 6 days. Cultures of Methylobacter albus BG8 and Methylosinus trichosporium OB3b grown with and without added copper were also used to assay TFM degradation at 10-10000 ppm levels. TFM …

When binary liquid mixtures are infused into various random porous media, past experiment have shown that different media affect the dynamic correlations of concentration fluctuations in different ways. Vycor glasses of relatively small pore size and dilute gels allow the exponential bulk mode to remain in the final ensemble average, but Vycor glasses of vary large pore size do not. We take this to mean that the relaxation time of the bulk mode is spatialIy homogeneous in the two former media but heterogeneous in the latter media. The link between organizational configurations and performance has become a central and somewhat controversial focus of research in the strategic management literature, We statistically aggregated results from 40 original tests of the configurations-performance relationship. In contrast to previous qualitative reviews, this meta-analysis demonstrated that an organization's performance is partially explained by its configuration. Tests of four potential moderators showed that organizations' configurations contributed more to performance explanation to the extent that studies used (1) broad definitions of configurations, (2) single-industry samples, and (3) longitudinal designs, Results highlight the need for programmatic research.

Teaching Electromagnetic Field Theory Using Differential Forms, Karl F. Warnick, Richard H. Selfridge, David V. Arnold

The calculus of differential forms has significant advantages over traditional methods as a tool for teaching electromagnetic (EM) field theory. First, films clarify the relationship between field intensity and flux density, by providing distinct mathematical and graphical representations for the two types of fields. Second, Ampere's and Faraday's laws obtain graphical representations that are as intuitive as the representation of Gauss's law. Third, the vector Stokes theorem and the divergence theorem become special cases of a single relationship that is easier for the student to remember, apply, and visualize than their vector formulations. In Enterprising Women scholar Camille Bacon-Smith describes the underground culture of "media fandom," that is, the network of fans who create fiction, poetry, art, and other creative works based on favorite television shows and then gather to circulate these works. Because I have been an active participant in this culture for twenty years, Bacon-Smith's book was of particular interest to me, not only as an academic, but as a fan.

High Harmonic Generation From Ultrafast Pump Lasers, Kenneth J. Schafer, Kenneth C. Kulander

Using an ultrafast pump pulse affects the spectral and temporal characteristics of high order harmonics in an unexpected and fortuitous way. Calculations of spectra for rare gases using 10-100 fs, 800 nm pulses show that as the pump pulse length decreases the highest harmonics become correspondingly shorter while their conversion efficiencies increase dramatically. Especially significant is that we find these highest harmonics have phase characteristics that allow for the possibility of compression to subfemtosecond time scales. © 1997 American Physical Society.

A number of studies have demonstrated that tumor necrosis factor-α (TNF-α) is associated with profound insulin resistance in adipocytes and may also play a critical role in the insulin resistance of obesity and non- insulin-dependent diabetes mellitus. Reports on the mechanism of TNF-α action have been somewhat contradictory. GLUT4 down-regulation has been implicated as a possible cause of insulin resistance as has been the reduced kinase function of the insulin receptor. A Transcription-Dependent Switch Controls Competence Of Adult Neurons For Distinct Modes Of Axon Growth, Deanna S. Smith, J.H. Pate Skene

Although maturing neurons undergo a precipitous decline in the expression of genes associated with developmental axon growth, structural changes in axon arbors occur in the adult nervous system under both normal and pathological conditions. Furthermore, some neurons support extensive regrowth of long axons after nerve injury. Analysis of adult dorsal root ganglion (DRG) neurons in culture now shows that competence for distinct types of axon growth depends on different patterns of gene expression. In the absence of ongoing transcription, newly isolated neurons can extend compact, highly branched arbors during the first day in culture. Neurons subjected to peripheral axon injury …

Redox Signal Transduction: Mutations Shifting [2fe-2s] Centers Of The Soxr Sensor-Regulator To The Oxidized Form, Elena Hidalgo, Huangen Ding, Bruce Demple

SoxR is a [2Fe-2S] transcription factor triggered by oxidative stress and activated in vitro by one-electron oxidation or assembly of the iron- sulfur centers. To distinguish which mechanism operates in cells, we studied constitutively active SoxR (SoxR(c)) proteins. Three SoxR(c) proteins contained [2Fe-2S] centers required for in vitro transcription and, like wild-type SoxR, were inactivated by chemical reduction. However, in vivo spectroscopy showed that even without oxidative stress, the three SoxR(c) proteins failed to accumulate with reduced [2Fe-2S] (≤4% compared to ≤40% for wild type). Photopolymerizable diacrylate monomers dissolved in fluid-layer smectic A and smectic C liquid crystal (LC) hosts exhibited significant spatial segregation and orientation that depend strongly on monomer structure. Small, flexible monomers such as 1,6-hexanediol diacrylate (HDDA) oriented parallel to the smectic layers and intercalated, whereas rod-shaped mesogen-like monomers such as 1,4-di-(4-(6-acryloyloxyhexyloxy)benzoyloxy)-2-methylbenzene (C6M) oriented normal to the smectic layers and collected within them. Such spatial segregation caused by the smectic layering dramatically enhanced photopolymerization rates; for HDDA, termination rates were reduced, whereas for C6M, both the termination and propagation rates were increased. A metaphorical reading of eating Jesus’ flesh in John 6 is insufficient. It keeps the reader from seeing the connection between Jesus’ self-giving and his divinity; it does not reckon with the communication of divinity to communicants; it does not allow for our participation in the life of God through the ascent of the incarnate Word.
