In 1864, the Red Cross was born by the signing of the Treaty of Geneva. It was to become the only great international organization of its kind to relieve suffering during times of war. The founders had advanced the idea that relief in time of epidemics and disaster would be equally valuable, but this idea was not incorporated in the treaty. When the Congress of the United States ratified the treaty, service and relief in time of epidemics and disasters was included with the permission of the International Committee of the Red Cross in Geneva. In July 1946 the Board of Health of Louisville and Jefferson County, Kentucky, announced its decision to curtail services of the public health department serving the metropolitan area surrounding and including Louisville, and the outlying agricultural region in the rural part of Jefferson County. There has been considerable discussion in recent years concerning the educational proficiency of the eighth grade graduates of one-room rural schools as compared to that of the eighth grade graduates of independent town and consolidated schools as they enter our high schools. This study has to do with the causes of racial friction as represented in the Detroit, Beaumont and Harlem outbreaks occurring in 1943. It will be pointed out that the incidental causes of such riots are symptoms leading to the exploratory job of finding the disease of "scapegoatism”. This study is an attempt to follow the development of the group of children who attended the Mental Hygiene Clinic Nursery School of Louisville, Kentucky in its first three years, September, 1939 through May, 1942. The children were studied on a comparative basis of their behavior in the two school situations - nursery school in 1939-1942 and elementary school in 1946. The study not only considers the child's behavior in the classroom, but also attempts to evaluate the effects at personality and environmental influences upon the child's school adjustment - his health, conditions in the home, and mental development. Kentucky slavery was attacked during the summer months of 1845 from within by one of the state's native sons. Cassius M. Clay, son of a Madison County slaveholder, began the publication of The True American, an abolition paper, on June 3, of that year. He caught the tide of slavery controversy in one of its numerous periods of flux. At that time opinion on the slavery question was not solidified anywhere in the country. Hiking with one of the few old-timers remaining in that region he noticed that "the old desert rat" would stoop occasionally to pick up certain rocks which he would examine closely.
