NSCAT makes only indirect measurements of wind. The direct measurement is of the backscattered radar power. The signal power is contaminated by radiometric noise so a separate measurement of the noise power is subtracted from the signal-plus-noise measurement to estimate the backscattered power. Using the radar equation, sigma-0 is computed from the measured signal power. From multiple sigma-0 mesaurements made at different azimuth angles, the wind is estimated. In wind retrieval, the NSCAT sigma-0 measurements are assumed to have a Gaussian probability distribution with a variance which depends on the mean. Given this distribution model, the maximum-likelihood estimtor is formed …

The chromosomes of eukaryotes are organized into structurally and functionally discrete domains that provide a mechanism to compact the DNA as well as delineate independent units of gene activity. It is believed that insulator/boundary elements separate these domains. Here we report the identification and characterization of boundary elements that flank the transcriptionally repressed HMR locus in the yeast Saccharomyces cerevisiae. Deletion of these boundary elements led to the spread of silenced chromatin, whereas the ectopic insertion of these elements between a silencer and a promoter blocked the repressive effects of the silencer on that promoter at HMR and at telomeres. …

The flux of particles from the euphotic zone through 200 m was investigated on the Ross Sea continental shelf during two cruises, the first in November-December 1994 and the second in December 1995 and January 1996. An assessment of surface layer phytoplankton biomass and productivity was made simultaneously. Particle flux was measured using floating sediment traps whose collection efficiency was assessed rigorously. Phytoplankton biomass and productivity increased rapidly in November-December, and biomass was maximal in mid-December. Thereafter productivity appeared to decline substantially. Biomass declined as well, but mot as rapidly as productivity. Vertical flux rates were low early in the …

Published estimates of removal of atmospheric methyl bromide (CH3Br) by agricultural soils are 2.7 Gg yr−1 (Gg = 109 g) [Shorter et al., 1995] and 65.8 Gg yr−1 [Serça et al., 1998]. The Serça et al. estimate, if correct, would suggest that the current value for total removal of atmospheric CH3Br by all sinks of 206 Gg yr−1 (based on Shorter et al., 1995) would be 30% too low. We have calculated a new rate of global agricultural soil uptake of atmospheric CH3Br from a larger sampling of cultivated soils collected from 40 sites located in the United States, Costa …

Monte Carlo Study Of The Capacitance Of The Double Layer In A Model Molten Salt, Douglas Henderson, Dezso Boda, Kwong-Yu Chan

Monte Carlo simulations are reported for charged hard spheres at high density near a charged wall. This system is a simple model for a molten salt double layer. Unfortunately, the reduced temperatures that correspond to experiment are very small. This results in a large Boltzmann factor. As a result, we are unable to obtain meaningful results for such low values and report results only for moderately low values of the reduced temperature. Even so, our results should be a useful benchmark. Further, we are able to give a qualitative answer to an interesting question. We find that at low temperatures …

A primary heparin-binding site in vitronectin has been localized to a cluster of cationic residues near the C terminus of the protein. More recently, secondary binding sites have been proposed. In order to investigate whether the binding site originally identified on vitronectin functions as an exclusive and independent heparin-hinding domain, solution binding methods have been used in combination with MR and recombinant approaches to evaluate ligand binding to the primary site. Evaluation of the ionic strength dependence of heparin binding to vitronectin according to classical linkage theory indicates that a single ionic bond is prominent. It had been previously shown …

In this correspondence, constructions of generalized concatenated (GC) codes with good rates and distances are presented. Some of the proposed GC codes have simpler trellis omplexity than Euclidean geometry (EG), Reed–Muller (RM), or Bose–Chaudhuri–Hocquenghem (BCH) codes of approximately the same rates and minimum distances, and in addition can be decoded with trellis-based multistage decoding up to their minimum distances. Several codes of the same length, dimension, and minimum distance as the best linear codes known are constructed.

Carbon Monoxide Consumption And Production By Wetland Peats, Jeremy J. Rich, G. M. King

Wetland peats were analyzed for their potential to consume and produce carbon monoxide (CO) under aerobic and anaerobic conditions. Kinetic and functional characteristics of anaerobic CO consumption were compared with those of methanogenesis. Inhibitors of methanogenesis and sulfate reduction decreased the rate of CO consumption by 30 and 20%, respectively, suggesting that methanogens and sulfate reducers played secondary roles in CO uptake. Low concentrations of nitrate (0.2 mM) stimulated CO uptake, while high concentrations (20 mM) were partially inhibitory. Sulfate (20 mM), ferric iron (60 μmol cm-3), and acetate (10 mM) had no effect on CO consumption. Formate and glucose …

This paper highlights some of the major findings of the Alkali Deposits Investigation, a collaborative effort to understand the causes of unmanageable ash deposits in biomass-fired electric power boilers. A group of interested industrial institutions and the US DOE Energy Efficiency and Renewable Energy Office's Biomass Power Program through the National Renewable Energy Laboratory jointly sponsored the project. Atmospheric circulation patterns and the spatial variability of atmospheric chemistry and moisture transport in central West Antarctica are investigated using new 40 year long (1954–1994 A.D.) glaciochemical and accumulation rate records developed from four firn cores from this region. The core sites lie on a 200 km traverse from 82° 22′ S, 119° 17′ W to 81° 22′ S, 107° 17′ W. The glaciochemical records represent the major ionic species present in Antarctic snow: Na+, K+, Mg2+, Ca2+, Cl−, NO3−, and SO42−. Properties of biomass relevant to combustion are briefly reviewed. The compositions of biomass among fuel types are variable, especially with respect to inorganic constituents important to the critical problems of fouling and slagging. Alkali and alkaline earth metals, in combination with other fuel elements such as silica and sulfur, and facilitated by the presence of chlorine, are responsible for many undesirable reactions in combustion furnaces and power boilers. Reductions in the concentrations of alkali metals and chlorine, created by leaching the elements from the fuel with water, yield remarkable improvements in ash fusion temperatures and confirm much of what is …

The possibility of obtaining an accurate site-site potential model suitable for use in molecular dynamics (MD) simulations of methane from ab initio calculations has been explored. Counterpoise-corrected (CPC), supermolecule, ab initio energies at the MP2/6-311 + G(2df,2pd) level were computed for eleven relative orientations of two methane molecules as a function of C-C separation distance. C-C, C-H, and H-H interaction parameters in a pairwise-additive, site-site potential model for rigid methane molecules were regressed from the ab initio energies, and the resultant model accurately reproduced the ab initio energies. Hubble Space Telescope Observations Of The Black Hole X-Ray Transient Gro J0422+32 Near Quiescence, R. I. Hynes, C. A. Haswell

We present HST/FOS ultraviolet and optical spectroscopy of the black hole X-ray transient GRO J0422+32 shortly before the system reached quiescence. We find that the accretion spectrum from 2500 to 9000 Å can be very well fitted by a self-absorbed synchrotron model, with superposed H I and Mg II emission lines. The explanations that we suggest for this spectrum are either that it is due to active coronal regions above a geometrically thin accretion disc, or that the disc is evaporated into an advective flow.

The magnetic properties of the ground state of a low-density free- electron gas in three dimensions have been the subject of theoretical speculation and controversy for seven decades. Not only is this a difficult theoretical problem to solve, it is also a problem which has not hitherto been directly addressed experimentally. Here we report measurements on electron-doped calcium hexaboride (CaB6) which, we argue, show that - at a density of 7 x 1019 electrons cm-3 - the ground state is ferromagnetically polarized with a saturation moment of 0.07 μ(B) per electron. Because Intelligent Transportation Systems (ITS) R&D is performed for the ultimate deployment in the real world, deployment issues may limit design options for ITS concepts and technologies and, hence, can be viewed as constraints on ITS R&D. Therefore, ITS deployment issues must be studied at the outset of the R&D process. This paper develops a framework to help recognize and organize such issues. Severe New Limits On The Host Galaxies Of Gamma-Ray Bursts, Bradley E. Schaefer

The nature of gamma-ray bursts (GRBs) remains a complete mystery, despite the recent breakthrough discovery of low-energy counterparts, although it is now generally believed that at least most GRBs are at cosmological distances. Virtually all proposed cosmological models require bursters to reside in ordinary galaxies. This can be tested by looking inside the smallest GRB error boxes to see if ordinary galaxies appear at the expected brightness levels. This Letter reports on an analysis of the contents of 26 of the smallest regions, many of which are from the brightest bursts. These events will have z < 0.4 and small uncertainties around the luminosity functions, K-corrections, and galaxy evolutions, whereas the recent events with optical transients are much fainter and hence have high redshifts and grave difficulties in interpretation. This analysis strongly rejects the many models with peak luminosities of 1057 photons S-1 as deduced from the log N-log P curve with no evolution. Indeed, the lower limit on acceptable luminosities is 6 × 1058 photons s-1. The only possible solution is either to place GRBs at unexpectedly large distances (with z > 5.9 for the faint …

Administrative agencies play a substantial role in the formulation and implementation of national policy Central to this role is their exercise of discretion. A normative consensus exists that such discretion should be constrained by administrative deference to the rule of law. The courts of appeals are expected to insure that such discretion is constrained. The analysis reported below examines how effectively they fulfill that expectation The findings suggest that agency success is related to political considerations, with agencies being successful when their decisions are consistent with the policy preferences of the judges. Because of its deleterious effects on individuals and society, and the important role that it has been given in several theories of human behavior (e.g., psychoanalytic theory, social learning theory; Freud, 1930; Bandura & Walters, 1959; Bandura, 1986), aggression has been one of the most widely researched topics in the past several decades.
